Two Letters, Two Centuries Apart
Professor Okonkwo begins class by reading two letters.
The first is dated 1830, written by a textile worker in Yorkshire during the height of the Luddite movement. The handwriting is cramped and uneven --- the writer was not well-educated --- but the message is clear: "The machine takes our bread and our dignity. We do not oppose progress. We oppose the kind of progress that enriches the mill owner and starves the weaver. If the machine is to do the work of ten men, then the fruits of that machine must feed ten families, not one."
She pauses. The room is quiet.
The second letter was posted to an online forum three weeks ago. Professor Okonkwo reads it aloud: "I worked in customer service for seven years. I was good at my job. They told us AI would help us do our jobs better --- that it was a tool, not a replacement. Then they eliminated our jobs. Not all at once. First they reduced our shifts. Then they combined teams. Then they called it 'restructuring.' I don't hate the technology. I hate being lied to."
She sets both documents on the table.
"Nearly two hundred years separate these two voices. The technology changed --- looms to large language models. The economic logic changed --- cottage industry to platform capitalism. The legal frameworks changed, the labor protections changed, the social safety nets changed. But the human experience" --- she taps the table --- "did not change. The fear. The sense of betrayal. The feeling that the people who benefit from the disruption are not the ones who bear its costs."
She looks at the class. "We have spent thirty-seven chapters learning how to build AI systems, deploy AI systems, govern AI systems, and measure the value of AI systems. Today, we step back and ask a question that business schools too often avoid: Build it for whom?"
NK Adeyemi leans forward. She has been waiting for this lecture. "That's the question, isn't it? We learn the how. We rarely interrogate the who."
Tom Kowalski is quieter than usual. He has been thinking about this topic since the semester began, but not in the way NK has. Tom is thinking about himself. He is a thirty-two-year-old former software engineer with an MBA. He is, by any reasonable analysis, on the winning side of the AI transition. The skills he has --- programming, data analysis, systems thinking --- are exactly the skills that AI amplifies rather than replaces. He is not the textile worker. He is not the customer service agent. And he is increasingly uncomfortable with what that means.
"I keep reading about the future of work," Tom says, "and the people writing the articles --- people like me --- always seem to end up fine in every scenario. It's the people who don't look like us who end up displaced."
Professor Okonkwo nods. "Hold that discomfort. It is the beginning of responsible leadership."
The Automation Debate: A Brief History of Anxiety
The fear that machines will destroy employment is not new. It is, in fact, one of the oldest recurring themes in economic history. Understanding that history does not resolve the current debate --- but it does inoculate against two equally dangerous errors: the belief that "this time is different and the robots will take all the jobs," and the belief that "we've heard this before and everything worked out fine."
The Luddites (1811--1816)
The original Luddites were not anti-technology. They were anti-the-specific-way-technology-was-being-deployed. The textile workers who smashed stocking frames in Nottinghamshire and power looms in Lancashire were not objecting to mechanization per se; they were objecting to a system in which factory owners used machines to replace skilled artisans with cheaper, unskilled labor while eliminating the customary protections --- apprenticeship systems, quality standards, price floors --- that had sustained their livelihoods.
The Luddites lost. The Industrial Revolution proceeded. And within a generation, the standard of living for the broader population began to rise. This is the standard narrative --- and it is not wrong. But it omits a critical detail: the transition took decades, and the generation of workers who experienced it suffered enormously. Real wages for English textile workers did not recover to pre-mechanization levels until the 1840s. The eventual prosperity was real, but it was enjoyed by a different generation than the one that bore the cost.
Business Insight: The Luddite period illustrates what economists call the productivity-pay gap during technological transitions. The benefits of automation accrue first to capital owners, then --- eventually, with policy intervention --- to workers. The length and severity of the "eventually" depends on institutional choices: labor protections, education investments, social safety nets. Technology does not automatically distribute its benefits broadly. Institutions do.
The Automation Anxiety of the 1960s
In 1964, an ad hoc committee of intellectuals and activists sent a memorandum to President Lyndon Johnson titled "The Triple Revolution." The "cybernation revolution," they argued, was creating a system of "almost unlimited productive capacity" that would require "progressively less human labor." They predicted permanent mass unemployment unless the government guaranteed a basic income.
The prediction did not materialize. US unemployment in the late 1960s fell below 4 percent. Productivity gains from automation were absorbed by the growing service economy, rising consumer demand, and the expansion of the public sector. The "Triple Revolution" memorandum became a cautionary tale in forecasting: even intelligent, well-intentioned analysts can overestimate the speed of displacement and underestimate the economy's capacity to generate new forms of work.
The IT Revolution (1990s--2000s)
The personal computer, the internet, and enterprise software automated vast categories of clerical, administrative, and middle-management work. Typing pools disappeared. Filing clerks became irrelevant. Travel agents, stockbrokers, and bank tellers saw their roles shrink dramatically.
But the IT revolution also created entirely new occupations --- web developers, database administrators, UX designers, social media managers, e-commerce specialists --- that did not exist before the technology arrived. More importantly, IT made many existing workers more productive: an accountant with a spreadsheet could do in hours what previously took days; a sales representative with a CRM system could manage relationships at a scale previously impossible.
The net effect on employment was roughly neutral. But the distributional effect was not: the IT revolution disproportionately benefited workers with higher education and technical skills, while hollowing out middle-skill occupations. This phenomenon --- the "polarization" of the labor market --- is the single most important precedent for understanding AI's potential impact.
Research Note: Autor, Levy, and Murnane (2003) published a landmark paper demonstrating that computers substitute for workers performing routine tasks (both manual and cognitive) while complementing workers performing non-routine tasks (abstract reasoning, complex communication, situational adaptability). This "task-based" framework --- rather than thinking about entire jobs --- became the foundation for all subsequent research on automation and employment.
What Is Different About AI?
Every previous wave of automation primarily affected routine tasks --- tasks that could be reduced to explicit rules. The assembly line automated routine manual work. The spreadsheet automated routine cognitive work. AI is the first technology with the demonstrated capacity to perform non-routine cognitive tasks: understanding natural language, generating creative content, making judgments under uncertainty, recognizing patterns in unstructured data.
