Background

On September 13, 2021, the Wall Street Journal published the first installment of what it called "The Facebook Files" — a series of investigative reports based on internal Facebook documents provided by a former company data scientist named Frances Haugen. Over the following weeks, Haugen testified before the U.S. Senate, appeared on 60 Minutes, and provided documents to regulators in the United States, United Kingdom, and European Union. The documents she provided — running to tens of thousands of pages — constituted the most detailed public look ever inside the decision-making of a major social media platform.

The timing was not coincidental. Facebook had been navigating a sustained period of public scrutiny: congressional testimony about the January 6 Capitol attack and its relationship to Facebook's role in amplifying political misinformation; investigative journalism about algorithmic amplification of divisive content; growing scholarly literature on social media's effects on teen mental health; and increasing pressure from regulators in the US, EU, and UK. Haugen chose to release the documents at this moment because she believed the public conversation about Facebook's harms was operating largely without access to the evidence that Facebook possessed internally.

Haugen was not a disgruntled former employee making vague allegations. She was a data scientist who had worked specifically on Facebook's civic integrity team — the team responsible for monitoring and reducing the platform's potential for political harm — and who had, over the course of several months, deliberately copied internal documents in anticipation of releasing them. She was systematic, and the documents she released were detailed, specific, and in many cases devastating.

Who Is Frances Haugen?

Frances Haugen graduated from Olin College of Engineering with a degree in electrical and computer engineering and earned an MBA from Harvard Business School. She worked in data science and product management at Google, Yelp, Pinterest, and Liftoff before joining Facebook in 2019. At Facebook, she worked on the civic integrity team, which gave her access to research and internal discussions about the platform's potential for social harm.

Haugen has said that she initially believed in Facebook's mission and in the company's ability to reform itself. She became increasingly disillusioned as she observed the company's pattern of identifying harms through internal research and then choosing not to act on that research in ways that would meaningfully reduce engagement. The dissolution of the civic integrity team in December 2020 — shortly after the 2020 U.S. election — accelerated her decision to act.

She consulted with lawyers about whistleblower protections, began copying documents, resigned from Facebook in May 2021, and filed complaints with the Securities and Exchange Commission (SEC) before going public with her story.

What the Documents Revealed

The documents covered a wide range of topics, but for the purposes of this chapter, three sets of findings are particularly significant.

1. Instagram and Teen Mental Health

Perhaps the most widely reported finding from the Facebook Files involved a set of internal research presentations from 2019 and 2020 focused on Instagram's effects on teenage users — particularly teenage girls. The internal research, which Facebook had been conducting over several years, documented significant negative associations between Instagram use and the mental health of adolescent girls.

Proposals to reduce the frequency of social comparison content, to change the ranking algorithm to deprioritize content associated with negative body image, or to reduce the social pressure associated with Like counts were discussed, studied, and largely not implemented.

The documents also revealed that Facebook had conducted research on removing the Like count from Instagram — a change that Instagram eventually made publicly available as an optional feature in 2021. The internal research showed that removing Like counts reduced anxiety in many users. But the change was made optional rather than default, meaning that the engagement-maximizing default remained in place for users who did not actively choose to change it.

3. The Algorithmic Amplification of Harmful Content

Beyond the teen mental health findings, the documents revealed internal research on the relationship between Facebook's algorithmic content ranking and the amplification of harmful, divisive, and emotionally inflammatory content.

A 2019 internal document identified what Facebook researchers called the "MSI" problem — "Misinformation, Sensationalism, and Inauthenticity" — and documented that the platform's engagement-optimizing algorithm preferentially amplified content in each of these categories. Content that provoked strong emotional reactions — particularly anger and fear — received higher engagement scores and was therefore more widely distributed by the algorithm.

The documents showed that Facebook's civic integrity researchers proposed a series of changes to the ranking algorithm that would have reduced the amplification of divisive and harmful content. Most of these proposals were rejected or significantly modified because they would have reduced overall engagement metrics. One document showed that a researcher calculated that implementing the full suite of proposed changes would reduce engagement by approximately 10-20% — a figure that made the changes non-starters from a commercial perspective.

