Chapter 1: The Attention Economy — What Your Eyes Are Worth


1.1 Seven A.M. in Austin

Maya's phone lights up before her alarm does.

She's seventeen, lives in Austin, Texas, and like most teenagers in 2024, her first conscious act of the day is not stretching, not drinking water, not looking out the window. It is unlocking her phone. The motion is almost reflexive — thumb to screen, face ID scan, the brief glow of a lock screen — and within eight seconds of waking, she is scrolling TikTok.

She doesn't think much about this. Neither, probably, do you when you do the equivalent. The phone is there, the apps are interesting, and the alternative is lying in bed staring at the ceiling. Why would anyone do that?

By the time Maya gets to school, she will have unlocked her phone more than thirty times. By the time she goes to sleep, that number will be closer to a hundred and fifty. She'll spend somewhere between four and seven hours across TikTok, Instagram, Snapchat, and YouTube — an amount of time that would, a generation ago, have been the domain of heavy television viewers. She doesn't feel like she's watching that much. She's just checking things. Just scrolling for a minute. Just seeing what's going on.

This book is not about shaming Maya for this. That would be lazy and wrong. Maya is not weak-willed or shallow or uniquely susceptible to distraction. She is a normal person — curious, social, engaged with her world — navigating an information environment that was engineered, at a cost of billions of dollars and millions of engineering hours, to capture and hold her attention for as long as possible.

Understanding why that environment was built, by whom, and to what end is the purpose of this chapter.

The question we begin with is deceptively simple: what are Maya's eyes worth?

The answer, as we'll discover, runs into the billions of dollars per day — and the implications of that answer shape every pixel she sees.


1.2 The Scarcity That Wasn't Supposed to Exist

In 1971, the economist and cognitive scientist Herbert Simon published a short essay that would prove to be one of the most prescient pieces of economic analysis of the twentieth century. The essay's full title was "Designing Organizations for an Information-Rich World," but its most famous passage reads as follows:

"A wealth of information creates a poverty of attention and a need to allocate that attention efficiently among the overabundance of information sources that might consume it."

Simon was writing about organizational management — about how companies and institutions should structure decision-making in environments flooded with data. But he identified something more fundamental: a paradox at the heart of information abundance. More information, counterintuitively, creates a new kind of scarcity. The scarce resource is no longer knowledge. The scarce resource is the human capacity to pay attention to it.

This was not obvious in 1971. The dominant anxiety at the time was information poverty — that ordinary people lacked access to the knowledge they needed. Libraries, universities, and eventually the early internet were all animated by the belief that if you could get information to people, they would be better off. Simon's insight cut against this optimism. It suggested that information abundance would create its own pathology: not ignorance, but overwhelm.

We now live in the world Simon was describing. The average American encounters between 4,000 and 10,000 brand messages per day. A single scroll through a social media feed exposes users to more distinct content items in five minutes than a fifteenth-century peasant would encounter in a month. The Library of Congress contains approximately 170 terabytes of text data; YouTube uploads that much video content every hour.

In this environment, attention is genuinely scarce. There is far more information available than any human can process. The bottleneck is not access to information — it is the time and cognitive capacity to engage with it. And wherever there is scarcity, economics teaches us, markets will emerge to allocate it.

The attention economy is that market.


1.3 How Attention Became a Commodity: The Historical Arc

To understand how we arrived at the current moment, we need to trace a historical arc that begins not with the internet, not with television, but with a newspaper printer in New York in 1833.

1.3.1 The Penny Press and the Original Bargain

On September 3, 1833, Benjamin Day launched a newspaper called The Sun at a price of one cent per copy — far below the prevailing six-cent price of existing papers, which catered to merchants and professionals who could afford them. Day's innovation was not journalistic; it was economic. He figured out that he could sell the newspaper below cost if he could sell the audience of readers to advertisers. The readers got cheap news; the advertisers got access to the readers; Day kept the difference.

This was the founding transaction of advertising-supported media: readers are not paying for the content with money. They are paying for it with attention. The content exists to aggregate an audience. The audience is then sold to advertisers. The reader-as-product model was born.

