The Myanmar case is extreme, but it is illustrative of a pattern that recurs across the global deployment of social media platforms. Technologies designed in Silicon Valley — by teams that are demographically and culturally homogeneous, with U.S. users as the implicit baseline, optimized for U.S. advertising markets — are deployed globally with varying degrees of adaptation, and the gaps between design context and deployment context produce harms that are distributed unevenly. The communities that bear the greatest harms from inadequate adaptation are, consistently, the communities with the least power to demand better.
This chapter examines the global distribution of algorithmic addiction's harms and benefits with specific attention to structural disparities. We begin with the uneven geography of internet access and social media penetration. We examine the "Facebook IS the internet" phenomenon in developing countries — the consequences of a platform becoming the primary information infrastructure for communities that have access to nothing else. We analyze the specific failure modes that occur when platforms designed for one context are deployed in radically different contexts: Myanmar, India, Brazil, and others. In North America and Europe, internet penetration exceeds 90%. In sub-Saharan Africa, it remains below 40%. The populations with the lowest internet access are also those with the fewest economic resources to manage the harms that internet access brings, the least political power to demand accountability from platform companies, and the most limited access to alternative information sources.
The divide in internet access is not merely a divide in social media use; it is a divide in the quality of social media infrastructure that serves different populations. High-income users in North America and Europe experience social media on high-bandwidth connections with full-featured applications, robust content in their native languages, and — nominally, at least — regulatory frameworks that provide some accountability. Low-income users in developing countries may experience social media primarily through zero-rating programs, compressed-data versions of apps, feature phones rather than smartphones, and pre-paid data that makes extended use economically constrained.
35.1.2 Zero-Rating, Free Basics, and the Architecture of Digital Dependency
Facebook's Free Basics program — launched in 2013 as part of a broader initiative originally called Internet.org — offered mobile users in developing countries access to a curated selection of websites and services without data charges. The selection included Facebook's own services, select news sites, health information portals, and a limited set of partner services. Crucially, it did not include the open internet: users could access Facebook for free but could not access Wikipedia, Google, or any other website not included in the Free Basics catalogue.
The program was presented as a philanthropic initiative to extend internet access to the world's unconnected. Critics, including net neutrality advocates and the Indian government, characterized it as something different: a mechanism for building dependency on Facebook by ensuring that Facebook was the default — or in some cases the only — information portal for new internet users in developing markets. The Free Basics controversy illustrates a fundamental tension in global platform expansion: initiatives that extend access also extend dependency. They have no experience of an internet that functions differently because they have not been given access to one.
35.1.3 "Facebook IS the Internet"
In multiple countries across sub-Saharan Africa, South and Southeast Asia, and parts of Latin America, research and journalism have documented a phenomenon in which ordinary users do not distinguish between Facebook and the internet as a whole. For users who first accessed the internet through Free Basics or similar zero-rating programs, or who use social media as their primary (or only) online activity, Facebook is not a site on the internet; it is the medium through which information arrives.
The implications of this conflation are significant. When Facebook is the internet, Facebook's algorithmic decisions about what information to surface and suppress are effectively editorial decisions about what is knowable and what is not. The filter bubble — the tendency of personalization algorithms to surround users with information consistent with their existing beliefs — operates without any alternative information source to correct it. Health misinformation surfaced by Facebook's engagement algorithm has no competing accurate information channel for users who cannot access health authority websites. Political misinformation spread through Facebook groups has no competing journalism to contextualize or correct it for users who do not have access to independent local journalism.
The "Facebook IS the internet" phenomenon represents the most extreme version of the filter bubble: not a bubble within a broader information ecosystem but a situation in which the bubble is the totality of the accessible information environment.
35.2 Language Disparity and the Moderation Gap
One of the most consequential and least discussed structural disparities in global social media is the language gap in content moderation. The resources devoted to identifying, reviewing, and removing harmful content — both automated systems and human reviewers — are dramatically skewed toward a small number of languages, leaving speakers of most of the world's languages with significantly less protection than English speakers receive.
