Citizens passing through must scan their identity cards and submit to facial recognition. Their phone may be checked for prohibited applications. The police station fifty meters away has barcode scanners to check the QR codes that residents must display on their phones. The QR code is generated by Jingjia — an app that Uyghurs in Xinjiang are required to install. Its color indicates the person's "threat level": green means relatively free movement; yellow means restricted movement; red means that police may immediately detain the person.

Both photographs are from the same country, governed by the same party, in the same decade. They describe very different surveillance architectures — one oriented toward public shaming and behavioral compliance, the other toward the total management of a specific population. Understanding both, and the relationship between them, is the task of this chapter.

Authoritarian surveillance is characterized by:

  1. Absence of meaningful legal constraint. Democratic surveillance operates within constitutional and statutory frameworks that (however imperfectly) limit what can be collected, how it can be used, and against whom it can be directed. Authoritarian surveillance operates with minimal such constraint — or the constraints that exist are formally present but judicially and politically meaningless.

  2. Absence of political accountability. In democratic systems, surveillance programs can be exposed by journalists, contested in courts, debated in legislatures, and voted out through electoral accountability. In authoritarian systems, exposure risks prosecution, courts are controlled, legislative oversight is performative, and electoral accountability does not exist in a meaningful form.

  3. The use of surveillance for political control. Democratic surveillance is justified primarily through crime control and national security — limiting, in principle, its application to those who have committed or are planning crimes. Authoritarian surveillance is explicitly used to monitor, suppress, and punish political opposition, religious practice, ethnic minority expression, and other constitutionally protected activities.

  4. The monopolization of the gaze. In authoritarian surveillance, the state monopolizes the capacity to watch — not just through technical infrastructure but through the suppression of counter-surveillance. Journalists who reveal surveillance programs face imprisonment; civil society organizations that document surveillance abuses are suppressed; private encryption is criminalized or technically blocked.

💡 Intuition: Think of democratic surveillance as operating within a system where the watched can, at least in principle, watch back — through investigative journalism, civil litigation, legislative oversight, and electoral accountability. Authoritarian surveillance eliminates or severely curtails each of these mechanisms. The asymmetry of the gaze is not just technical but structural.


10.2 China's Social Credit System: What It Actually Is

10.2.1 The Media Narrative vs. Reality

No surveillance system has generated more popular fascination and misrepresentation than China's Social Credit System (社会信用体系, shèhuì xìnyòng tǐxì). In Western media coverage beginning around 2018, the Social Credit System was typically characterized as a comprehensive, unified government scoring system that assigns every Chinese citizen a numerical score based on all-encompassing behavioral monitoring, with the score determining access to transportation, housing, jobs, schools, and virtually every domain of life. Citizens with low scores, the standard narrative held, were publicly shamed, barred from trains and flights, and socially ostracized.

This narrative is substantially inaccurate. The Social Credit System as it actually exists is something considerably more fragmented, varied, and complex — and understanding it accurately requires setting aside the dystopian simplification.

10.2.2 What the Social Credit System Actually Is

The Social Credit System is not a single unified system. It is an umbrella term for a collection of distinct programs operating at different levels of government and in the private sector, with different purposes, different data sources, and very different scopes.

Corporate/business credit scoring. The oldest and most developed component. Foreign companies operating in China are also subject to business social credit assessment. This component is closest to Western business credit rating systems.

Financial credit scoring for individuals. Baidu, Alibaba, and Tencent have all developed their own consumer credit scoring systems (Sesame Credit/Zhima Credit from Alibaba's Ant Financial is the most well-known) based on financial transaction data, loan repayment history, and purchasing behavior. These systems determine access to credit products and in some cases interest rates. They are analogous to FICO scores in the United States, though with broader data inputs. Importantly, they are commercial systems, not government systems — though the government has sought to incorporate their data into broader social credit frameworks.

Judicial blacklists (失信被执行人, "discredited subjects"). The most consequential and most accurately characterized component. Courts enter individuals and organizations into a "dishonesty" blacklist when they fail to comply with court judgments — primarily unpaid debts, fines, and court orders. Blacklisted individuals face restrictions on purchasing airline and high-speed rail tickets, luxury goods, private school enrollment, and real estate transactions. By 2019, blacklisted individuals had been blocked from purchasing airline tickets approximately 27 million times and high-speed rail tickets approximately 6 million times.

