On July 8, 2008, a multi-vendor patch was released across the internet in an unprecedented coordinated effort. The details of the vulnerability were not publicly disclosed until weeks later, giving organizations time to patch.

Kaminsky's handling of the DNS vulnerability is widely regarded as a masterclass in ethical disclosure. But it was not without controversy. Some researchers criticized him for withholding the details, arguing that administrators could not properly assess their risk without understanding the vulnerability. Others argued that the 30-day window before full technical details were published was too short—or too long. The debate over Kaminsky's disclosure illustrates a fundamental tension in security research: the tension between transparency and harm prevention, between the researcher's right to publish and the public's need for protection.

This chapter takes you deep into the ethical landscape of security research. 5.1 The Ethics of Finding Vulnerabilities

5.1.1 The Researcher's Paradox

  2. Offense informs defense. Understanding how systems can be attacked is essential to building effective defenses. Penetration testing, red teaming, and security research all contribute to a more secure ecosystem.

  3. Sunlight is the best disinfectant. Vendor accountability depends on external scrutiny. Without independent security research, vendors have little incentive to invest in security, and consumers have no way to make informed decisions about the products they use.

  4. The alternative is worse. If ethical researchers do not find vulnerabilities, unethical ones will—and they will sell or exploit them rather than reporting them.

The case against unrestricted vulnerability research is less commonly articulated but worth understanding:

  1. Discovery creates risk. The moment you discover a vulnerability, a new risk exists: the risk that your discovery will be stolen, leaked, or misused before a fix is available. Every proof-of-concept exploit is a potential weapon.

  2. Not all researchers are equally responsible. Creating a culture that celebrates vulnerability discovery can incentivize researchers to find vulnerabilities for fame or profit rather than for the purpose of improving security.

  3. The power dynamic matters. A large, well-funded security research team examining the products of a small startup has an inherently different ethical character than an individual researcher examining the products of a multinational corporation.

5.1.2 The Spectrum of Intent

Not all security research is created equal. Intent matters, and the security research community spans a wide spectrum:

Defensive Researchers focus on finding vulnerabilities in order to fix them. They work for product vendors, security companies, or academic institutions, and their primary goal is to improve security.

Bug Bounty Hunters find vulnerabilities in exchange for financial rewards and recognition. Their intent is typically aligned with defense—they report vulnerabilities to be fixed—but their motivation is at least partly financial.

Academic Researchers study vulnerabilities and attack techniques to advance scientific understanding. Their work may involve discovering new vulnerability classes, developing new exploitation techniques, or analyzing trends in the threat landscape.

Government Researchers find vulnerabilities on behalf of intelligence agencies or military organizations. Their intent may be defensive (finding vulnerabilities in government systems to fix them) or offensive (finding vulnerabilities in adversary systems to exploit them).

Exploit Brokers and Sellers find or purchase vulnerabilities for sale on the open market. Their buyers may include governments, defense contractors, or criminals. The ethics of this market are hotly debated.

Malicious Hackers find vulnerabilities with the intent to exploit them for personal gain—stealing data, extorting victims, or causing disruption.

💡 Intuition: Think of vulnerability knowledge as a form of power. Like any form of power, its ethical character depends on how it is wielded. A knife in the hands of a surgeon saves lives; the same knife in the hands of an attacker takes them. The tool is the same—what differs is intent, context, and accountability.

5.1.3 Unauthorized Research on Others' Systems

One of the most contentious ethical questions in security research is whether it is ever acceptable to conduct security research on systems you do not own and have not been authorized to test. In Chapter 4, we established that such testing is almost always illegal. But legality and ethics are not the same thing.

Consider these scenarios:

Scenario 1: You notice that a popular open-source library has a vulnerability. You test the vulnerability against the library's public test server to confirm it. Is this ethical? Most researchers would say yes, assuming the test server is intended for such use.

  • Minimize intrusion. Access the minimum amount of information necessary to confirm the vulnerability. Do not read, copy, or modify data.
  • Report promptly. If you discover a vulnerability, report it to the system owner as quickly as possible.
  • Do not profit from unauthorized access. If you discover a vulnerability through unauthorized testing, do not sell it, publish it for fame, or use it as leverage against the system owner.

5.2 Disclosure: The Great Debate

5.2.1 A Brief History of Disclosure

The debate over how to handle vulnerability disclosure is one of the oldest and most passionate in cybersecurity. It has its roots in the earliest days of the hacking community, but it crystallized in the late 1990s and early 2000s with the emergence of two opposing philosophies: responsible disclosure and full disclosure.

