How the Largest Psychological Experiment in History Happened Without Anyone's Explicit Agreement


The Study

In June 2014, the Proceedings of the National Academy of Sciences published a paper by Adam D. I. Kramer (a Facebook data scientist), Jamie E. Guillory (a researcher at the University of California, San Francisco), and Jeffrey T. Hancock (a Cornell University professor). The paper's title — "Experimental Evidence of Massive-Scale Emotional Contagion Through Social Networks" — was clinical and technical. Its implications were anything but.

The study had been conducted in January 2012. For one week, Facebook's News Feed algorithm was modified for approximately 689,003 randomly selected users. Half saw reduced positive emotional content in their feeds (positive words in friends' posts were filtered out at varying rates). The other half saw reduced negative emotional content. Neither group was informed of the manipulation.

After the week-long intervention, researchers analyzed the emotional tone of those users' subsequent posts. The finding: exposure to less positive content produced more negative posts; exposure to less negative content produced more positive posts. Emotional states appeared to be contagious — transmissible through the social media feed even when users were not aware their feed had been altered.

The study's scientific finding was significant: it provided large-scale experimental evidence for emotional contagion through social networks. Its ethical context was explosive.

Three parties were involved in the study's design and approval:

Facebook: The company conducted the manipulation and data collection. Its terms of service, last updated in 2012, included the statement that users "agree to use of the information in connection with research and analysis." Facebook's internal research team did not seek IRB (Institutional Review Board) review because the company's position was that research conducted by private companies on their own users is not "research involving human subjects" subject to the Common Rule (the federal regulations governing human subjects research in federally funded studies).

Cornell University: Hancock, as a Cornell faculty member, sought IRB review from Cornell's Human Research Protection Program. Cornell's IRB approved the study under an exemption for research using existing data — reasoning that because Facebook had already collected the behavioral data, and because Hancock himself did not interact with subjects or access personally identifiable information, the study qualified for exemption from full review.

UCSF: Guillory's affiliation listed UCSF but the study was conducted before she joined that institution. UCSF's involvement was effectively nominal.

The result was a research design in which: Facebook's manipulation of 689,003 people's emotional experience of a central communication platform was governed by no meaningful research ethics oversight. Cornell's review covered a data analysis role that did not include the manipulation itself. No institution reviewed the most ethically significant element of the study — the decision to alter users' emotional environments without their knowledge.

The Public Response

When the study was published in June 2014, the response from the academic community, privacy advocates, and the general public was swift and largely critical.

The consent problem was the primary focus. Research ethics protocols — established in the wake of historical research abuses including the Tuskegee syphilis study and Nazi medical experiments — require that human research subjects give informed consent before being enrolled in a study that involves manipulation or potential harm. The Facebook study involved manipulation (altering emotional content) and potential harm (inducing negative emotional states in people who might be particularly vulnerable). Neither element had been disclosed to participants.

Facebook's defense — that the terms of service constituted consent — was rejected by most research ethicists. Susan Fiske, a Princeton psychology professor who edited the PNAS paper, wrote in a brief editorial note that the study might have "led to very bad outcomes for research participants" and that she had had "reservations" about it but had decided to publish it because the science was sound. The journal later added an "Editorial Expression of Concern" noting that the study had not followed existing protocols.

James Grimmelmann, a law professor at Cornell, wrote that the study "did not follow professional standards for informed consent" and that the terms of service argument conflated legal permission with ethical consent — two entirely different categories.

The scale problem attracted a different kind of concern. A study conducted on 689,003 people without consent was the largest psychological experiment in human history by a factor of many. Its precedent — if affirmed — suggested that any large platform could conduct psychological experiments on millions of users without any of the consent, oversight, or ethical review that has governed human subjects research since the 1970s.

The timing problem added a layer of complication. The study had been conducted in January 2012 but was not published until June 2014 — two and a half years later. During that time, no users were informed that they had been research subjects. They had no opportunity to withdraw from a study they did not know they had participated in.

Facebook's Response and What It Revealed

Adam Kramer, the Facebook data scientist who led the study, posted a note on his Facebook profile shortly after the controversy erupted. He wrote that he had "gotten a lot of criticism" about the study and wanted to explain the motivation: "My co-authors and I were concerned that exposure to friends' negativity might lead people to avoid visiting Facebook." He added that he was "sorry" for the "distress" the paper caused.

Several aspects of the response were revealing. First, Kramer's stated motivation — concern that negative content might reduce platform engagement — was not a research motivation but a commercial one. The study was conducted, at least in part, to learn whether emotional content affected user retention and engagement, which are advertising revenue metrics. The scientific finding about emotional contagion was, in this framing, secondary to the commercial question.

Second, Kramer apologized for the "distress" the paper caused — not the distress the study caused. The distinction is significant: the controversy was treated as a communication problem, not an ethics problem.

Third, the note was posted on Facebook — on the platform that had conducted the experiment on its users. The performative irony of addressing a surveillance controversy on a surveillance platform through a public post that would itself be analyzed by platform systems was not widely noted at the time.

The Broader Implication: Ongoing Manipulation

Perhaps the most significant outcome of the emotional contagion controversy was what it implied about normal platform operations. If emotional states were contagious through feed content, and if Facebook was continuously optimizing its feed algorithm for engagement, then every adjustment to the feed algorithm was, in effect, an ongoing experiment in emotional manipulation.

This implication was confirmed by the Frances Haugen whistleblower disclosures in 2021. Internal Facebook research had found that recommendation systems were amplifying content that generated emotional reactions — particularly outrage and anxiety — because such content drove higher engagement. The academic experiment was a controlled, one-week version of what the commercial system was doing continuously, automatically, and to every user, as a feature of its basic operation.

The 2012 experiment was controversial because it was documented as research. The commercial equivalent was not controversial — or at least had not been publicly documented — because it was framed as a product feature.

Analysis Questions

  1. Facebook argued that the Terms of Service constituted consent for the emotional contagion study. Research ethics frameworks distinguish between "legal permission" and "ethical consent." Explain this distinction and apply it to the Facebook study. Is it possible for something to be legally permissible and ethically unjustified?

  2. Cornell's IRB approved the study under an exemption for research using existing data, applying to Hancock's data analysis role while not reviewing Facebook's manipulation. What does this jurisdictional gap reveal about how human subjects research regulations interact (or fail to interact) with private-sector research? What reforms would address it?

  3. The study was motivated, at least in part, by commercial concerns about whether negative content reduced user engagement. Does the commercial motivation of the research change its ethical character? How should research ethics frameworks treat commercially motivated manipulation of human subjects?

  4. The Frances Haugen disclosures confirmed that platforms continuously engage in content manipulation that produces emotional contagion effects as a normal commercial operation. If the 2012 experiment was ethically problematic, what does that imply about the ethics of the commercial system it was modeling? Does scale and continuity change the ethical analysis?

  5. The study's publication in PNAS — a prestigious academic journal — gave it scientific legitimacy and public visibility. What responsibilities did the journal have in the peer review and publication process? Should PNAS have published the study? If so, with what conditions? If not, why not?