The judicial blacklist is real, consequential, and functions roughly as described in media coverage — but it is specifically a judicial enforcement mechanism for non-compliance with court orders, not a general behavioral scoring system.

Local government pilot programs. Various local governments have piloted "social credit" programs that incorporate broader behavioral indicators — traffic violations, littering, noise complaints, some forms of online behavior. These pilots vary enormously in scope, implementation, and effectiveness. Some have been discontinued; some have been expanded. The programs that come closest to the unified dystopian vision described in media coverage are local pilot programs, not a national system.

The planned national system. China has published policy documents describing a national social credit system to be fully operational by various target dates that have been revised multiple times. The planned system would integrate data from multiple sources — government records, judicial databases, commercial credit systems, regulatory compliance records — into a more unified framework. This planned system has served as the basis for much media coverage, as if it were an already-implemented reality. As of the mid-2020s, the unified system described in these policy documents does not fully exist.

⚠️ Common Pitfall: The inaccurate western narrative about China's Social Credit System matters for two reasons. First, it prevents accurate understanding of what Chinese surveillance actually does — which is already concerning enough without exaggeration. Second, it creates a false comparison: if people believe China already has a single unified score governing every citizen's life, they may fail to notice when democratic governments implement analogous systems with similar effects but different names. The US credit scoring system, employment background check industry, tenant screening systems, and predictive policing algorithms together constitute something that resembles the mythologized Social Credit System more closely than the actual Chinese system does.


10.3 The SkyNet and Sharp Eyes Camera Networks

10.3.1 The Camera Infrastructure

Whatever the complexity of the Social Credit System's scoring components, China's physical surveillance infrastructure is both real and extraordinary in scale. The government has invested massively in camera networks under two main programs:

Skynet (天网, Tiāwǎng): A national network of surveillance cameras deployed in public spaces — streets, squares, transportation hubs, shopping areas — integrated with facial recognition and connected to police databases. Skynet was operational in most major cities by the mid-2010s and has continued to expand.

Sharp Eyes (雪亮工程, Xuěliàng Gōngchéng): A program extending surveillance cameras into rural areas and smaller towns, filling the gaps in the Skynet urban coverage. The name derives from Mao Zedong's phrase "the masses have sharp eyes" — repurposed here in a context where the state's cameras provide the sharpness of vision, not the masses' own observation.

10.4 Xinjiang: Surveillance as Population Control

10.4.1 The Extreme Case

If the Social Credit System represents one end of the Chinese surveillance spectrum — a system of behavioral management through economic incentives and disincentives — the surveillance regime deployed in Xinjiang represents the other end: a system of total management of a specific ethnic and religious population as a perceived security threat.

Xinjiang is a large autonomous region in northwestern China, home to the Uyghurs — a Turkic Muslim people with a distinct language, culture, and historical identity. Following a series of violent incidents in the 2010s attributed to separatist elements, the Chinese government under President Xi Jinping implemented what has become the most intensive surveillance apparatus ever deployed against a specific ethnic group in any modern state.

10.4.2 The Architecture of Control

The Xinjiang surveillance architecture has been documented by researchers, journalists, and leaked government documents (the "Xinjiang Papers" and the "China Cables"):

Biometric collection. All residents of Xinjiang have been subject to comprehensive biometric data collection — including DNA samples, voice samples, iris scans, and facial recognition images — through compulsory programs tied to health checks, registration updates, and direct police collection. The biometric data is linked to residency records and forms the identification layer of the surveillance system.

The Integrated Joint Operations Platform (IJOP). The central data management system for Xinjiang surveillance. IJOP aggregates data from multiple sources — camera feeds, checkpoint reports, phone data, informant reports, financial records, movement logs — and uses algorithmic analysis to flag individuals for police attention. The system identifies "pre-crimes" — behavioral patterns or associations that the algorithm predicts indicate future risk.

Checkpoints use biometric readers, phone scanning (checking for prohibited apps and contacts), and in some cases full ID card verification connected to IJOP.