35.2.1 The Scale of Language Disparity
As of 2021, Facebook supported approximately 50 languages with full content moderation capabilities — automated detection systems, trained human reviewers, and developed policy guidance. There are approximately 7,000 living languages. The vast majority of the world's languages have no meaningful content moderation infrastructure on any major platform.
The disparity is not merely between major and minor languages. Even languages with tens of millions of speakers — including many African, South Asian, and Southeast Asian languages — have historically had minimal content moderation infrastructure. The consequences are predictable: harmful content circulates in these languages with far less interference than comparable content in English, French, Spanish, or other well-resourced languages.
The language disparity is partly a product of market economics: platforms develop content moderation infrastructure where their largest advertising markets are, which are high-income markets that predominantly speak a small number of languages. But it is also a product of technical constraints: building effective content moderation in any language requires large amounts of labeled training data, culturally knowledgeable annotators, and policy guidance adapted to cultural context — investments that platforms have made where economic incentives were strongest.
35.2.2 Automated Systems and Cultural Context
Automated content moderation systems trained primarily on English-language content face specific challenges when applied to other languages and cultural contexts. Translation is imperfect and loses cultural context. Hate speech, incitement, and coded language are culturally specific: words that are neutral in one context carry different valence in another. Irony, satire, and coded language — all of which matter enormously for accurate moderation — are particularly difficult to detect across linguistic and cultural boundaries.
The consequences of applying culturally mismatched automated moderation are bidirectional: legitimate content may be incorrectly removed, and genuinely harmful content may be incorrectly allowed to remain. The events in Myanmar between 2016 and 2018, in which Facebook's failure to moderate hate speech in Burmese contributed to what the United Nations ultimately described as a genocide against the Rohingya Muslim minority, represent the most extensively documented case of platform harm at scale resulting from inadequate context adaptation.
35.3.1 Background
Myanmar's rapid transition to mobile internet connectivity, accelerating from 2014 onward, occurred against a background of deep ethnic and religious tensions. The Rohingya, a Muslim minority concentrated in the Rakhine state, had faced systematic discrimination and periodic violence from the Buddhist majority for decades. The military (Tatmadaw) and ultra-nationalist Buddhist movements had long used state media to promote anti-Rohingya narratives. When mobile internet arrived — and with it, Facebook — it arrived into an environment primed for the rapid spread of dehumanizing content.
Facebook, for much of this critical period, had essentially no content moderation infrastructure for Burmese. As of 2014, when Myanmar was experiencing explosive growth in Facebook users, the platform had a small number of Burmese speakers working on content issues. The automated detection systems used for English and other well-resourced languages were not adapted for Burmese script or cultural context. The engagement-optimization algorithm operated without constraint, systematically surfacing the most emotionally arousing content — which, in Myanmar's charged environment, meant inflammatory content about the Rohingya.
35.3.2 The Spread of Anti-Rohingya Content
Researchers and journalists documented the Facebook-mediated spread of anti-Rohingya content across multiple dimensions. False stories claiming Rohingya attacks on Buddhist women and children — fabricated stories designed to provoke ethnic violence — spread widely. Ultra-nationalist Buddhist monks, who had built large Facebook followings by producing content that the engagement algorithm rewarded (emotionally charged, outrage-provoking, novel), amplified dehumanizing narratives about the Rohingya. Content calling Rohingya "rats," "cockroaches," and "animals" — classic dehumanization rhetoric associated in genocide research with preconditions for mass violence — circulated freely.
When users reported this content to Facebook, the reports frequently went unaddressed because there was no adequate Burmese review capability. When Facebook's automated systems encountered Burmese content, they often failed to recognize hate speech because the systems were not trained on Burmese language patterns. The engagement algorithm continued surfacing high-engagement content — including the most inflammatory anti-Rohingya content — because engagement optimization is content-agnostic.

In August 2018, the United Nations Fact-Finding Mission on Myanmar released a report on the Rohingya crisis. Its conclusion regarding Facebook was unambiguous: "Facebook has been a useful instrument for those seeking to spread hate, in a context where for most users Facebook is the internet." The report found that Facebook had played a "determining role" in spreading hate speech that contributed to ethnic cleansing and what the Mission described as genocidal acts.