In the early days of the internet, when a researcher found a vulnerability, there was no established process for reporting it. Researchers might contact the vendor directly, post the vulnerability to a mailing list, or simply do nothing. Vendors, for their part, often responded to vulnerability reports with indifference, hostility, or legal threats. There was no incentive for vendors to acknowledge or fix vulnerabilities, and researchers who reported them were sometimes accused of being hackers themselves.

The full disclosure movement emerged in response to this dynamic. Advocates of full disclosure argued that the only way to force vendors to fix vulnerabilities was to publish them publicly—complete with proof-of-concept exploit code—forcing vendors to respond to public pressure and customer demand. The Bugtraq mailing list, founded in 1993, became the primary forum for full disclosure, and the philosophy was later codified by Bruce Schneier, who argued that "full disclosure—the practice of making the details of security vulnerabilities public—is a damned good idea."

The responsible disclosure movement emerged as a counterpoint. Advocates argued that publishing vulnerability details before a patch is available puts users at risk by giving attackers a roadmap for exploitation. They proposed a process in which the researcher first notifies the vendor, gives the vendor a reasonable period of time to develop and release a patch, and only then publishes the vulnerability details. Microsoft, which was frequently the subject of vulnerability disclosures, was a prominent advocate of this approach.

The tension between these two philosophies was real and heated. Full disclosure advocates accused responsible disclosure advocates of being corporate apologists who prioritized vendor convenience over user safety. Responsible disclosure advocates accused full disclosure advocates of being reckless attention-seekers who put users at risk for the sake of ego.

5.2.2 Modern Disclosure Models

The modern disclosure landscape has matured considerably since the early debates, and several distinct models have emerged:

Coordinated Vulnerability Disclosure (CVD): The prevailing model in professional security research today. The researcher reports the vulnerability to the vendor and works with the vendor to develop and release a patch. The researcher typically sets a deadline (often 90 days) after which the vulnerability will be published regardless of whether a patch is available. This model balances the vendor's need for time with the researcher's right to publish and the public's need for information.

Full Disclosure: The researcher publishes the vulnerability details and proof-of-concept code immediately, without notifying the vendor first. While less common than it once was, full disclosure is still practiced by researchers who believe that vendors cannot be trusted to act in good faith, or in cases where the researcher believes the vulnerability is already being actively exploited.

Non-Disclosure (Silence): The researcher does not report the vulnerability to anyone. This may occur because the researcher found the vulnerability incidentally and does not want the hassle of reporting it, because the researcher fears legal retaliation, or because the researcher plans to sell the vulnerability. Non-disclosure serves neither the vendor's interests nor the public's interests, except in the narrow case where the researcher genuinely believes that the vulnerability is already known and patched.

Vendor Disclosure: The vendor itself discovers and discloses the vulnerability, either because it was found by internal security teams or because it was reported by a third party who requested anonymity. Vendor disclosures are typically accompanied by a patch.

Government Disclosure: Government agencies that discover vulnerabilities may choose to disclose them to the vendor for patching or retain them for intelligence or military use. The U.S. government's Vulnerabilities Equities Process (VEP) is a formal process for making this determination, weighing the intelligence value of the vulnerability against the defensive benefit of disclosing it.

5.2.3 The 90-Day Disclosure Deadline

Google's Project Zero team, established in 2014, has been the most prominent and controversial advocate of deadline-based disclosure. Project Zero's policy gives vendors 90 days from the initial notification to release a patch. If the vendor fails to release a patch within 90 days, Project Zero publishes the vulnerability details, including proof-of-concept code, regardless.

The 90-day policy has generated intense debate:

Arguments in favor: - Accountability: Deadlines force vendors to prioritize vulnerability fixes. Without deadlines, vendors have historically delayed patches for months or even years. - Predictability: A fixed timeline creates clear expectations for all parties. - User safety: Users are better protected when they can make informed decisions about the products they use, even if a patch is not yet available. Users can implement workarounds, disable vulnerable features, or switch to alternative products. - Track record: Data from Project Zero shows that the vast majority of vendors are able to release patches within 90 days when they know a deadline exists.

Arguments against: - Complexity: Some vulnerabilities are genuinely difficult to fix, particularly those that affect hardware, firmware, or deeply embedded protocol implementations. A rigid 90-day deadline does not account for this complexity. - Collateral damage: Publishing vulnerability details before a patch is available puts users at risk. Not all users can implement workarounds, and the publication of proof-of-concept code lowers the barrier to exploitation. - Power dynamics: Project Zero, backed by Google's resources and reputation, holds enormous power over vendors. If the vulnerability is being actively exploited in the wild, the deadline is shortened to 7 days.