The penny press exploded. Within four years, The Sun had the largest circulation of any newspaper in the world. Competitors flooded the market. The model proved so durable that it governed print media for the next 150 years and radio and television thereafter.

The insight was always the same: if you can make content engaging enough, you can get people to pay with their time and attention rather than their money — and their time and attention is, in aggregate, more valuable than any subscription fee you could charge.

1.3.2 Broadcasting and the Scale of Attention

Radio and then television took the penny press logic and scaled it by orders of magnitude. A popular radio program in the 1930s might reach ten million listeners simultaneously. A prime-time television broadcast in the 1970s might reach fifty million. These were audience sizes that no print publisher could imagine.

The economics followed the audience size. By 1970, U.S. television advertising revenue had reached approximately $3.6 billion per year. Networks competed not on journalism or public service (though they produced both) but on audience share — what percentage of the available viewing public was watching their programming at any given hour.

The metric that emerged from this era was the rating point. One rating point equaled one percent of all U.S. television households. Advertisers would pay a premium for programs with high rating points because it guaranteed their message reached more people. The content of the programming — its cultural value, its accuracy, its effect on viewers — was entirely secondary to its ability to hold eyeballs.

This is the template that digital media inherited.

1.3.3 The Internet's First Decade: Banner Ads and Broken Models

When the World Wide Web emerged as a mass medium in the mid-1990s, advertisers initially reached for the most familiar tool available: the display advertisement. In October 1994, the technology company HotWired sold the first banner ad, to AT&T. The ad read "Have you ever clicked your mouse right HERE? YOU WILL." The click-through rate on that first ad was 44 percent — an absurdly high figure that would never be repeated.

Within five years, banner ad click-through rates had collapsed to below one percent. The problem was relevance: the web had grown from thousands of pages to billions, and most banner ads were served to people who had no interest in them. You might be reading a recipe and see an ad for a car dealership. The mismatch was obvious to advertisers, and rates fell accordingly.

The internet had inherited the penny press model but hadn't yet solved its central problem: connecting the right advertiser to the right audience at the right moment. That problem would be solved — with profound consequences — in the years between 1998 and 2005.

1.3.4 The Search Revolution and Relevance

Google's breakthrough, first articulated in the 1998 Sergey Brin and Larry Page paper "The Anatomy of a Large-Scale Hypertextual Web Search Engine," was technically about ranking web pages. But its commercial breakthrough — which came with the 2000 launch of AdWords — was about matching intent.

When someone types "buy running shoes" into a search engine, they have revealed something enormously valuable: what they want, right now. This is qualitatively different from the broadcasting model, where advertisers could only know demographic proxies (women 18-49 who watch romantic comedies probably buy certain products). Search advertising offered direct intent signals.

The AdWords auction — which we examine in detail in Case Study 1 — priced that intent in real time. Advertisers bid on keywords. The most valuable keywords (personal injury lawyer, mesothelioma, mortgage refinancing) commanded prices above $50 per click because the potential commercial return on a single converted customer was so high.

Google's ad revenue grew from effectively zero in 1999 to $1.5 billion in 2004 to $28 billion in 2010. The growth curve was not gradual; it was exponential, fed by the increasing granularity with which the company could match advertiser intent to user intent.

But search, for all its power, only captured one kind of attention: the deliberate, task-oriented kind. You went to Google when you were looking for something. What about all the other hours — the browsing, the socializing, the entertainment-seeking? What about the time people were spending not doing anything in particular, just passing time in the new digital spaces?

That was the opening that social media would exploit.


1.4 What Your Attention Is Actually Worth: The Arithmetic of CPM

Before we get to social media specifically, we need to understand the basic economics of how attention is priced. The fundamental unit is CPM — cost per mille, from the Latin for thousand. CPM is the price an advertiser pays per thousand impressions: each time an ad is displayed to a user counts as one impression.