The "convenience police stations." Police stations ("便民警务站, biànmín jǐngwùzhàn — "convenient police service stations") placed approximately 500 meters apart throughout Uyghur-populated areas. These stations collect biometric data, conduct ID checks, and receive IJOP-generated alerts about flagged individuals who pass nearby cameras.

Detention. Based on IJOP flags and other intelligence, Xinjiang authorities have detained Uyghurs in large numbers in facilities the government has described variously as "vocational training centers" or "transformation through education centers." International observers, former detainees, and leaked documents describe conditions of arbitrary detention, political indoctrination, and abuse.

🌍 Global Perspective: The UN Human Rights Office concluded in a 2022 report that China's treatment of Uyghurs "may constitute international crimes, in particular crimes against humanity." The technical tools deployed in Xinjiang — facial recognition, biometric databases, predictive analytics, integrated data platforms — are versions of tools that exist in democratic countries. The difference is not primarily technical. It is that in Xinjiang, these tools are deployed against an entire population without legal constraint, without political accountability, without the presumption of innocence, and with the explicit goal of eliminating a distinct cultural and religious identity.

This is the logical extension of the authoritarian surveillance trajectory: from watching potential criminals to watching potential dissidents to watching an entire ethnic group to managing that group's behavior, movements, and ultimately identity.


10.5 Comparative Authoritarian Surveillance Models

10.5.1 Russia: A Different Approach

Russia's surveillance apparatus differs from China's in architecture and emphasis. Russian state surveillance is less comprehensive in its physical camera infrastructure but more sophisticated in its targeted use of surveillance for political repression.

The FSB — the successor to the KGB — operates a signals intelligence and counterintelligence apparatus with broad authority to intercept communications. SORM (System for Operative Investigative Activities) requires Russian telecommunications companies to install equipment enabling FSB real-time access to all communications traffic — a legal requirement for lawful interception that goes beyond what most democracies require and is implemented without meaningful judicial oversight.

Russia's approach emphasizes targeting — specific political opponents, journalists, and civil society organizations are subjected to intensive surveillance — combined with strategic demonstration effects: the highly publicized poisonings of Sergei Skripal, Alexei Navalny, and others (using substances detectable to international forensics, suggesting a degree of intentional visibility) communicate a surveillance message to potential dissidents: we know where you are, who you associate with, and we can reach you.

10.5.2 Iran: Surveillance with Religious Legitimation

Iran's Islamic Republic operates a surveillance system in which the religious establishment legitimizes monitoring of compliance with Islamic law — including dress codes, gender segregation requirements, and prohibitions on political or religious expression contrary to the state's interpretation of Islam.

The Guidance Patrol (known internationally as the "morality police" — Gasht-e Ershad) has historically conducted surveillance of public spaces for behavioral compliance. The 2022 protests following the death of Mahsa Amini in morality police custody — and the government's surveillance-enabled response to those protests, which included identifying protesters through facial recognition from CCTV footage and social media analysis — illustrated how Iran's surveillance architecture operates simultaneously for ideological compliance and political repression.

The rebuttal: Some analysts argue that surveillance technology imports from China are not qualitatively different from surveillance technology imports from the U.S. or Europe — the technology is the technology, and its governance depends on the importing country's legal framework, not the technology's country of origin.

🎓 Advanced: Steven Feldstein's work suggests a more nuanced picture than either the alarmist or dismissive framing: Chinese surveillance technology exports are disproportionately concentrated in countries already classified as "partly free" or "not free" by Freedom House, suggesting that the technology is adopted more readily in contexts where democratic constraints are already weak. 10.7 Democratic Backsliding and Surveillance Creep

10.7.1 The Spectrum from Democratic to Authoritarian

The categories of "democratic" and "authoritarian" surveillance are not binary — they describe poles on a spectrum. Several democratic states have experienced what political scientists call "democratic backsliding" — the gradual erosion of democratic norms, institutions, and constraints — in ways that have direct implications for surveillance.

Hungary, under Prime Minister Viktor Orbán, has implemented surveillance measures that democratic scholars consider incompatible with meaningful democratic governance: concentration of media ownership, weakening of judicial independence, and surveillance powers that have been used against political opponents and journalists. This is the argument underlying the concern that post-9/11 surveillance expansion in democratic countries has created infrastructure that future less-democratic governments could misuse. The NSA's bulk collection capabilities, the Ring of Steel, the city surveillance networks — all were built and are governed by democratic institutions. But those institutions are not permanent or impervious to capture.