🔴 Red Team Perspective: As a red teamer, you may discover vulnerabilities in third-party products during an engagement. Your primary obligation is to your client, but you also have an ethical obligation to the broader ecosystem. If you discover a zero-day vulnerability in a widely used product during a client engagement, the responsible course of action is to report it to the vendor (or advise your client to do so) in addition to including it in your client report. Red team findings that affect only the client can be reported exclusively to the client; findings that affect the broader ecosystem should be reported more broadly.

5.2.4 When Disclosure Goes Wrong

Not every disclosure goes smoothly. The history of security research is littered with examples of disclosure gone wrong:

The Researcher Who Went Too Far: In 2015, security researcher Chris Roberts claimed to have hacked into aircraft flight control systems through the in-flight entertainment system and briefly steered the aircraft. The FBI investigated, and Roberts was banned from United Airlines flights. Whether his claims were accurate or exaggerated, his public statements about manipulating a commercial aircraft's flight controls raised serious questions about the line between research and recklessness.

The Researcher Who Was Arrested: In 2008, MIT students researching vulnerabilities in the Massachusetts Bay Transportation Authority's fare system were enjoined by a federal court from presenting their findings at DEFCON. The case raised fundamental questions about the intersection of security research and free speech.

These examples illustrate the risks that security researchers face even when acting in good faith. The lesson is not to avoid disclosure, but to approach it carefully, with clear documentation, legal awareness, and a strategy for managing the relationship with the vendor.

5.3 Vulnerability Markets

5.3.1 The Economics of Vulnerabilities

Zero-day vulnerabilities—vulnerabilities that are unknown to the vendor and for which no patch exists—have significant economic value. This value derives from the asymmetry of information: the party that knows about the vulnerability has power over the party that does not. This asymmetry creates a market.

The vulnerability market has three main segments:

Bug Bounty Programs (White Market): Organizations pay researchers for vulnerability reports through formal bounty programs. Rewards range from a few hundred dollars for minor web application bugs to hundreds of thousands for critical vulnerabilities in major platforms. Google's Vulnerability Reward Program has paid out over $50 million since its inception. Apple's Security Bounty program offers up to $2 million for the most critical iOS vulnerabilities.

Government Purchase Programs (Gray Market): Government agencies, particularly intelligence and military agencies, purchase zero-day vulnerabilities for use in offensive cyber operations, surveillance, and national security. These purchases are conducted through classified contracts, and the details are rarely made public. However, leaked documents and investigative journalism have revealed that agencies like the NSA, CIA, and their counterparts in other countries are significant buyers of zero-day vulnerabilities.

Criminal Markets (Black Market): Criminal organizations, state-sponsored hacking groups, and individual malicious actors buy and sell vulnerabilities and exploit code on underground forums and through private channels. These transactions are illegal and fund criminal activities including ransomware, espionage, and fraud.

5.3.2 Zerodium and Commercial Exploit Brokers

Zerodium, founded in 2015 by Chaouki Bekrar (who previously founded VUPEN Security), is the most prominent commercial exploit broker. Zerodium acts as an intermediary, purchasing zero-day exploits from researchers and selling them to government agencies and other "vetted" customers.

Zerodium's public price list offers some of the highest payouts in the vulnerability market:

  • Remote iOS full chain (zero-click): Up to $2,500,000
  • Android full chain (zero-click): Up to $2,500,000
  • Windows remote code execution (zero-click): Up to $1,000,000
  • Chrome remote code execution: Up to $500,000
  • WhatsApp/iMessage remote code execution: Up to $1,500,000

These prices far exceed what most bug bounty programs offer. Apple's maximum bounty of $2 million for the most critical iOS vulnerabilities is comparable to Zerodium's prices, but most vendor bounty programs offer significantly less. This price differential creates an economic incentive for researchers to sell to exploit brokers rather than reporting to vendors.

The ethical arguments around commercial exploit brokers are hotly contested:

Arguments in favor: - Exploit brokers provide an alternative to vendor bounty programs that systematically undervalue security research. - Government customers use the exploits for legitimate national security purposes, including counter-terrorism and law enforcement. - The market incentivizes vulnerability discovery, which ultimately leads to more secure products (because vendors must compete with brokers on price and response time).