CPM is not a fixed price. It varies enormously based on:

Who is looking. A 45-year-old with a household income above $150,000 is worth far more to advertisers than an 18-year-old with a part-time job. The wealthy can be sold more expensive things with higher margins. On Instagram, CPMs for the general population average roughly $5-10 per thousand impressions. For "luxury goods intender" audiences — people the algorithm identifies as likely to purchase high-end products — CPMs can exceed $50. For "B2B decision-maker" audiences on LinkedIn, CPMs regularly exceed $100.

What they might buy. Financial products, legal services, and healthcare advertising command premium prices because the lifetime value of a converted customer is high. A single person who opens a bank account might be worth thousands of dollars in fees over years. Ads for high-margin products command higher CPMs because advertisers can afford to pay more.

When they're looking. Fourth-quarter CPMs — October through December — run 30-50% higher than the annual average because advertisers compete fiercely for attention during the holiday shopping season. The same eyeballs cost more in November than in February.

How engaged they are. Video ads that are watched to completion command premiums over display ads that are ignored. Ads that appear in a context where the user is highly engaged (watching a compelling video) are worth more than ads in contexts where the user is distracted.

To put some concrete numbers on this: Google's total advertising revenue in 2023 was approximately $237 billion. There are approximately 8,760 hours in a year, which works out to roughly $27 million in advertising revenue per hour, $450,000 per minute, or about $7,500 per second — just from Google.

This is not $7,500 for one person's attention. It is $7,500 for the aggregate attention of everyone using Google's various properties at any given second. But if you work backward from these numbers, you can calculate what an individual user's attention stream contributes. Google's 2023 annual revenue per user (based on approximately 4.3 billion users) works out to roughly $55 per person per year, or about $0.15 per day.

That seems modest — but it reflects only what Google captures. For Maya specifically, as a 17-year-old in Austin spending 4-7 hours daily on social media, she is generating somewhere between $0.20 and $0.75 per day in advertising revenue for the platforms she uses — roughly $100-200 per year. That number feels small in isolation. Multiplied by 400 million users of similar demographic profiles, it becomes a market of $40-80 billion annually.

The math of attention is: small individual value, enormous aggregate scale.

A useful way to understand CPM economics is through a worked calculation. Suppose TikTok delivers 1,000 impressions to users aged 18-24 in Austin, Texas during a weekday afternoon in October. A mid-range CPM for this demographic in this context might be $8. That means the advertiser paid $8 for those 1,000 impressions, or $0.008 per impression — less than one cent per viewer. But TikTok delivers those impressions billions of times per day, across hundreds of demographic segments, each priced according to its characteristics. The aggregate is hundreds of millions of dollars per year, for a platform that is free to use.

Free to use. Paid for with attention. Benjamin Day would have understood immediately.


1.5 The Evolution of Engagement Metrics

Here is the central problem that every advertising-supported media company faces: you cannot directly sell attention. You cannot verify that someone actually paid attention to an ad. You can only sell proxies for attention — measurable behaviors that suggest attention occurred.

This is why engagement metrics were invented, and why they have evolved over time in a consistent direction: toward greater precision, greater invasiveness, and greater predictive value.

1.5.1 From Eyeballs to Clicks

The first digital engagement metric was the page view: how many times was a page loaded? This was a direct import from print circulation numbers. But page views had an obvious problem — you could load a page and immediately leave. You could have a tab open without reading it. Page views measured potential exposure, not actual engagement.

Clicks were more honest. If you clicked something, you demonstrated intentionality. You were, at minimum, interested enough to take action. This is why click-through rate (CTR) — the percentage of people who see an ad and click on it — became the dominant metric of early digital advertising.

But CTR had its own problems. Clicks could be fraudulent (automated bots click on ads). Clicks could be accidental (mobile users frequently tap ads they didn't intend to). And most importantly: clicking an ad didn't mean the user was in the right frame of mind to purchase anything. You could click out of curiosity or annoyance and generate no commercial value for the advertiser whatsoever.

1.5.2 The Rise of Time-on-Platform

By the mid-2000s, platforms were measuring something more granular: time spent. How many minutes did a user spend on the site? Which pages did they linger on? How far did they scroll before leaving?