This is what makes the current moment genuinely different from previous automation waves. The tasks that were previously considered "safe" from automation --- writing, analysis, design, customer interaction, even aspects of medical diagnosis and legal reasoning --- are now within the capability set of AI systems.
This does not mean that AI will automate all non-routine cognitive work. But it means that the historical pattern --- in which non-routine workers were complemented, not substituted, by technology --- may not hold in the same way. The frontier of automation has moved.
NK has been taking careful notes. "So the historical argument cuts both ways," she says. "Previous predictions of mass unemployment were wrong. But the specific thing that made them wrong --- that machines couldn't do non-routine cognitive work --- is no longer true."
"Exactly," Professor Okonkwo says. "History should make us humble about predictions of doom. But it should not make us complacent."
What Does the Research Actually Show?
The automation debate often generates more heat than light, in part because participants cite different studies with different methodologies and different definitions. Let us examine the major research findings with appropriate rigor.
Frey and Osborne (2013): The "47 Percent" Headline
Carl Benedikt Frey and Michael Osborne's 2013 paper, "The Future of Employment: How Susceptible Are Jobs to Computerisation?", estimated that 47 percent of US jobs were at "high risk" of automation over the following one to two decades. The paper generated enormous media attention and became the most-cited statistic in the automation debate.
The methodology was straightforward but debatable. Frey and Osborne asked a panel of machine learning researchers to classify 70 occupations as "automatable" or "not automatable." They then trained a model to generalize this classification to all 702 occupations in the US Department of Labor's O*NET database, using task characteristics as features.
The "47 percent" figure was widely misinterpreted as a prediction that 47 percent of workers would lose their jobs. Frey and Osborne were careful to say something different: that 47 percent of jobs were in occupations with task profiles susceptible to automation. Whether those jobs would actually be automated depended on economic, regulatory, social, and organizational factors that the study did not model.
Caution
The difference between "susceptible to automation" and "will be automated" is enormous. A task can be technically automatable without being economically worth automating (the technology costs more than the labor), legally permissible to automate (regulations require human oversight), socially acceptable to automate (customers prefer human interaction), or organizationally feasible to automate (the process is too deeply embedded in other human processes to extract). Susceptibility is a necessary condition for automation, not a sufficient one.
The OECD Reanalysis (2016, 2019)
Arntz, Gregory, and Zierahn (2016) reanalyzed the Frey and Osborne methodology with one critical modification: instead of classifying entire occupations as automatable, they examined individual tasks within occupations. Their finding was dramatically different: only 9 percent of jobs in OECD countries consisted primarily of automatable tasks. Many occupations classified as "high risk" by Frey and Osborne contained a mix of automatable and non-automatable tasks. A bookkeeper's data entry is automatable; their client relationship management is not.
The OECD's 2019 update, incorporating advances in AI, revised the estimate upward to 14 percent of jobs at high risk of automation across OECD countries --- still far below 47 percent, but significant: roughly 66 million workers in OECD countries alone.
Definition: Task displacement occurs when specific tasks within a job are automated, changing the job's composition but not necessarily eliminating the position. Job displacement occurs when enough tasks are automated that the position itself is no longer economically justified. The distinction is critical: most automation produces task displacement, not job displacement. But sustained task displacement can eventually lead to job displacement if the remaining tasks do not constitute a viable role.
McKinsey Global Institute (2017, 2023)
McKinsey's analysis took a different approach, estimating the proportion of activities within each occupation that could be automated with current or near-term technology. Their 2017 report found that fewer than 5 percent of occupations could be fully automated, but approximately 60 percent of occupations had at least 30 percent of their constituent activities that were automatable.
Their 2023 update, reflecting the capabilities of generative AI, significantly increased the estimates for knowledge-worker occupations. Activities involving "applying expertise to decision making, planning, and creative tasks" --- previously considered largely non-automatable --- saw their automation potential increase by 34 percentage points. The report estimated that generative AI could automate the equivalent of 60 to 70 percent of the time workers currently spend on activities involving communication, supervision, documentation, and information processing.
Tom looks troubled. "Sixty to seventy percent. And those are exactly the things I do all day."
Professor Okonkwo smiles. "Notice the word: activities, not jobs. The same distinction between tasks and jobs that the OECD made. Your activities will change, Tom. Whether your job survives depends on whether the remaining activities --- the ones AI cannot do --- constitute a role that organizations value enough to keep."
Eloundou et al. (2023): The LLM-Specific Estimate
A team including OpenAI researchers estimated that approximately 80 percent of the US workforce could have at least 10 percent of their work tasks affected by large language models, and approximately 19 percent could have at least 50 percent of their tasks affected. The study used a combination of human annotation and GPT-4 itself to assess task exposure.
The paper's most striking finding was the inversion of the traditional automation pattern: higher-wage workers with more education were more exposed to LLM automation than lower-wage workers. This is the opposite of previous automation waves, which predominantly affected lower-wage, lower-education workers.
Research Note: The Eloundou et al. finding that higher-wage workers face greater LLM exposure does not mean they will experience greater job displacement. Higher-wage workers also tend to have greater bargaining power, more organizational influence, more adaptable skills, and more resources for retraining. Exposure and vulnerability are not the same.
Synthesizing the Evidence
The research, taken together, supports several conclusions:
- Full automation of entire occupations remains rare. Most jobs contain a mix of tasks, and current AI can automate some but not all of them.
- Task displacement is widespread and accelerating. Generative AI has expanded the frontier of automatable tasks into domains previously considered safe.
- The net employment effect is uncertain. Historical precedent suggests new jobs will emerge, but the speed and quality of new job creation is not guaranteed.
- The distributional effects are real and concerning. Even if aggregate employment remains stable, specific occupations, industries, and regions will be disproportionately affected.
- Generative AI has changed the pattern. For the first time, white-collar, high-education occupations face significant task exposure --- a reversal of historical patterns that challenges existing social contracts.