The report was unprecedented: never before had a UN fact-finding body attributed such a direct causal role to a social media platform in facilitating atrocity crimes. Facebook acknowledged "we were too slow to prevent misinformation and hate" and announced investments in Burmese-language moderation. By the time these investments arrived, the ethnic cleansing of the Rohingya — more than 700,000 driven from their homes, thousands killed — had already occurred.
35.3.4 What Myanmar Reveals
The Myanmar case reveals several structural features of global platform deployment:
The engagement-optimization algorithm is particularly dangerous in societies where internet connectivity is new, where most people have no media literacy framework for evaluating online content, where there is no alternative information infrastructure to correct false narratives, and where existing social tensions provide readily available material for the algorithm to amplify. The combination of these conditions is common across the developing world.
Facebook's investment in content moderation tracks its advertising revenue, not its social impact. Myanmar was growing rapidly as a Facebook market but was not a significant advertising revenue market. Investment in Burmese content moderation was economically unattractive and did not occur until after catastrophic harm had been documented.
The absence of regulatory frameworks that applied to platform operations in Myanmar meant that there was no external accountability mechanism that could require adequate moderation investment before catastrophe rather than after.
35.4 India and WhatsApp: Mobile-First Misinformation
India presents a different but related case study in the context mismatch between platform design and deployment environment. WhatsApp, a messaging platform designed primarily for personal communication, became the dominant information medium in India — a country of 1.4 billion people with 22 official languages, highly uneven media literacy, and a political environment characterized by intense communal tensions.
35.4.1 WhatsApp's Indian Context
WhatsApp was acquired by Facebook in 2014. By 2018, India had become WhatsApp's largest market, with approximately 200 million users. WhatsApp's design — end-to-end encryption, forward button for sharing messages within and across groups, no public content feed, no algorithmic recommendation — was different from Facebook's architecture. But the combination of encrypted private communication and easy forwarding created a specific misinformation dynamic: false content could spread rapidly through forwarding chains, reaching thousands of people within hours, in a medium where fact-checking was effectively impossible because content could not be tracked.
35.4.2 Mob Lynchings and WhatsApp Misinformation
Between 2017 and 2019, India documented at least 30 deaths attributable to mob violence triggered by WhatsApp misinformation. The incidents followed a consistent pattern: a false message — typically falsely claiming that outsiders were abducting children, or that a specific individual was a criminal — would circulate through local WhatsApp groups, reaching community members who lacked the context or tools to evaluate its accuracy. Groups of men, mobilized by the false message, would identify someone matching the description and attack them.
The victims were frequently lower-caste individuals, Muslim minorities, or members of other vulnerable communities — not merely because these communities were most likely to be targeted by malicious false messages, but because they had the least social capital to assert their innocence in the face of mob belief.
The WhatsApp-India misinformation crisis illustrates the context mismatch dynamic in its clearest form: a communication technology designed for use in contexts where users have media literacy, access to fact-checking resources, and trust in institutions was deployed in contexts where these conditions were not met. The "forward" button, which in the design context was a convenience feature for sharing interesting content with friends, became, in the deployment context, a mechanism for rapidly spreading content that was never subjected to any evaluation at all.
35.4.3 WhatsApp's Response and Its Limits
WhatsApp's response to the India misinformation crisis included limiting the number of times a message could be forwarded (initially to 20 groups, later reduced to 5 groups), adding a "frequently forwarded" label to messages that had been shared many times, and conducting media literacy campaigns in collaboration with Indian organizations. These interventions were meaningful but limited: the forwarding restriction slowed the spread of viral misinformation without preventing it, and the media literacy campaigns reached a small fraction of WhatsApp's Indian user base.
The structural problem — a closed, encrypted medium where content spreads through social trust without any mechanism for fact-checking or correction — was not addressed. WhatsApp's business model and core design philosophy (private, encrypted communication) were incompatible with the kind of content monitoring that would address the misinformation problem directly. The platform could reduce virality; it could not evaluate accuracy.