Time-on-platform offered a more honest proxy for genuine engagement. If you spent twenty minutes reading an article, you probably engaged with it. If you spent eight seconds on a page before closing it, you probably didn't. Time-based metrics correlated more reliably with the "deep" engagement that made advertising effective — the state of absorbed attention in which users were actually processing the ads they saw.

Facebook made time-on-platform a core metric beginning around 2009. The company tracked not just how long users spent on the site, but how they navigated it — which stories they stopped scrolling on, which ones they returned to, which ones prompted them to click through to external links. Each of these behaviors became a signal in an increasingly sophisticated model of user attention.

The problem with optimizing for time-on-platform, which we will examine carefully in later chapters, is that the content most effective at holding attention is not necessarily the content that serves users well. Emotionally arousing content — outrage, anxiety, excitement, drama — tends to be more engaging than calm, informative content. A platform optimizing for time-on-platform without further constraints will tend to surface more emotionally arousing content. This is not a coincidence or a side effect. It is the predicted outcome of the optimization.

1.5.3 Predicted Engagement Scores

The current state of the art is prediction. Modern platforms don't just measure what you've done; they predict what you'll do. TikTok's algorithm doesn't simply show you things you've previously liked; it models your likely engagement with items you've never seen, based on the complete behavioral history of users who behaved similarly to you at similar points in their usage history.

This is why TikTok is so extraordinarily effective at capturing attention: it doesn't wait for you to express a preference. It infers one. The algorithm has learned, from billions of viewing sessions, that users who pause on cooking videos for more than two seconds and then resume scrolling without liking them are probably in a different mode than users who double-tap immediately. It has learned what each behavioral pattern predicts about subsequent behavior, and it optimizes the feed accordingly.

The shift from measuring past engagement to predicting future engagement is the shift from a passive advertising system to an active one. The platform is no longer just a place where attention happens to occur. It is an apparatus for generating attention at scale, calibrated to individual behavioral profiles.

The sophistication of this prediction machinery — built over years, across billions of users, at a cost of hundreds of millions of dollars in engineering investment — is what makes modern social media categorically different from earlier attention-capture systems. Television could only know that people were watching. Social media knows which five seconds of which video caused a particular user to stop scrolling, how that relates to their sleep schedule, their geographic location, their relationship status, and the 10,000 other behavioral signals they've generated over years of use.


1.6 The DAU/MAU Obsession: Why Platform Valuations Are Bets on Attention

If you want to understand why social media platforms are designed the way they are, you need to understand how investors value them.

The foundational metrics are DAU and MAU:

DAU (Daily Active Users): The number of unique users who engage with a platform at least once in a given day.

MAU (Monthly Active Users): The number of unique users who engage with a platform at least once in a given month.

The ratio DAU/MAU is sometimes called the "stickiness ratio" and is one of the most closely watched metrics in technology investment analysis. A high stickiness ratio (above 50%) means that most of a platform's monthly users come back every day. This is extremely valuable because it suggests habit formation — users who check the platform reflexively, without being reminded or re-acquired through costly marketing.

Facebook's IPO in May 2012 at a valuation of approximately $104 billion was, at its core, a bet on the trajectory of these numbers. Facebook had approximately 901 million MAUs at the time of the IPO, with a DAU/MAU ratio of about 58%. The investment thesis was simple: if Facebook could maintain those engagement levels while continuing to grow its user base and improve its advertising targeting, the advertising revenue would follow.

The bet paid off. Facebook's market capitalization reached $1 trillion in 2021. But the mechanics of that journey — the engineering investments, the algorithmic changes, the product decisions — were all directed toward a single goal: keeping that DAU/MAU ratio high, which meant keeping users coming back every day, which meant making the product as compelling as possible at the margin.

What makes a user come back every single day? This is the question that defines the design logic of modern social media. And the answer, developed through years of A/B testing and behavioral research, turns out to involve specific psychological mechanisms: social validation (did anyone like my post?), social anxiety (what am I missing?), variable reward (what interesting thing will appear if I scroll?), and habit loops (morning check-in, commute scroll, pre-sleep browse).

