This appendix provides a collection of practical templates, checklists, and frameworks for planning and executing COBOL modernization projects. These tools are designed to be adapted to your organization's specific context — no two modernization efforts are identical, and a template that does not get customized is a template that does not get used.

Each tool is presented in a format that can be copied into a spreadsheet, project management system, or document and modified for your environment. Where appropriate, scoring criteria and decision thresholds are suggested, but these should be calibrated to your organization's risk tolerance and strategic priorities.

3. Decision Framework: Maintain, Wrap, Extend, Re-Architect, or Replace

For each application in your portfolio, use this framework to determine the appropriate modernization strategy. Work through the decision criteria in order.

Decision Flow (Textual Description)

Step 1 — Is the application still needed? - If NO: Retire. Decommission the application. Ensure data retention requirements are met. - If YES: proceed to Step 2.

Step 2 — Does the application meet current business requirements? - If YES with minimal maintenance: Maintain as-is. Continue operating on the current platform with standard maintenance. - If NO or maintenance burden is high: proceed to Step 3.

Step 3 — Is the primary need integration with modern systems (APIs, mobile, web)? - If YES and the core logic is sound: Wrap. Step 4 — Can the application be enhanced incrementally? - If YES — the architecture supports adding new modules, the code is structured and maintainable: Extend. Add new functionality in COBOL or a complementary language while preserving existing logic. - If NO — the architecture is monolithic, brittle, or poorly structured: proceed to Step 5.

Step 5 — Is the business logic well-understood and documented (or documentable)? - If YES: Re-architect. Redesign the application architecture (e.g., decompose into services, modernize the data layer, adopt new patterns) while preserving the validated business logic. May involve rewriting in COBOL or translating to another language. - If NO — business rules are embedded in undocumented code and no SMEs remain: Replace with a commercial package or complete rewrite, with extensive parallel testing. This is the highest-risk, highest-cost option.

  • Total Cost = One-Time + (Annual Recurring x Years)

  • Breakeven: Most modernization projects break even in 3–5 years. If your calculation shows less than 2 years, your estimates may be optimistic; if more than 7 years, the project may not justify the investment.

Risk Score = Probability x Impact. Scores 15–25 = critical (requires active mitigation plan and executive attention). Scores 8–14 = significant (requires mitigation plan). Scores 1–7 = monitor.


6. API Wrapping Checklist

Steps to expose an existing COBOL program as a REST API without modifying the core business logic.

8. CI/CD Pipeline Template for COBOL

A continuous integration and delivery pipeline for COBOL, applicable to both mainframe (z/OS) and distributed environments.

Pipeline Stages

9. Testing Strategy Template for Modernization

Testing is the single most important risk mitigation activity in any modernization project. This template defines the testing layers needed.

Evaluation Process

  1. Issue RFI to candidate vendors describing your portfolio and requirements.
  2. Score responses against the criteria above.
  3. Short-list 2–3 vendors for proof of concept (POC).
  4. Conduct POC using a representative (not trivial) application from your portfolio. The POC application should include: file processing, DB2 access, at least one complex business rule, and at least one inter-program call.
  5. Evaluate POC results against functional accuracy, performance, code quality, and effort required.
  6. Check references — speak with organizations that have completed (not just started) modernization projects with the vendor.
  7. Negotiate with awareness that modernization projects tend to be longer and more complex than initially estimated. Build flexibility into the contract.
