The fence appears to serve no purpose, so removing it costs nothing.

G.K. Chesterton, writing in 1929, argued that this reasoning contains a catastrophic error. Not because the fence should never be removed. It might well need removing. But because the reasoning -- "I don't see the use of it, so let us clear it away" -- confuses your ignorance of the fence's purpose with evidence that it has no purpose. 38.5 Tradition -- The Superstition That Turned Out to Be Functional

For much of the twentieth century, these practices were understood by Western anthropologists and development workers as "merely" cultural or religious -- that is, as traditions maintained by habit, faith, or social pressure rather than by any rational assessment of their function. The attitude was often condescending: these people do not know why they follow these practices; they simply follow them because their ancestors did.

Chesterton would have been suspicious of this attitude. And Chesterton would have been right.

The prohibition against eating pork in the ancient Near East, now understood through evolutionary anthropology and environmental history, appears to have served a clear functional purpose. Pigs compete with humans for the same foods (grain, tubers) and do not provide milk, wool, or draft labor. In the arid environments of the Middle East, where grain was scarce and water was precious, raising pigs was ecologically costly. Moreover, undercooked pork is a vector for trichinosis and other parasitic infections. The religious prohibition encoded what we might now call an ecological and public health judgment -- but encoded it in the form of a commandment from God rather than a position paper from a public health agency.

None of these traditions arrived at their functional outcomes through the process of modern scientific reasoning. They arrived at them through something more ancient and, in some respects, more powerful: centuries of trial and error, accumulated through generations and encoded in cultural practices, religious rules, and culinary traditions. The knowledge was embedded not in explicit understanding but in implicit behavior. The people who followed these practices did not necessarily know why they worked. They simply knew that they worked -- that following the tradition produced good outcomes, and that deviating from it produced bad ones.

This is precisely the kind of knowledge that Chesterton's fence protects. It is also precisely the kind of knowledge that is most vulnerable to destruction by reformers who can see the practice but not the reason for the practice. When a development worker looks at a traditional food processing method and sees an "inefficient" practice that could be streamlined, the development worker is the reformer who cannot see the use of the fence. They killed elk, which were beloved by tourists and valued by hunters. They occasionally killed livestock on ranches bordering the park. Removing the wolves would protect the elk, please the visitors, and satisfy the ranchers. The wolves appeared to serve no useful purpose in the ecosystem. They were, from the perspective of the park managers, a pest.

By the mid-twentieth century, the program had succeeded. Wolves were effectively eliminated from Yellowstone. The elk population, freed from predation, exploded.

And then the ecosystem began to unravel.

The elk, no longer constrained by wolf predation, overgrazed the riparian vegetation -- the willows and aspens that grew along riverbanks and stream channels. Without this vegetation, the riverbanks eroded. The streams widened and became shallower. The change in stream morphology reduced habitat for fish, particularly trout.