These mechanisms are not accidental features. They are the engineered solution to the product problem "how do we maximize DAU/MAU?" And understanding them as engineering solutions — rather than organic human behaviors — is the key reframe this chapter asks you to make.


1.7 Surveillance Capitalism: Beyond Selling Ads

In 2019, Harvard Business School professor Shoshana Zuboff published "The Age of Surveillance Capitalism," a book that reframed the attention economy in terms that went beyond advertising.

Zuboff's central concept is behavioral surplus. Here is how it works.

When you use a digital platform, you generate data about your behavior: what you clicked, how long you lingered, what you searched for, where you were when you did it, who you communicated with, what you said. Platforms need some of this data to function — to serve you relevant search results, to connect you with friends, to remember your preferences. But they collect far more than they need for these functional purposes.

The excess data — the behavioral surplus — is then used not to improve your experience, but to build predictive models of your future behavior. These models are not sold to you. They are sold to advertisers and, in some cases, to other commercial entities. The product being sold is not your attention in the moment; it is a prediction of what you will do next, and the ability to influence that action.

Zuboff distinguishes between two kinds of data exchange:

  1. Behavioral data that serves the user — data used to personalize your feed, remember your settings, improve the product for you
  2. Behavioral surplus — data used to build predictive models sold to third parties for commercial advantage

She argues that users tacitly consented to the first but were never meaningfully informed about the second. The privacy policies that technically disclosed this data use were — and remain — written in language that is functionally unreadable: documents of 10,000-30,000 words, in legal terminology, buried in sign-up flows, describing in clinical terms a transaction most users assume is simply "free app in exchange for seeing some ads."

The distinction matters because it reveals the full extent of what is being extracted. When Maya spends four hours on TikTok, she is not simply generating advertising revenue. She is training a model. Her reactions — what held her attention for seven seconds, what she skipped in two, what she returned to watch again, what made her stop and comment — are inputs into a predictive apparatus that becomes more accurate with every data point.

This is qualitatively different from the penny press model, where readers paid with attention in the moment. This is a model where you pay with a comprehensive behavioral record that grows more valuable the longer you participate. Your past behavior is an input. Your predicted future behavior is the product. You never see the model, never consent to its specific uses, and have no right to its outputs.

The scale of this enterprise is staggering. Google alone processes approximately 8.5 billion searches per day. Each search — combined with the user's location, time of day, device, prior searches, click history, and dozens of other signals — feeds into a behavioral model of extraordinary resolution. Meta (Facebook and Instagram) processes more than 100 billion data events per day. TikTok's parent company ByteDance operates what is arguably the most sophisticated behavioral prediction engine ever built for a consumer platform, calibrated on a user base of over 1 billion monthly active users.

The surveillance capitalism framework reframes the user relationship in a fundamental way. In classical advertising economics, the user is the audience and the advertiser is the customer. In surveillance capitalism, the user is simultaneously the audience, the product, and the raw material — their behavioral data is extracted, processed, and sold in forms the user never sees and cannot inspect.


1.8 Dark Patterns: A Preview

The attention economy creates a specific design imperative: platforms must maximize the capture and retention of user attention. This imperative, when applied by engineers with adequate resources and behavioral data, produces a recognizable class of design choices.

These are called dark patterns — user interface designs that work against users' stated preferences or long-term interests while advancing the platform's commercial interests. The term was coined by UX designer Harry Brignull in 2010 to describe a broad category of deceptive design, but in the context of social media it takes on a specific meaning: design choices optimized for engagement metrics, not user welfare.

We will spend three full chapters (Chapters 7-9) examining dark patterns in detail. For now, it is worth establishing the logical chain that makes them inevitable given the attention economy's structure:

  1. Platform revenue is proportional to advertising impressions served.
  2. Advertising impressions served is proportional to time users spend on the platform.
  3. Therefore, maximizing time-on-platform maximizes revenue.
  4. Engineering teams optimized to maximize time-on-platform will build features that extend user sessions.
  5. Some of those features will align with user preferences and wellbeing; others will exploit psychological vulnerabilities.
  6. There is no market mechanism that automatically penalizes the latter — users cannot easily identify which design features are working against them, and switching costs are high.