Augmentation vs. Automation: The Centaur Model
In 1998, Garry Kasparov --- the chess grandmaster who had lost to IBM's Deep Blue the previous year --- proposed something unexpected. Instead of accepting that computers had surpassed humans at chess, he suggested a new format: "Advanced Chess," in which human players could use computer assistance during the game. The results were fascinating. Human-computer teams --- later called "centaurs" --- consistently outperformed both humans playing alone and computers playing alone.
The centaur model has become a powerful metaphor for human-AI collaboration in the workplace. The idea is that the best outcomes come not from replacing humans with AI or ignoring AI, but from designing systems in which humans and AI each contribute their distinctive strengths.
What Humans Do Better
- Contextual judgment. AI can analyze data, but humans understand the organizational, cultural, and political context in which data acquires meaning. A model can predict that a customer is likely to churn; a human account manager understands that the customer's frustration stems from a warehouse fire that disrupted deliveries three months ago.
- Ethical reasoning. AI can optimize for measurable objectives, but it cannot evaluate whether those objectives are worth pursuing. It cannot weigh competing values, consider stakeholder impacts, or exercise moral imagination.
- Creative synthesis. AI can generate novel combinations of existing patterns, but humans identify which combinations are meaningful, surprising, or beautiful. Human creativity involves intention and taste --- qualities that emerge from lived experience.
- Emotional intelligence. AI can detect sentiment and simulate empathy, but it cannot genuinely understand human suffering, joy, or ambiguity. In high-stakes interpersonal situations --- negotiation, counseling, leadership --- authentic human connection remains irreplaceable.
- Accountability. When a decision produces harm, someone must be answerable. AI systems cannot be held accountable in the way that legal, ethical, and organizational frameworks require. As we discussed in Chapter 30, accountability requires moral agency.
What AI Does Better
- Processing speed and scale. AI can analyze millions of data points in seconds, identifying patterns that would take human analysts years.
- Consistency. AI applies the same criteria to every case, without fatigue, mood variation, or unconscious bias (though it may have systematic bias embedded in its training data, as Chapter 25 demonstrated).
- Routine optimization. For well-defined tasks with clear objectives and abundant data, AI routinely outperforms human judgment.
- Tirelessness. AI systems can operate continuously, handling workloads that would require shifts of human workers.
Designing for Augmentation
The centaur model is appealing in theory. In practice, it requires deliberate design. If you deploy AI tools without redesigning workflows, one of two things typically happens: either the AI is ignored (because it was bolted onto an existing process and adds friction), or the AI is over-relied upon (because humans defer to algorithmic output, as we saw with Athena's HR screening model in Chapter 25). Neither outcome produces augmentation.
Business Insight: Effective augmentation requires redesigning three things simultaneously: the technology (what the AI does), the workflow (how work is organized), and the role (what the human is responsible for). Organizations that deploy AI without role redesign typically see either technology rejection or automation bias --- not augmentation.
Lena Park, the tech policy advisor who has been contributing to the class since Part 5, puts it sharply: "The augmentation vision assumes that companies will invest in redesigning roles to maximize human-AI complementarity. But that is more expensive and slower than simply automating the cheapest tasks and reducing headcount. The centaur model requires companies to choose the harder path. Will they?"
It is a question that the Athena case study will address directly.
The Tasks Framework: What Gets Automated?
Not all tasks are equally susceptible to automation. Understanding which tasks are at risk --- and which are not --- is essential for workforce planning, career development, and policy design.
The Routine-Non-Routine Spectrum
Building on Autor, Levy, and Murnane's foundational work, we can map tasks along two dimensions:
Dimension 1: Routine vs. Non-Routine - Routine tasks follow explicit, codifiable rules. They can be described as a series of if-then procedures. Data entry, invoice processing, assembly line operations, and basic bookkeeping are routine tasks. - Non-routine tasks require flexibility, judgment, and adaptation to novel situations. Negotiation, strategic planning, creative problem-solving, and crisis management are non-routine tasks.
Dimension 2: Cognitive vs. Manual - Cognitive tasks involve information processing, analysis, communication, and decision-making. - Manual tasks involve physical interaction with the environment.
Combining these dimensions produces four quadrants:

Traditional automation (pre-AI) primarily affected the routine quadrants. AI's distinctive impact is its ability to perform tasks in the non-routine cognitive quadrant --- the quadrant that historically employed the most educated and highest-paid workers.
The Judgment Dimension
The routine/non-routine framework, while useful, misses an important dimension: judgment. Some tasks require not just cognitive processing but evaluative judgment --- the ability to weigh competing considerations, assess trade-offs, and make decisions when the objective function is unclear or contested.
Consider two tasks that might both be classified as "non-routine cognitive":
- Analyzing customer churn data and identifying key drivers. This is analytically complex and non-routine, but the objective is well-defined (identify predictive patterns) and the output is verifiable (did the identified patterns actually predict churn?). AI can perform this task effectively.
- Deciding whether to offer a major client a discount that sets a precedent for other accounts. This involves competitive analysis, relationship judgment, long-term strategic thinking, organizational politics, and values about fairness. The objective is not well-defined, multiple stakeholders have legitimate competing interests, and the "right answer" depends on factors that cannot be fully quantified.
Tasks high on the judgment dimension remain resistant to automation --- not because AI lacks the computational power to process the information, but because the task itself does not have a clear optimization target. AI excels when it can be told what to optimize. It struggles when the question is what should we optimize for.
Definition: The judgment dimension of a task refers to the degree to which the task requires evaluating trade-offs among competing values, stakeholders, or objectives where the criteria for "good" are themselves contested. Tasks high on the judgment dimension resist automation not because of computational complexity but because of normative complexity.
The Creativity Spectrum
Creativity is often cited as the quintessentially human skill that AI cannot replicate. This is partly true and partly misleading. AI's relationship to creativity is more nuanced than either "AI is creative" or "AI cannot be creative."
AI demonstrates what we might call combinatorial creativity --- the ability to generate novel combinations of existing elements. Large language models produce text that is, in a meaningful sense, new: no human has written that exact sequence of words before. Image generation models create visual compositions that did not previously exist. Music generation models produce melodies that are genuinely novel.