Arguments against: - Exploit brokers contribute to the stockpiling of vulnerabilities, leaving all users of the affected software at risk. - "Vetted" government customers include authoritarian regimes that use the exploits for surveillance, repression, and human rights abuses. The NSO Group's Pegasus spyware, which exploited zero-day vulnerabilities in iOS and Android to surveil journalists, activists, and political dissidents, is the most prominent example. - The market incentivizes secrecy over disclosure, undermining the security of the broader ecosystem. - Researchers who sell to exploit brokers may rationalize their choices by trusting the broker's vetting process, but they have no control over how their exploits are ultimately used.

📊 Real-World Application: Consider how the vulnerability market affects an organization like MedSecure Health Systems. If a researcher discovers a critical vulnerability in medical device firmware used by MedSecure, the researcher faces a choice: report it to the device manufacturer for a modest bug bounty (or no bounty at all, since many medical device manufacturers do not have bounty programs), or sell it to a broker for potentially hundreds of thousands of dollars. The economic incentives push away from the disclosure path that would best protect MedSecure's patients.

5.3.3 The Vulnerabilities Equities Process (VEP)

The U.S. government, which is both the world's largest consumer and the world's largest producer of zero-day vulnerabilities, operates the Vulnerabilities Equities Process (VEP) to determine whether to disclose discovered vulnerabilities to vendors or retain them for intelligence use.

The VEP, originally established in 2008 and revised in 2017, involves representatives from multiple government agencies who weigh the offensive intelligence value of a vulnerability against the defensive benefit of disclosing it. Factors considered include:

  • How widely deployed is the vulnerable software?
  • How severe is the vulnerability?
  • Is the vulnerability likely to be independently discovered by others?
  • How valuable is the vulnerability for intelligence collection?
  • Can the vulnerability be exploited in a targeted manner, or does its use put all instances of the software at risk?
  • Is there a patch or mitigation available?

Critics of the VEP argue that the process lacks transparency, that it is biased toward retention (because intelligence agencies have a natural incentive to stockpile vulnerabilities), and that the government's track record of protecting its own vulnerability stockpiles is poor (as demonstrated by the Shadow Brokers' release of NSA hacking tools in 2016-2017, which led directly to the WannaCry and NotPetya ransomware attacks).

The WannaCry incident is particularly instructive. The EternalBlue exploit, developed by the NSA and stolen by the Shadow Brokers, exploited a vulnerability in Microsoft's SMB protocol. In security research, virtually all work is inherently dual-use: a vulnerability report that helps a vendor fix a flaw could also help an attacker exploit it. A penetration testing tool that helps organizations assess their security could also be used to break into systems illegally. A paper on a new attack technique that advances scientific understanding could also serve as a tutorial for criminals.

This dual-use nature raises fundamental questions:

  • Should researchers refrain from publishing research that could be misused?
  • Should there be restrictions on the development and distribution of security tools?
  • Who gets to decide which research is too dangerous to publish?
  • How do we balance the benefits of open scientific inquiry against the risks of misuse?

5.4.2 The Wassenaar Arrangement and Intrusion Software

As we discussed in Chapter 4, the Wassenaar Arrangement added "intrusion software" to its list of controlled items in 2013. The relevant provisions control:

  • Software "specially designed or modified to avoid detection by monitoring tools, or to defeat protective countermeasures"
  • Software that can "extract or modify data or the standard execution path of a software in order to allow the execution of externally provided instructions"
  • Tools that generate, deliver, or communicate with intrusion software

The security community's reaction was swift and overwhelmingly negative. Researchers pointed out that the definitions were broad enough to encompass virtually every penetration testing tool in existence, including Metasploit, Burp Suite, Nmap scripts, and even some defensive security tools. The concern was not theoretical: under a strict interpretation of the Wassenaar provisions, a European researcher who shared a Metasploit module with an American colleague could be violating export control laws.

The practical impact of the Wassenaar provisions has been limited, partly because most participating states have implemented them with exemptions for security research, and partly because the security community's vigorous opposition led to revisions and clarifications. However, the episode illustrates the ongoing tension between security research and government regulation, and the risk that well-intentioned regulations can have unintended consequences.

5.4.3 The Ethics of Developing Exploit Code

Writing proof-of-concept exploit code is a common and often essential part of security research. A well-written PoC demonstrates that a vulnerability is real and exploitable, helps the vendor understand the severity of the issue, and enables defenders to test whether their systems are vulnerable.