35.5 Brazil and WhatsApp: Election Misinformation at Scale
Brazil's 2018 presidential election became what journalists and researchers called the first "WhatsApp election" — an election in which misinformation spread primarily through the messaging platform rather than through social media feeds or traditional media played a significant and documented role in the outcome.
35.5.1 The WhatsApp Election
The 2018 Brazilian election saw unprecedented use of WhatsApp for political communication, partly because political advertising on television (Brazil's traditional political communication medium) was heavily regulated and partly because WhatsApp was the dominant communication platform for most Brazilian mobile users. Both campaigns used WhatsApp to communicate with supporters. But the eventual winner, Jair Bolsonaro, benefited disproportionately from an industrial-scale operation to distribute campaign content — including significant amounts of misinformation — through WhatsApp.
Research published by Comprova (a Brazilian fact-checking initiative) and the Brazilian organization Agência Lupa documented coordinated distribution of misinformation through WhatsApp in ways that were consistent with organized operation rather than organic spread. False information about the opposing candidate (Fernando Haddad and the Workers' Party) included fabricated allegations about sex education programs for children (a persistent false narrative), manipulated images, and content falsely attributed to official sources.
35.5.2 The Structural Misinformation Problem
WhatsApp's end-to-end encryption, which is a privacy feature with genuine value, also means that the platform cannot see the content of messages and therefore cannot identify or act on misinformation in transit. The platform's private nature means that the coordinated distribution networks that researchers later documented — large numbers of WhatsApp groups receiving identical or near-identical false content simultaneously — were invisible to the platform in real time.
The Brazilian case is particularly significant because of the documented scale of organized misinformation distribution. A 2019 investigation by Agência Publica found that Brazilian businesses had paid significant sums for WhatsApp number databases and bulk message sending services — effectively industrializing the production and distribution of political misinformation at a scale that individual sharing behavior could not explain.
35.5.3 Brazil's Regulatory Response
Brazil's electoral authority (TSE) and legislators responded to the 2018 WhatsApp election with regulatory action that attempted to impose accountability on platform-mediated political communication. WhatsApp misinformation again played a significant role, though the most obvious forms of industrial-scale coordinated distribution were reduced by regulatory pressure. The underlying structural problem — misinformation spreading rapidly through encrypted private channels without adequate fact-checking infrastructure — remained unresolved.
35.6 The Geopolitics of Platforms: U.S. vs. Chinese Platform Competition
The global social media landscape is not only shaped by North-South inequality but by East-West geopolitical competition. The competition between U.S.-based platforms (Facebook, Instagram, YouTube, Twitter/X) and Chinese-origin platforms (TikTok/Douyin, WeChat, Weibo) is one of the defining features of the current information environment, with significant implications for algorithmic governance, content moderation, and data sovereignty.
35.6.1 China's Domestic Platform Ecosystem
China operates a distinctive social media ecosystem that differs from the Western model in its foundational relationship between platform and state. WeChat, the dominant Chinese messaging and social media platform with over 1 billion users, operates under Chinese law requiring data storage in China, real-name registration, content moderation aligned with Chinese government standards, and cooperation with government data requests. Weibo, China's major microblogging platform, operates under similar requirements. Douyin (the Chinese domestic version of TikTok) is subject to direct content regulation by Chinese authorities and is algorithmically governed in ways consistent with Chinese government content priorities.
The Chinese domestic platform model is often characterized in Western commentary as a state surveillance system, which it partly is. But it also represents a coherent — if deeply illiberal — approach to the question of platform governance: explicit state authority over information flows, direct accountability for platform operators, and integration of platform systems into state administrative functions. The contrast with the U.S. model — platforms largely self-governing, resistant to state regulation, ostensibly accountable to market forces rather than state authority — is profound.