What AI does not demonstrate --- at least not yet --- is what Margaret Boden calls transformational creativity: the ability to change the rules of the creative domain itself. Picasso did not just paint new paintings; he changed what painting could be. Einstein did not just solve existing physics problems; he redefined the questions. This kind of creativity requires not just processing existing patterns but stepping outside the pattern space entirely.
For business leaders, the practical implication is this: AI can augment creative work by accelerating the generation and exploration of options. But the direction of creative work --- the vision, the taste, the sense of what matters --- remains a human contribution.
New Jobs Created by AI
History suggests that technological revolutions destroy some jobs and create others. The question is whether the new jobs will emerge fast enough, in sufficient quantity, and at sufficient quality to offset the losses. The honest answer is that we do not know. But we can already identify several categories of AI-related employment that did not exist a decade ago.
AI Trainers and Data Curators
Large language models require human feedback to align their outputs with human values and preferences. Reinforcement Learning from Human Feedback (RLHF) --- the technique that made ChatGPT qualitatively different from GPT-3 --- depends on thousands of human annotators who evaluate model outputs, rank alternatives, and flag harmful content. These roles, often called AI trainers, represent an entirely new category of employment.
Similarly, data curation --- the work of cleaning, labeling, organizing, and governing training data --- has become a significant employment category. It is not glamorous work, but it is essential: as the saying goes, "garbage in, garbage out" (Chapter 4).
Caution
Many AI trainer and data curator roles are low-wage, precarious, and outsourced to workers in lower-income countries. A 2023 Time investigation revealed that Kenyan workers hired to label toxic content for ChatGPT's safety systems were paid less than $2 per hour and exposed to deeply disturbing material. The creation of "new jobs" is not inherently positive if those jobs are exploitative. The quality of employment matters, not just the quantity.
Prompt Engineers and AI Interaction Designers
The emergence of prompt engineering --- the skill of crafting effective instructions for AI systems --- has created a new professional specialization. While some argue that prompt engineering is a transitional skill that will become obsolete as AI systems become more intuitive, the broader category of human-AI interaction design is likely to persist and grow. Someone needs to design how humans and AI systems work together, what information flows between them, and where human oversight is most valuable.
AI Ethicists and Governance Specialists
The governance frameworks we discussed in Chapters 27 and 28 --- the EU AI Act, NIST AI RMF, internal AI review boards --- require professionals who can translate between technical capabilities, legal requirements, and ethical principles. AI ethicist, AI governance officer, algorithmic auditor, and responsible AI lead are all titles that barely existed five years ago but are now standard at major technology companies and increasingly common in other sectors.
AI-Augmented Specialists
Perhaps the most important new category is not a new job title but a new way of performing existing jobs. An attorney who uses AI for legal research is not a different kind of worker; they are the same kind of worker with dramatically enhanced capabilities. A physician who uses AI for diagnostic support, a financial analyst who uses AI for pattern recognition, a marketer who uses AI for content generation --- these are not new occupations, but they represent a fundamental shift in what it means to do the work.
The workers who thrive in this category are those who combine deep domain expertise with the ability to collaborate effectively with AI tools --- the "centaurs" of the modern workplace.
The Skills Premium: What Becomes More Valuable?
If AI automates routine cognitive tasks and performs certain non-routine cognitive tasks, which human skills increase in value? The evidence points to several categories.
Critical Thinking
In a world awash with AI-generated content, the ability to evaluate claims, identify flawed reasoning, assess evidence quality, and distinguish correlation from causation becomes more valuable, not less. AI can generate plausible-sounding analysis on virtually any topic. The question is whether the analysis is correct --- and that assessment requires critical thinking that goes beyond pattern matching.
Complex Communication
AI can produce grammatically correct, stylistically appropriate text. What it cannot do is persuade, inspire, or navigate the subtle dynamics of interpersonal communication in high-stakes contexts. A CEO delivering difficult news to employees, a consultant challenging a client's assumptions, a negotiator reading the room to find the zone of possible agreement --- these situations require communication that is responsive to context, emotion, and relationship in ways that current AI cannot replicate.
Emotional Intelligence and Empathy
As AI handles more transactional interactions, the remaining human-to-human interactions will tend to be the ones that are most emotionally complex: the customer who is not just angry but frightened, the employee who is not just underperforming but struggling with a personal crisis, the client who needs not just information but reassurance. In an AI-augmented workplace, emotional intelligence becomes a differentiator, not a nice-to-have.
Systems Thinking
AI excels at optimizing within defined parameters. Humans are needed to define the parameters --- to see the whole system, understand how interventions in one area produce consequences in another, and make judgments about trade-offs that span organizational boundaries.
Judgment Under Ambiguity
Many of the most important business decisions involve ambiguity: incomplete information, conflicting stakeholder interests, uncertain outcomes, and values that resist quantification. AI can inform these decisions with data and analysis, but the judgment itself --- weighing the unweighable --- remains irreducibly human.
Business Insight: The skills premium in an AI world rewards what might be called "soft skills with hard impact." Empathy, judgment, creativity, and communication have always been valuable but were often undervalued relative to technical proficiency. AI's ability to replicate technical proficiency shifts the relative value: the hardest-to-automate skills become the most valuable precisely because they are hardest to automate.
Tom reflects on this framework. "I've spent my career building technical skills," he says. "And I'm realizing that in an AI world, the most important thing about me might be the non-technical stuff --- the ability to understand what a stakeholder actually needs, to build trust, to make judgment calls when the data is ambiguous."
"Welcome to the liberal arts," NK says with a small smile.
AI and Inequality
AI's impact on employment is not distributed evenly. It concentrates along several dimensions of inequality that demand attention from business leaders and policymakers.
Geographic Concentration
AI development is concentrated in a small number of metropolitan areas. In the United States, more than 60 percent of AI-related job postings are concentrated in ten metro areas, with the San Francisco Bay Area, New York, and Seattle accounting for a disproportionate share. This geographic concentration creates a feedback loop: AI talent clusters where AI companies are, AI companies locate where AI talent is, and the economic benefits of AI accrue to regions that are already prosperous.