This is not a conspiracy. It is a structural incentive. The design choices that emerge from this logic — infinite scroll (no natural stopping point, pioneered by Aza Raskin at Mozilla in 2006 and quickly adopted by social platforms), variable reward notification timing (intermittent reinforcement schedules that maximize engagement, analogous to slot machine mechanics), social validation metrics (likes as quantified social feedback that creates anxiety loops), and autoplay (eliminating the friction of choosing the next item, reducing the moment of decision that might lead to stopping) — are not the result of malicious intent. They are the result of engineers doing their jobs: optimizing for the metric they were given.

Understanding this structural origin matters because it changes the appropriate response. Dark patterns are not primarily a problem of bad actors who need to be stopped. They are primarily a problem of misaligned incentives that need to be redesigned. That is a harder problem, but it is the correct framing of the challenge.


1.9 The Asymmetry of Power

We arrive, finally, at what may be the most important framing concept in this book.

When Maya picks up her phone in the morning and opens TikTok, she is not engaged in a fair contest of wills. She is one person, with ordinary human levels of willpower and self-knowledge and competing demands on her cognitive resources, operating with a brain that evolved for an environment with radically different informational demands. On the other side of that interaction is a system built by thousands of engineers, sustained by billions of dollars of capital, optimized by petabytes of behavioral data, and refined over years of A/B testing in which the winning variant was always the one that kept users engaged longer.

This is not an equal contest. It is not even close to an equal contest. The power differential is structural — it is built into the economic logic of the system.

This framing is important because the dominant cultural response to social media overuse is to locate the problem in the individual. "Just put down your phone." "You have no self-discipline." "It's not that hard." This response has the virtue of being easy to say and the defect of being functionally useless. Telling Maya that the solution to her situation is better willpower is like telling a person caught in a riptide that the solution is to swim harder. The problem is not internal to Maya. The problem is the current.

The specific elements of the power asymmetry are worth enumerating carefully:

Scale of engineering investment. TikTok spent approximately $2.4 billion on research and development in 2022. Instagram employs hundreds of engineers whose sole responsibility is optimizing the recommendation algorithm. The combined R&D budgets of the five largest social media companies in 2023 exceeded $60 billion. Maya's counter-resource is her own executive function, which is still developing in the teenage prefrontal cortex and which operates under conditions of sleep deprivation, social pressure, and emotional volatility that further reduce its effectiveness.

Data asymmetry. The platforms know more about Maya's behavioral patterns than Maya knows about herself. TikTok has measured how her viewing behavior changes when she's tired (shorter videos, passive consumption), stressed (avoidance content, humor), or socially activated (content worth sharing). She has never analyzed her own behavioral data because she doesn't have access to it. She is navigating a system whose full design logic is opaque to her, built on a model of her behavior that she has never seen and cannot access.

Expertise asymmetry. Platform design teams include behavioral psychologists, game designers, attention researchers, and persuasion architects. Their explicit job is to understand human psychology well enough to design for maximum engagement. The science of behavioral influence — developed over decades in academic psychology and refined in commercial applications — is deployed systematically against each user's natural tendencies to disengage. Maya's defense against this expertise is her intuition — genuinely useful, but not a match for institutional expertise applied at scale.

Feedback loop asymmetry. The platform gets immediate, precise, continuous feedback on whether its design choices are working (engagement metrics updated in real time). Maya's feedback on whether her usage patterns are serving her well is delayed, diffuse, and unreliable. She may not connect her anxiety, her disrupted sleep, or her reduced concentration span to specific usage patterns for months or years, if ever. By the time the feedback arrives, the habits are deeply established.

Switching cost asymmetry. Changing platform behavior requires no action from the platform. Changing your own usage requires overcoming habit, social pressure (your friends are on Instagram), network effects (the people you care about are on TikTok), and the loss of genuine value (social connection, entertainment, information) that platforms do provide. The friction is radically asymmetric.