But exploit code is inherently dual-use. The same PoC that helps a vendor fix a vulnerability can be weaponized by an attacker. This raises ethical questions about how exploit code should be written, shared, and published:

Minimization: PoC exploits should demonstrate the vulnerability with the minimum functionality necessary. A PoC that pops a calculator (a traditional harmless demonstration of code execution) is ethically different from a PoC that downloads and executes a reverse shell payload.

Timing: Publishing exploit code before a patch is available exposes users to greater risk than publishing after a patch has been released and widely deployed.

Audience: Sharing exploit code privately with a vendor is ethically different from posting it publicly on GitHub. Some researchers adopt a graduated approach: sharing the PoC privately with the vendor first, then publishing a limited advisory without PoC code, and only later publishing full technical details and PoC code after the patch has been widely deployed.

Context: Publishing exploit code with a detailed explanation of how to use it for defensive testing is ethically different from publishing it without context in a way that invites misuse.

🔵 Blue Team Perspective: From a defensive perspective, published exploit code is both a blessing and a curse. It allows blue teams to test their defenses and validate that patches have been properly applied. But it also gives attackers ready-made tools. The ideal scenario from a blue team perspective is: (1) the vendor releases a patch, (2) blue teams have time to apply it, (3) only then is exploit code published. This is essentially the model that Project Zero's 90+30 policy aims to achieve.


5.5 When Researchers Cross Lines

5.5.1 The Gray Area of "Going Too Far"

The history of security research includes numerous cases where researchers crossed ethical—and sometimes legal—lines. These cases offer valuable lessons about where the boundaries lie:

The Weev Case: In 2010, Andrew "Weev" Auernheimer discovered that AT&T's website exposed the email addresses and ICC-IDs of iPad 3G users. By iterating through sequential ICC-IDs in a URL, anyone could obtain the email addresses of AT&T iPad customers, including government officials and military personnel. Auernheimer published the data through Gawker Media. He was convicted under the CFAA and sentenced to 41 months in prison, though the conviction was later overturned on procedural grounds. When you find yourself in an ethical gray area, the following principles can help:

  1. Consider the stakeholders. Who is affected by your actions? Consider not just the vendor and yourself, but the users of the system, the broader internet community, and potential victims of attacks.

  2. Apply the "front page" test. Would you be comfortable if your actions were reported on the front page of a major newspaper? If not, reconsider.

  3. Consult peers. If you are unsure about the ethics of a particular action, seek advice from trusted colleagues, mentors, or professional organizations. The security community has a wealth of experienced practitioners who have navigated similar dilemmas.

  4. Document your reasoning. If you proceed with an action that is ethically ambiguous, document your reasoning. This demonstrates good faith and can be valuable if your actions are later questioned.

  5. Err on the side of caution. When in doubt, choose the more conservative course of action. The downside of being too cautious (a vulnerability goes unreported for a few extra days) is almost always less severe than the downside of being too aggressive (you face criminal charges, harm users, or damage the security community's reputation).

⚠️ Common Pitfall: Social media has created new ethical hazards for security researchers. The temptation to tweet about a newly discovered vulnerability, to boast about hacking a well-known organization, or to hint at undisclosed findings is strong. But premature or irresponsible disclosure on social media can tip off attackers, harm the vendor's stock price, and damage your professional reputation. Resist the urge to tweet first and think later.


5.6 The Vulnerability Disclosure Ecosystem

5.6.1 CERT/CC and Coordination Centers

The CERT Coordination Center (CERT/CC), operated by Carnegie Mellon University's Software Engineering Institute, has been coordinating vulnerability disclosures since 1988. CERT/CC acts as a neutral intermediary between researchers and vendors, facilitating communication, coordinating multi-vendor disclosures, and publishing advisories.

Other national coordination centers include JPCERT/CC in Japan, CERT-EU for European Union institutions, and US-CERT (now part of CISA) for the U.S. government. These centers play a critical role in the disclosure ecosystem, particularly for vulnerabilities that affect multiple vendors or critical infrastructure.

5.6.2 The CVE System

The Common Vulnerabilities and Exposures (CVE) system, maintained by MITRE Corporation with funding from CISA, provides a standardized naming and numbering system for publicly known vulnerabilities. Each vulnerability is assigned a unique CVE identifier (e.g., CVE-2024-12345) that allows it to be tracked across databases, tools, and organizations.

The CVE system is a cornerstone of the disclosure ecosystem. When a researcher reports a vulnerability to a vendor, one of the standard steps is to request a CVE ID. The CVE ID is then referenced in the vendor's advisory, the researcher's publication, and any third-party databases (such as the National Vulnerability Database).