For communities built around industries that AI disrupts --- manufacturing towns, call center hubs, data processing centers --- the displacement effect is concentrated while the job creation effect is geographically remote.
Research Note: Muro, Maxim, and Whiton (2019) at the Brookings Institution found that the geographic concentration of AI employment is significantly greater than the concentration of technology employment generally. The 15 metro areas with the highest concentration of AI workers contain just 28 percent of the US population but 60 percent of AI jobs. This represents a level of geographic concentration that could exacerbate regional inequality and erode the political viability of pro-technology policies.
Income Polarization
The labor market polarization that began with IT automation has intensified. High-skill, high-wage jobs (strategic, creative, technical) are growing. Low-skill, low-wage jobs that require physical presence and situational adaptability (cleaning, caregiving, food service) are growing. Middle-skill, middle-wage jobs --- the ones most susceptible to cognitive automation --- are shrinking.
AI accelerates this pattern. Generative AI's ability to perform knowledge-worker tasks creates downward pressure on the wages and employment of middle-income professionals --- paralegals, junior analysts, copywriters, customer service specialists --- while increasing the productivity (and hence the market value) of senior professionals who use AI as a force multiplier.
The result is a "barbell" economy in which well-paying jobs cluster at the top, low-paying jobs cluster at the bottom, and the middle thins. This is not just an economic problem; it is a social and political one. The middle class --- economically, culturally, and politically --- has historically been the stabilizing center of democratic societies.
The Digital Divide
Access to AI tools is not uniform. Workers in well-resourced organizations with modern technology infrastructure have access to AI tools that enhance their productivity. Workers in under-resourced organizations --- small businesses, nonprofits, public agencies, companies in developing countries --- may not. This access gap means that AI's productivity benefits accrue disproportionately to workers who are already better positioned, widening existing inequalities.
The digital divide extends to AI literacy. Workers who understand how to use AI tools effectively --- how to write prompts, evaluate outputs, integrate AI into workflows --- gain a productivity advantage over workers who do not. If AI literacy is distributed along existing educational and socioeconomic lines, it becomes another mechanism of inequality.
Global North-South Dynamics
AI development is concentrated in the United States, China, and a handful of European and East Asian countries. Developing nations are overwhelmingly consumers, not producers, of AI technology. This creates several risks:
- Data extraction. AI companies in wealthy countries train models on data generated by users worldwide, including in developing countries, without proportionate value flowing back to those communities.
- Labor arbitrage. Low-wage AI training and content moderation work is outsourced to workers in developing countries under conditions that would be illegal in the AI companies' home countries.
- Policy dependency. Countries that lack domestic AI capacity must accept AI systems designed according to the values, assumptions, and priorities of foreign developers. A credit scoring algorithm designed in Silicon Valley may embed assumptions about creditworthiness that do not translate to economies with different financial structures.
- Automation of export industries. Many developing countries have built their economies around labor-cost advantages in manufacturing, customer service, and business process outsourcing. AI threatens these competitive advantages by making it economically viable to automate or reshore these activities.
Caution
The global equity dimension of AI is often invisible in business school curricula that focus on the experience of firms in high-income countries. But business leaders operating globally --- or sourcing AI-related services globally --- have a responsibility to consider how their AI strategies affect workers and communities outside their home markets.
AI and Education
If AI changes the nature of work, it must also change the nature of education. The alignment --- or misalignment --- between what educational systems teach and what the AI-augmented economy demands is one of the most consequential policy challenges of the coming decades.
What to Teach When AI Can Answer
The traditional educational model emphasizes knowledge acquisition and recall: learn the material, demonstrate mastery on an exam. But if AI can instantly answer factual questions, perform calculations, write essays, and generate code, what is the purpose of asking students to do these things?
The answer is not that these skills are worthless. The process of learning to write trains thinking. The process of solving problems builds intuition. The process of struggling with difficult material develops resilience. But the emphasis of education must shift from the products of learning (the essay, the solution, the code) to the processes that produce them (the thinking, the reasoning, the judgment).
Business Insight: The skills that AI makes less economically valuable --- rote calculation, formulaic writing, basic coding, factual recall --- are precisely the skills that traditional education is best at measuring. The skills that AI makes more valuable --- critical thinking, creative synthesis, ethical reasoning, complex communication --- are precisely the skills that traditional education struggles to assess. This misalignment is not sustainable.
Lifelong Learning
The concept of education as a one-time investment (attend school, earn a credential, work for forty years) has been obsolete for decades, but AI makes it untenable. When the skill requirements of occupations change every few years rather than every few decades, workers must be able to learn continuously throughout their careers.
This requires changes at multiple levels: employers investing in ongoing training rather than just hiring for existing skills; educational institutions offering modular, flexible programs that workers can complete alongside employment; credentialing systems that recognize skills acquired through non-traditional pathways; and public policy that supports workers through periods of skill transition.
AI as an Educational Tool
AI itself is transforming education. AI tutoring systems can provide personalized instruction at scale, adapting to each learner's pace, level, and learning style. AI can identify student misconceptions, generate tailored practice problems, and provide instant feedback.
The promise is significant: high-quality, personalized education has historically been available only to the wealthy (through private tutors and elite schools). AI tutoring has the potential to democratize access to personalized instruction.
The risk is equally significant: if AI tutoring systems embed biases, reinforce cultural assumptions, or optimize for measurable outcomes (test scores) at the expense of deeper learning (understanding), they could entrench rather than reduce educational inequality.
Credential Disruption
If AI can pass medical licensing exams, bar exams, and MBA case studies, what do those credentials signify? This is not a hypothetical: GPT-4 scored in the 90th percentile on the bar exam and passed Parts 1 and 2 of the US Medical Licensing Exam.