None of this means Maya is a passive victim with no agency. That framing is also wrong, and we'll complicate it throughout this book. Individual agency is real, it matters, and Part IV of this book is devoted to how it can be exercised effectively. But it means that individual-level solutions — willpower, digital detoxes, self-imposed time limits — are genuinely insufficient responses to a structural problem. You can resist a current with skillful swimming, but you cannot do so indefinitely, and the appropriate solution to a dangerous current is not to demand better swimmers.

The question we will keep returning to throughout this book is: given this power asymmetry, what does meaningful agency actually look like? What can individuals actually do, what changes require platform-level design modifications, and what transformations require structural intervention — regulation, economic restructuring, rewriting the fundamental logic of advertising-supported media?


1.10 The Reframe: From Moral Failure to Economic Logic

Before we close this chapter, we want to address directly the most common misunderstanding about social media overuse.

The popular discourse tends to oscillate between two poles: techno-panic (social media is destroying a generation, phones are digital drugs, screen time is crisis) and techno-apologia (platforms just give people what they want, if you have a problem with social media that's a personal problem, technology is neutral).

Both poles are wrong, and both are counterproductive.

The techno-panic framing misunderstands causation, overstates certain harms (the research on teenage mental health and social media is more complex and contested than headlines suggest), understates others (the economic and democratic effects of attention colonization are severe and underappreciated), and individualizes a structural problem in ways that generate shame without enabling change.

The techno-apologia framing ignores the design logic we have described in this chapter, conflates "what people want in the moment" with "what people want for themselves overall" (you can simultaneously want to keep scrolling and want to stop scrolling — both are real preferences), and implausibly treats engineered behavioral optimization as neutral or inevitable.

The correct framing, we argue throughout this book, is economic. Social media platforms are not trying to harm their users. They are trying to maximize a metric — time-on-platform, engagement, return visits — that has a known, quantifiable relationship to advertising revenue. This optimization is not evil. It is not especially unusual in the history of capitalism; the tobacco industry, the casino industry, and the fast food industry all represent prior examples of industries whose commercial logic produced systematic harm as a byproduct of profit-seeking.

But the optimization creates specific, predictable effects on users and society, and those effects are worth understanding clearly and dispassionately, without either the drama of crisis framing or the complacency of "just give people what they want."

The question is not: are platforms malicious? They are not, primarily.

The question is not: are users weak? They are not, primarily.

The question is: what does the economic logic of attention monetization cause platforms to build, and what are the aggregate consequences of those design choices for the people who use the products and the societies in which those products are embedded?

Herbert Simon, writing in 1971, identified attention scarcity as the fundamental problem of information-rich environments. What he could not have anticipated was the emergence of a trillion-dollar industry devoted to solving that scarcity problem — not for the benefit of information consumers, but for the benefit of information distributors and their advertisers. The penny press model, carried forward through broadcasting, cable, and digital media, has found its apotheosis in algorithmic social media: a system that can track your individual attention with millisecond precision, model your preferences with extraordinary accuracy, and deliver an infinite, personalized stream of content calibrated to keep you engaged.

Maya unlocks her phone at seven in the morning because the system on the other end of that phone has spent years — and billions of dollars — figuring out exactly how to make that the most natural thing in the world for her to do.

Understanding that system is not the same as resisting it. But it is the necessary first step.


1.11 Chapter Summary

This chapter has established the foundational economic logic of modern social media:

  1. Attention is scarce. Herbert Simon's 1971 insight established that information abundance creates attention scarcity — there is more content than anyone can process, making focused human attention the limiting resource in an information-rich environment.

  2. Scarcity creates markets. Wherever there is a scarce valuable resource, economic systems will emerge to allocate and monetize it. The attention economy is the market for human cognitive engagement.

  3. The model has historical roots. The advertising-supported media model traces to Benjamin Day's penny press in 1833. Radio, television, and digital media all inherited and refined the same basic exchange: free (or cheap) content in exchange for access to audience attention that can then be sold to advertisers.

  4. Attention is priced precisely. CPM economics price different audiences at radically different rates based on demographic characteristics, purchase intent, and contextual engagement. High-value audiences command CPMs of $50-100 or more.