📊 Real-World Application: Turkey provides an instructive example. Between 2016 and 2022, following a failed coup attempt, the Turkish government expanded surveillance significantly — using emergency powers to detain tens of thousands of people, deploying surveillance to identify coup supporters and political opponents, and restricting journalism about surveillance activities. The surveillance infrastructure used in these post-coup crackdowns included technology and legal frameworks developed during the earlier period of Turkey's closer alignment with EU democratic standards. Democratic infrastructure was repurposed for authoritarian ends within a few years.


10.8 Thought Experiment: When Does Democratic Surveillance Become Authoritarian?

This is the most important thought experiment in Part 2. Consider the following trajectory:

Stage 1 (Democratic norm): The FBI requires judicial authorization to wiretap a specific suspected criminal. The target is named in the application, and the warrant is specific.

Stage 2 (National security expansion): Congress passes legislation allowing surveillance of terrorism suspects with FISA Court oversight rather than standard warrant procedure. The standard of proof is lower; proceedings are secret.

Stage 3 (Mass collection): The NSA interprets FISA authority to permit bulk collection of all telephone metadata. No individual is named in the order; the entire population's call records are collected.

At which stage does democratic surveillance become authoritarian? Stages 1–3 have all occurred in the United States. Stage 4 has occurred in various cities. Stage 5 is arguably what COINTELPRO represented, and some post-9/11 surveillance of Muslim communities arguably approached it. Stage 6 is a description of democratic backsliding rather than a completed fact in any specific context.

There is no bright line. That is precisely the point.


10.9 Primary Source: The Xinjiang Papers

In 2019, a series of classified internal Chinese government documents were leaked to the International Consortium of Investigative Journalists (ICIJ) and published as the "China Cables." Among the documents was an operations manual for the Xinjiang detention facilities. A section on security protocols stated:

"Strictly manage and control detainee activities to prevent escapes... prevent self-harm and escape by strictly implementing security processes... Analyze each detainee's situation to optimize the prevention of escapes and riots... strengthen the management of the 'dual prevention' task: escapes and extremism."

The document's language — detainees to be "managed" and "controlled," with "prevention of escapes" as a primary security objective — contradicts the Chinese government's characterization of the facilities as voluntary educational centers. The operational security language describes a detention facility, not a school.

Read alongside satellite imagery showing the rapid construction of large enclosed compounds in Xinjiang from 2017 onward, and the testimonies of former detainees, the operations manual provides documentary evidence of the detention component of the Xinjiang surveillance architecture. The surveillance systems — IJOP, the camera network, the checkpoints, the mandatory phone apps — feed into a detention system that is, by any reasonable analysis, a system of mass arbitrary detention.

The purpose of this spectrum is not to produce complacency about democratic surveillance ("at least we're not Xinjiang") or moral equivalence ("all surveillance is the same").

The purpose is the mirror problem: examining authoritarian surveillance clearly enough that we can see, in it, the logic that animates surveillance in democratic contexts — and the distance that separates current democratic practice from the authoritarian endpoint.

The logic is the same: classify the population, identify the risky, manage the threat before it manifests. The restraints are different: legal constraints, political accountability, independent judiciary, free press, civil society. The infrastructure is converging: the cameras, databases, facial recognition systems, and predictive analytics that characterize Xinjiang's surveillance apparatus are versions of systems already deployed in democratic cities.

The question that Part 2 leaves Jordan — and the reader — with is not whether these tools are dangerous. They are. The question is whether the democratic constraints that currently separate their use in New York and Chicago from their use in Xinjiang are durable — and what it would take to make them more so.


What's Next

Part 3 shifts from state surveillance to commercial surveillance — the surveillance architecture built by private corporations to extract economic value from behavioral data. This transition is not as clean as it might seem: as Chapter 11 will demonstrate, commercial surveillance and state surveillance are deeply intertwined. The data that advertisers collect feeds intelligence databases; the infrastructure that corporations build is accessible to governments through legal process; and the "surveillance capitalism" architecture examined in Part 3 would not be possible without the legal frameworks that Part 2 has described. The watchers are not separate; they are a network.