The implication is not that credentials are meaningless, but that they are insufficient. A medical degree certifies that a physician has acquired a body of knowledge. It does not certify that the physician can exercise clinical judgment, communicate with frightened patients, or navigate the ethical complexities of end-of-life care. As AI makes knowledge more accessible, credentials must evolve to certify the capabilities that AI cannot replicate.
Democratic Governance of AI
The decisions about how AI is developed, deployed, and regulated have consequences for all of society. Yet those decisions are currently made by a remarkably small group of actors: a handful of technology companies, their investors, and (to a limited extent) government regulators. This concentration of decision-making power raises fundamental questions about democratic governance.
The Concentration of Power
As of 2025, the development of frontier AI models is concentrated in fewer than ten organizations worldwide, most of them private companies. The computational resources required to train state-of-the-art models --- hundreds of millions of dollars per training run --- create barriers to entry that concentrate AI capability among the wealthiest firms.
This concentration has implications beyond market competition. The companies that build frontier AI models make choices --- about training data, safety measures, capability restrictions, deployment rules --- that affect billions of users but are made without meaningful public input. The decision about what a large language model will and will not do --- which topics it will discuss, which perspectives it will represent, which guardrails it will enforce --- is, in a real sense, a governance decision. But it is made by corporate teams, not democratic institutions.
Public Participation
Several models for broader public participation in AI governance have been proposed:
- Citizens' assemblies. Structured deliberative processes in which randomly selected citizens learn about AI issues and make policy recommendations. The UK, France, and Taiwan have experimented with AI-focused citizens' assemblies.
- Participatory auditing. Involving affected communities in the evaluation of AI systems that impact them. Rather than relying solely on technical audits, participatory auditing asks the people affected by AI decisions whether those decisions feel fair, transparent, and accountable.
- Stakeholder governance boards. Corporate AI governance boards that include representatives of affected communities, not just shareholders, executives, and technical experts. Chapter 27's discussion of AI governance frameworks can be extended to include external stakeholder representation.
- Open-source AI development. Making AI models, training data, and evaluation methods publicly available so that researchers, civil society organizations, and regulators can scrutinize them. The open-source vs. closed-model debate (discussed in Chapter 37) has governance implications: transparency enables accountability.
Definition: Algorithmic sovereignty refers to a community's or nation's capacity to understand, evaluate, and exercise meaningful control over the AI systems that affect its members. Without algorithmic sovereignty, communities are subject to technological decisions made by actors who may not understand or prioritize their interests.
Lena Park has been developing policy frameworks for managing AI's societal impact. She presents the class with a framework she calls the "AI Governance Triangle":
"Any governance system for AI needs to balance three things," she says. "Innovation --- we want continued technical progress. Protection --- we want to prevent harm. And participation --- we want affected communities to have a voice in how these technologies are used. Most current governance systems are strong on one or two of these dimensions but weak on the third. The EU AI Act is strong on protection but has been criticized for potentially constraining innovation. The US approach has been strong on innovation but weak on protection and participation. China's approach prioritizes innovation and (state-defined) protection but excludes meaningful public participation."
"The challenge," she continues, "is that these three dimensions are in genuine tension. More protection can slow innovation. More participation can complicate decision-making. The goal is not to maximize all three simultaneously --- that is impossible --- but to find a balance that is democratically legitimate and practically sustainable."
AI and the Social Contract
The social contract --- the implicit agreement between citizens, employers, and governments about mutual obligations --- was built around assumptions that AI is undermining. Workers provided labor; employers provided jobs, wages, and benefits; governments provided education, infrastructure, and social safety nets. This arrangement assumed that productive employment would be available for most people willing to work and that the returns to labor would be sufficient to sustain a middle-class standard of living.
If AI disrupts these assumptions --- if full employment becomes harder to achieve, if the returns to labor decline relative to the returns to capital, if certain categories of work become permanently obsolete --- then the social contract needs renegotiation.
Universal Basic Income
Universal basic income (UBI) --- a regular cash payment to all citizens, regardless of employment status --- has moved from a fringe idea to a mainstream policy debate. Proponents argue that UBI provides a floor of security that enables workers to take risks, retrain, start businesses, and adapt to technological change without facing destitution. Critics argue that UBI is prohibitively expensive, that it undermines work incentives, and that it addresses the symptoms (income loss) rather than the cause (job quality and availability).
The evidence from UBI pilots --- Finland, Kenya, Stockton (California), and others --- is mixed but generally more positive than critics predicted. Recipients of basic income do not stop working (the incentive concern); they tend to invest in education, health, and entrepreneurship. But the pilots are small and short-term, and their results may not generalize to national-scale permanent programs.
Business Insight: Regardless of one's position on UBI, business leaders should recognize that the debate reflects a genuine tension. If AI reduces the number of well-paying jobs available, some mechanism must replace employment as the primary channel through which economic value flows to households. Whether that mechanism is UBI, expanded social insurance, public-sector job creation, shorter work weeks, or something else is a political question. But the need for a mechanism is an economic reality.
Reskilling and Retraining
An alternative to income support is skills support: investing in programs that help displaced workers transition to new occupations. This approach has the appeal of preserving employment as the primary mechanism for distributing income and maintaining dignity. But the evidence on retraining programs is sobering. A 2022 meta-analysis by Card, Kluve, and Weber found that government-sponsored retraining programs produce modest positive effects on earnings --- typically 5 to 10 percent increases --- but that effects vary enormously by program quality, target population, and economic context.
The challenge is not just providing training but ensuring that the training leads to actual employment in actual jobs that pay a living wage. A twelve-week coding bootcamp does not turn a fifty-year-old displaced manufacturing worker into a competitive software engineer. The gap between the rhetoric of "reskilling" and the reality of career transition is wide.
Stakeholder Capitalism
The stakeholder capitalism model --- in which corporations are accountable not just to shareholders but to employees, customers, communities, and society --- is directly relevant to how companies manage AI transitions. A shareholder-primacy approach to AI would optimize for cost reduction, automate every automatable task, and distribute the savings to shareholders. A stakeholder approach would balance efficiency gains against workforce impact, invest in transition support, and consider the externalities of automation on communities.