35.6.2 TikTok, ByteDance, and the National Security Debate
TikTok, the short-form video platform that became one of the most rapidly growing social media platforms in the world from 2019 onward, is owned by ByteDance, a Chinese company subject to Chinese law. The platform's extraordinary growth — more than one billion active users within five years of global launch — and its deep penetration of young audiences (including Maya's age cohort) in Western democracies generated significant national security concern.
The concerns centered on several overlapping issues:
Data access: Chinese law requires Chinese companies to cooperate with government data requests. TikTok's collection of detailed behavioral data on Western users — including minors — potentially creates a dataset accessible to Chinese government actors with significant counterintelligence and influence operation potential.
Algorithmic influence: The Chinese government's ability to influence ByteDance's algorithmic decision-making creates the possibility of geopolitical influence over what content is amplified or suppressed in Western markets. The ability to systematically suppress content about topics sensitive to the Chinese government (Xinjiang, Taiwan, Hong Kong) or amplify content that serves Chinese strategic interests has been documented by researchers examining TikTok recommendation patterns.
Reciprocal market access: The U.S.-based platforms that TikTok competes with globally — YouTube, Instagram, Facebook — are blocked in China. ByteDance operates in open Western markets while Western platforms are excluded from Chinese markets. The asymmetry is geopolitically significant.
Regulatory responses: The United States, the European Union, Canada, Australia, and other governments have taken varying steps to address TikTok's presence, from banning it on government devices to — in the U.S. case — legislation requiring ByteDance to divest TikTok or face a ban. The legal battles over TikTok's U.S. status continued through 2024 and 2025, making it one of the most consequential regulatory disputes in the history of social media.
35.7 Algorithmic Bias and Representation
The algorithmic systems that determine whose content is amplified, whose faces are enhanced, and whose experiences are represented are not neutral. Research has documented systematic biases in these systems that reflect and reinforce existing social hierarchies.
35.7.1 Skin Tone Bias in Face Enhancement
Instagram's face enhancement features — the filters and processing that improve the appearance of faces in photos — have been documented to treat different skin tones differently. Algorithmic bias in image processing that systematically treats some faces as more "beautiful" or "attractive" affects content that is more likely to be surfaced by recommendation systems that incorporate aesthetic signals.
35.7.2 Representation and Recommendation
Whose images, stories, and perspectives are recommended by social media algorithms reflects both who is producing content and how algorithms weight that content relative to audience size, engagement patterns, and other signals. Research has consistently found that English-language content, content from high-income countries, and content featuring lighter-skinned individuals is recommended more broadly than comparable content from other language communities, lower-income countries, and creators with darker skin tones.
This representation gap has consequences beyond individual creator economics. When the content most widely recommended by global social media algorithms skews toward a particular demographic profile, it shapes global understanding of what is important, what is beautiful, what is worth knowing. The algorithmic amplification of certain voices and suppression of others is a form of epistemic power — the power to shape what is knowable — that is distributed very unevenly across the global user base.
35.8 Digital Colonialism: Who Owns the Infrastructure of Attention?
The critique of "digital colonialism" — advanced by scholars including Safiya Umoja Noble, Ruha Benjamin, Abebe Birhane, and Joy Buolamwini — positions the global deployment of social media platforms within a longer history of colonial resource extraction and power asymmetry.
35.8.1 The Colonial Parallel
The digital colonialism critique draws structural parallels between historical colonialism and contemporary platform capitalism:
In historical colonialism, colonial powers extracted material resources (labor, land, minerals) from colonized territories while exporting governance systems, cultural norms, and economic structures designed to serve colonial rather than colonial subject interests. Resistance was structurally constrained: colonial subjects had no meaningful power to demand different terms.
In digital platform deployment, companies based in the Global North extract behavioral data — "data as resource" — from users in the Global South while deploying platform systems (algorithmic governance, content moderation standards, data use policies) designed for and by the platform's home markets. Users in affected countries have limited ability to demand different terms. When platforms cause harm, accountability mechanisms are weak or nonexistent.
The parallel is not perfect — contemporary platform users are not colonial subjects in the historical sense, and the analogy risks trivializing historical colonialism's specific violence.