  5. Engagement metrics are proxies. Platforms cannot sell attention directly; they sell measurable proxies (clicks, time-on-platform, predicted engagement scores) that have evolved toward greater precision and predictive accuracy over time.

  6. DAU and MAU drive valuation. Platform valuations are essentially bets on the trajectory of daily and monthly active user metrics, which creates a direct financial incentive for maximizing habitual, daily usage regardless of whether that usage serves user wellbeing.

  7. Behavioral surplus extends the model. Zuboff's concept of surveillance capitalism shows how platforms extract value not just from advertising in the moment but from behavioral data used to build predictive models, transforming users from audience to raw material.

  8. Dark patterns are the logical endpoint. When attention-maximization is the design imperative and there is no market penalty for exploiting psychological vulnerabilities, some features will be designed to work against users' long-term interests.

  9. The power asymmetry is structural. The contest between individual users and platform engineering is not equal. The disparity in resources, data, expertise, and feedback loops means that individual-level willpower is a genuinely insufficient response to a structural problem.

  10. Economic logic, not conspiracy. Platforms are not primarily malicious; they are primarily optimizing a metric that has systematically misaligned consequences. Understanding the economic logic is more useful — and more accurate — than attributing blame.


Key Terms Defined

Attention Economy — An economic framework treating human cognitive attention as a scarce commodity to be captured, held, and sold to advertisers. The term was formalized by Michael Goldhaber (1997) and Richard Lanham (2006), building on Herbert Simon's 1971 insight about attention scarcity in information-rich environments.

Behavioral Surplus — Shoshana Zuboff's term for the behavioral data collected by platforms in excess of what is needed to provide user services, repurposed to build predictive behavioral models sold to commercial third parties.

Surveillance Capitalism — Zuboff's broader framework describing an economic system in which human behavioral data is the primary raw material for commercial prediction products, fundamentally reorienting the relationship between corporations and individuals.

Engagement Metrics — Quantitative measures of user interaction with platform content, including clicks, likes, shares, comments, time-on-platform, and scroll depth. Used both as advertising pricing mechanisms and as optimization targets for content recommendation algorithms.

Time-on-Platform — The total duration a user spends actively engaging with a platform in a given session or period. Replaced click-through rate as the dominant engagement metric as platforms recognized its stronger correlation with advertising effectiveness and habit formation.

Dark Patterns — User interface designs that work against users' stated preferences or long-term interests while serving the platform's commercial interests. In social media contexts, typically refers to design features that extend session lengths or increase return visit frequency by exploiting psychological vulnerabilities.

Ad Rank — In Google's advertising system, the combined score that determines ad placement, calculated from bid amount, quality score, and expected impact of ad extensions and format.

Quality Score — Google's rating of the relevance and quality of keywords and ads, influencing both ad positioning and effective cost per click. Incorporates predicted click-through rate, ad relevance, and landing page experience.

Penny Press — The low-cost American newspapers of the 1830s (beginning with Benjamin Day's New York Sun in 1833) that pioneered the advertising-supported media model by distributing content below cost and monetizing through advertising sold against mass audiences.

Information Overload — A condition in which the volume of available information exceeds an individual's capacity to process it, leading to reduced decision quality and attention management challenges. Simon's 1971 insight that abundance creates this condition was the theoretical foundation of attention economics.

Behavioral Prediction — The use of historical behavioral data to forecast future user actions, emotional states, or commercial decisions. The output of behavioral prediction models is the core commercial product of surveillance capitalist platforms.

Click-Through Rate (CTR) — The percentage of users who see an ad or content item and click on it. An early dominant metric of digital advertising effectiveness, largely supplanted by time-based and engagement metrics as platforms developed more sophisticated measurement.

Attention Scarcity — The economic condition created by information abundance: because there is more content than any individual can process, the bottleneck resource is not information but the human cognitive capacity to engage with it.

Platform Valuation — The market capitalization or investment valuation of a social media platform, which in practice represents a discounted estimate of future advertising revenues, which are in turn a function of projected DAU/MAU trajectories.