The debate is not abstract. It is playing out in real organizations, including Athena Retail Group.
Athena's Workforce Transformation: A Case Study in Choices
Athena Update: Throughout this textbook, Athena Retail Group has served as a sustained example of AI adoption in a mid-size enterprise. The company has deployed AI for demand forecasting, customer recommendations, shelf analytics, content generation, and supply chain optimization. Now, we examine the cumulative workforce impact of those deployments --- and the choices Athena's leadership made about managing the human side of AI transformation.
Grace Chen, Athena's CEO, sits in Ravi Mehta's office reviewing a document titled "Workforce Impact Assessment: AI Deployments FY2024--FY2026." It is the most important document she has read this year, and it contains no algorithms, no model architectures, no API endpoints. It contains people.
Customer Service
Before AI deployment, Athena employed 1,200 customer service agents across four regional centers. The deployment of an AI chatbot (discussed in Chapter 24) and AI-assisted agent tools (discussed in Chapter 21) has transformed the operation.
The AI chatbot now handles 65 percent of customer inquiries --- primarily routine questions about order status, return policies, and product availability. The remaining 35 percent --- complex complaints, emotionally charged situations, multi-issue cases --- are handled by human agents.
Current headcount: 800.
But the story is more complex than a simple reduction. The 800 remaining agents handle more complex cases, have higher customer satisfaction scores (4.3 vs. 3.8 pre-AI), and receive higher average pay ($52,000 vs. $44,000 pre-AI). Two hundred agents were retrained into other roles within Athena: 80 moved into the newly created "AI-assisted merchandising" function, 60 moved into quality assurance for AI outputs, and 60 moved into expanded customer success roles. Two hundred positions were eliminated --- entirely through attrition over eighteen months. No one was laid off.
NK studies the numbers. "So the narrative is more nuanced than 'AI replaced 400 jobs.' AI changed the composition of the work. Some people moved to better jobs within the company. Some positions disappeared through attrition. And the people who stayed are doing harder, more valued work."
"That's the narrative," Ravi says. "But I want to be honest about the limitations. Attrition sounds painless, but it means that when people left --- for personal reasons, better offers, retirement --- their positions were not refilled. The people who left did not lose their jobs because of AI. But the people who might have been hired into those roles in a non-AI world did lose an opportunity they never knew they had."
Store Operations
AI-powered shelf analytics reduced the need for manual inventory counts. But the data generated by the shelf analytics system required human interpretation and action, creating a new role --- "AI-assisted merchandising specialist" --- that did not exist before. These specialists combine traditional retail merchandising knowledge with the ability to interpret AI-generated insights about shelf placement, stock levels, and customer browsing patterns.
Net employment impact: +20 positions. A rare case of AI creating more jobs than it displaced in the same function.
Marketing
AI content generation tools (covered in Chapter 17 and Chapter 24) reduced Athena's reliance on external agencies for routine content --- social media posts, product descriptions, email campaigns. External agency spend declined by 40 percent. But the internal creative team grew: Athena hired additional creative strategists to direct AI-generated content, brand consistency specialists to ensure quality, and content performance analysts to measure effectiveness.
Net employment impact: approximately stable. The composition of the work shifted from execution to direction.
Supply Chain
AI demand forecasting (Chapter 16) automated much of the planning analyst role --- the task of analyzing historical sales data, identifying trends, and generating demand estimates. The planning team was consolidated from 15 analysts to 8. But the 8 remaining analysts handle strategic planning --- long-range forecasting, scenario analysis, supply chain risk assessment --- work that is higher-value and higher-pay.
Net employment impact: -7 positions.
The Full Picture
Total Athena workforce: 12,000. Total positions affected by AI: approximately 1,400 (roles changed, created, or eliminated). Total positions eliminated: approximately 350 (3 percent of workforce). Method of elimination: attrition only; zero layoffs. Total investment in reskilling: $4 million.
Grace Chen reviews the numbers. "We chose the harder path," she says. "Managing the transition rather than optimizing the headcount. It cost more in the short term. It was right."
"Was it right," NK asks, "or was it possible? You're a mid-size retailer with a committed CEO and a board that trusts you. What about a public company under quarterly earnings pressure? What about a private equity-backed company where the explicit mandate is cost reduction?"
It is the hardest question of the chapter, and Professor Okonkwo does not pretend to have a comfortable answer. "NK is right to ask," she says. "Athena's approach was admirable. Athena Update: Athena's $4 million reskilling investment included a twelve-week internal "AI Academy" that trained customer service agents in data interpretation, AI tool management, and customer success methodology. The program's completion rate was 78 percent. Of the 200 agents who moved into new roles, 85 percent were still in those roles twelve months later. No chapter on AI and society would be complete without addressing the debate over advanced AI risks --- the possibility that increasingly capable AI systems could pose risks not just to individual workers or communities, but to humanity as a whole.
This is a contentious topic. We will present the major positions without adjudicating between them, because this is genuinely uncertain territory where reasonable, knowledgeable people disagree.
The Concern
The core argument, advanced by researchers including Stuart Russell, Yoshua Bengio, and the signatories of the "Pause Giant AI Experiments" letter (2023), is as follows: as AI systems become more capable --- better at achieving objectives across a wider range of domains --- the risk increases that a sufficiently advanced system could pursue its objectives in ways that are harmful to humans, either because the objectives were poorly specified (the "alignment problem") or because the system's capabilities exceed our ability to control it.
This is not a claim about current AI. Current large language models, for all their impressive capabilities, do not have goals, do not plan strategically across long time horizons, and do not take autonomous action in the physical world. The concern is about the trajectory: if capabilities continue to advance at the current pace, when (if ever) do we reach a capability threshold where the risks change qualitatively?
The Skeptical Response
Critics of existential risk concerns --- including Yann LeCun, Andrew Ng, and many AI practitioners --- argue that the existential risk narrative is speculative, distracts from the concrete, present-day harms of AI (bias, misinformation, surveillance, labor displacement), and is based on a misunderstanding of how current AI systems work. Current AI does not have agency, desires, or self-preservation instincts. Extrapolating from pattern-matching to "superintelligence" requires assumptions that are not supported by the evidence.