CVE Numbering Authorities (CNAs) are organizations authorized to assign CVE IDs. Major software vendors (Microsoft, Google, Apple, Red Hat, etc.) are CNAs for their own products, and organizations like CERT/CC and MITRE can assign CVE IDs for products from vendors who are not themselves CNAs.

5.6.3 Industry Groups and Standards

Several industry groups and standards bodies have developed frameworks for vulnerability disclosure:

FIRST (Forum of Incident Response and Security Teams): FIRST maintains the Common Vulnerability Scoring System (CVSS), which provides a standardized method for rating the severity of vulnerabilities. FIRST also publishes guidelines for vulnerability coordination and disclosure.

ISO/IEC 29147:2018: This international standard provides guidance on vulnerability disclosure, including how to receive vulnerability reports, how to process them, and how to communicate with stakeholders.

ISO/IEC 30111:2019: This companion standard provides guidance on vulnerability handling processes, including how to verify, triage, and resolve reported vulnerabilities.

5.7.2 Frameworks for Ethical Reasoning

Several ethical frameworks can inform your personal code:

Consequentialism (Utilitarianism): Actions are ethical if they produce the greatest good for the greatest number. Under this framework, the ethics of vulnerability disclosure depend on its consequences: does disclosure result in more vulnerabilities being fixed, or does it result in more attacks being launched?

Deontological Ethics (Kantian Ethics): Actions are ethical if they conform to moral rules or duties, regardless of their consequences. Under this framework, some actions are always wrong (such as unauthorized access to others' systems), regardless of the beneficial consequences they might produce.

Virtue Ethics: Actions are ethical if they reflect virtuous character traits—honesty, courage, integrity, prudence, and justice. Under this framework, the question is not "what is the right action?" but "what would a virtuous security researcher do?"

Care Ethics: Actions are ethical if they reflect care for relationships and for vulnerable parties. Under this framework, the ethics of security research depend on how it affects the people who use the vulnerable systems—particularly those who are least able to protect themselves.

Social Contract Theory: Actions are ethical if they conform to the norms that rational people would agree to if they were designing the rules of society from behind a "veil of ignorance." Under this framework, the question is: what disclosure norms would researchers, vendors, and users all agree to if they did not know in advance which role they would play?

5.7.3 Elements of a Security Researcher's Code of Ethics

Based on these frameworks and the lessons of the preceding sections, here are elements that a security researcher's personal code of ethics might include:

  1. Do no harm. My research activities should not cause harm to individuals, organizations, or the broader internet. When harm is unavoidable (as when disclosing a vulnerability that could be exploited), I will minimize it through responsible disclosure practices.

  2. Respect autonomy. I will not access, modify, or disrupt systems without authorization. I will respect the autonomy of system owners and users to make their own security decisions.

  3. Act with integrity. I will be honest about my findings, my methods, and my motivations. I will not exaggerate vulnerabilities, fabricate findings, or misrepresent my capabilities.

  4. Prioritize defense. My primary goal is to improve security, not to demonstrate my skills or advance my career. When my personal interests conflict with the interests of the people affected by my research, I will prioritize their safety.

  5. Disclose responsibly. I will give vendors a reasonable opportunity to fix vulnerabilities before disclosing them publicly. I will not use the threat of disclosure as leverage for personal gain.

  6. Consider the ecosystem. I will consider the broader impact of my actions on the security ecosystem, including the precedents I set and the incentives I create.

  7. Continuous learning. I will stay informed about evolving laws, norms, and best practices in security research, and I will update my practices accordingly.

  8. Mentor and guide. I will help less experienced researchers navigate ethical dilemmas and develop their own codes of ethics.

Best Practice: Write down your personal code of ethics and revisit it periodically. As you gain experience and encounter new dilemmas, your code will evolve. Having a written document forces you to articulate your principles clearly and serves as a touchstone when you face difficult decisions.

5.7.4 Professional Codes and Certifications

Several professional organizations have published codes of ethics that are relevant to security researchers:

EC-Council Code of Ethics: Required for CEH (Certified Ethical Hacker) certification holders. Covers privacy, intellectual property, authorized access, and legal compliance.

ISC2 Code of Ethics: Required for CISSP and related certification holders. Its four canons are: (1) Protect society, the common good, necessary public trust and confidence, and the infrastructure. (2) Act honorably, honestly, justly, responsibly, and legally. (3) Provide diligent and competent service to principals. (4) Advance and protect the profession.