What Business Leaders Need to Know
Business leaders are not responsible for resolving the existential risk debate. But they should understand several things:
- The debate is real and involves serious researchers. Dismissing existential risk concerns as science fiction is as intellectually irresponsible as treating them as certainties.
- Near-term risks are more actionable than long-term risks. The risks of bias, misinformation, workforce displacement, and privacy violation are happening now and require immediate attention. A focus on speculative long-term risks should not crowd out attention to concrete present-day harms.
- The governance frameworks developed for near-term risks also serve long-term risk management. Transparency, human oversight, accountability, and the ability to shut down or modify deployed systems --- the principles from Chapters 27 and 30 --- are exactly the capabilities that a society would need if AI capabilities advanced to a point of genuine concern.
- Responsible innovation does not require certainty about the future. Even if the probability of catastrophic AI risk is low, its potential severity justifies precautionary investment in safety research, alignment work, and governance infrastructure.
Business Insight: The practical takeaway for business leaders is not to stake a position in the existential risk debate, but to build organizations that take AI safety seriously at every scale --- from the bias audit of a single model to the governance of an enterprise AI strategy. The same habits of mind that prevent a chatbot from producing harmful outputs also contribute to the broader ecosystem of AI safety. Responsible AI practice is not a distraction from business value; it is a prerequisite for sustainable business value.
A Framework for Responsible Leadership
We close this chapter --- and Part 7 --- with a framework for leading organizations through AI transitions with both strategic clarity and human decency. This framework does not resolve the tensions we have discussed. It provides a structure for navigating them.
Principle 1: Be Honest About the Impact
The first obligation of responsible leadership is honesty. Do not tell employees that AI will only "help them do their jobs better" if you are also planning to reduce headcount. Do not describe a restructuring as a "transformation" if its primary purpose is cost reduction. Do not use the language of augmentation to sell a strategy of automation.
The customer service representative in Professor Okonkwo's opening letter was not angry about AI. She was angry about being lied to. Trust, once lost, is extraordinarily difficult to rebuild --- and trust is the foundation on which successful organizational change depends (as Chapter 35 on change management discussed at length).
Principle 2: Invest in Transitions, Not Just Technology
For every dollar invested in AI technology, allocate a meaningful proportion to workforce transition. This includes reskilling programs, career counseling, internal mobility platforms, transition assistance for workers who leave the organization, and time --- time for workers to adapt, learn, and find their footing in changed roles.
Athena invested $4 million in reskilling against an AI technology budget that was many times larger. That ratio is a starting point, not a ceiling.
Principle 3: Design for Augmentation by Default
Make augmentation the default design principle for AI deployment. When scoping a new AI initiative, begin by asking: "How does this make our people more effective?" rather than "How does this reduce our headcount?" The two questions lead to fundamentally different design choices, deployment strategies, and organizational outcomes.
This does not mean that automation is never appropriate. Some tasks are better performed by machines. But automation should be a deliberate choice, made with full awareness of its workforce implications, not the unreflective default.
Principle 4: Include Workers in the Conversation
Workers who will be affected by AI deployments should have a voice in how those deployments are designed and implemented. This is not just an ethical principle; it is a practical one. Workers understand their jobs better than anyone --- including the consultants and engineers designing the AI systems. Their input improves the quality of AI deployment, increases adoption, and reduces resistance.
Principle 5: Think Beyond Your Organization
Individual companies, no matter how responsible, cannot solve the societal challenges of AI on their own. Business leaders have a role to play in the broader ecosystem: supporting education and training institutions, advocating for sensible regulation, contributing to public discourse about AI's impact, and participating in industry collaborations that develop shared standards for responsible AI deployment.
The framework in Chapter 27 on AI governance was focused on internal organizational governance. The challenge of AI and society requires governance at a higher level: industry, national, and international.
Principle 6: Accept That You Will Get It Wrong
No leader will navigate the AI transition perfectly. The technology is evolving faster than organizational processes can adapt. The right balance between innovation and protection will shift over time. Decisions that seem prudent today may prove insufficient tomorrow.
What matters is not perfection but learning: the willingness to assess outcomes honestly, adjust course when evidence warrants it, and maintain the humility to recognize that managing AI's impact on society is not a problem that can be solved but a tension that must be continuously managed.
Closing: The Measure of Leadership
Professor Okonkwo ends the lecture the way she began it --- with a letter.
"I want to read you one more," she says. "This one is from a student who took this course three years ago. She is now a product manager at a financial services company."
She reads: "Last month, my team deployed a model that automates 40 percent of the work our loan processing team used to do. Before we deployed it, I spent two weeks meeting with every member of that team. I told them what was coming. I told them which parts of their jobs would change and which would not. I helped three of them apply for new roles in the company. I connected two others with training programs. And for the two who decided to leave, I wrote recommendations and made introductions.
"I did not enjoy it. It was uncomfortable and sad and I spent two nights lying awake wondering if I was doing the right thing. Professor Okonkwo folds the letter. "She tried," she repeats. "That is the measure of leadership. Not whether you solved the problem --- no one will solve this problem. But whether you tried. Whether you looked at the impact of your decisions on actual human beings and made choices that reflected not just strategic logic but moral seriousness."

"In Chapters 39 and 40, you will bring everything in this course together --- the technical skills, the strategic frameworks, the ethical principles, the leadership commitments --- into a capstone project and a final reflection on what it means to lead in the AI era. This chapter was the hardest one to write because it has no clean answers. The next two chapters will be the hardest to live, because they will ask you what you are going to do about it."
NK closes her notebook. For once, she does not have a rebuttal or a clarification or a sharp observation. She has a question --- the question the chapter has been building toward since the first letter from 1830.
"We spent thirty-seven chapters learning how to build AI," she says quietly. "Now we need to ask: build it for whom?"
The room is silent. It is the right question. It does not have a single answer. But the asking of it --- earnestly, persistently, with willingness to act on whatever answer you find --- is what separates a technologist from a leader.