A particularly striking document showed an internal discussion about what Facebook engineers called the "misinformation amplification loop": the phenomenon in which content that is flagged as misinformation but allowed to remain on the platform continues to receive algorithmic amplification because it generates high engagement, which causes it to spread further, which generates more engagement. The engineers understood the loop; they debated and largely did not implement the proposed solutions.

The Senate Testimony

On October 5, 2021, Haugen testified before the Senate Commerce Committee's Subcommittee on Consumer Protection. Her testimony was notable for its specificity and its framing: she was not making vague allegations about social media being bad. She was making specific claims about specific decisions, supported by specific documents.

Her central argument was that Facebook was making deliberate choices — choices that prioritized engagement and profit over user safety — and that these choices had documented harmful consequences. "Facebook's products harm children, stoke division, and weaken our democracy," she told the committee. "The company's leadership knows how to make Facebook and Instagram safer but won't make the necessary changes because they have put their astronomical profits before people."

She also argued that the problem was structural, not simply a matter of corporate malice: "Facebook wants you to believe that the problems we're seeing are inevitable, natural emergencies, or just the result of complex social dynamics. I'm here today to tell you that's not true. These problems are solvable. A safer, free speech-respecting, more enjoyable social media is possible."

Her proposed solutions focused primarily on algorithm transparency and the removal of engagement optimization from algorithmic content ranking. She argued that Facebook should be required to make its algorithm transparent to researchers; that the algorithm should be tested and certified as not amplifying harmful content before deployment; and that the company should be required to use chronological feeds rather than engagement-ranked feeds for users under 18.

Facebook's Response

Facebook's response to the Haugen documents was multifaceted. On the specific teen mental health findings, the company argued that the research was being misrepresented: the internal presentations showed correlation rather than causation, were based on self-report data, and were preliminary explorations rather than definitive conclusions. Company spokespeople noted that Facebook had made numerous changes to Instagram over the years to improve user experience and that the company took its responsibility to teen users seriously.

On the algorithmic amplification findings, Facebook argued that its algorithm did not preference divisive content and that internal research showed the algorithm actually reduced the spread of harmful content compared to a chronological feed. The company disputed the characterization of proposed changes as having been rejected for commercial reasons, arguing instead that the proposed changes had been found to be ineffective or counterproductive.

Facebook also launched an offensive against Haugen personally, arguing that she had worked in an area of the company — civic integrity — that was not representative of the company's overall practices, and that she was mischaracterizing documents she had seen but did not fully understand.

Analysis

The Gap Between Knowledge and Action

The most significant aspect of the Haugen documents, from the perspective of this chapter's central concerns, is not the specific findings about teen mental health or algorithmic amplification. It is the pattern they reveal: Facebook knew, conducted detailed research about, and then largely failed to act on documented harms to its users.

This pattern is important for several reasons. First, it establishes that the harms associated with Facebook and Instagram are not simply the unintended consequences of technology that no one could have anticipated. They are consequences that the company's own researchers identified, documented, and brought to senior leadership's attention. The legal and moral implications of acting with knowledge of harm are different from the implications of acting in ignorance.

Second, the pattern reveals the structural logic of the advertising-supported business model operating in practice, not just in theory. The documents show that when engagement metrics and user wellbeing conflict — a conflict that the internal research repeatedly identified — engagement wins. This is not because the people making these decisions are monsters; it is because the economic structure of the business creates powerful incentives for engagement maximization that override other considerations.

Third, the pattern illuminates the gap between public positioning and internal reality. Facebook's public communications during the period covered by the documents consistently emphasized its commitment to user safety and wellbeing. The internal documents reveal a more complex picture in which safety concerns were often subordinated to engagement considerations without public acknowledgment.

The Haugen documents raise a specific and serious consent and transparency problem. Facebook's users were using a platform that the company's own research showed could harm their mental health — particularly for teenage girls. Users did not have access to this research. They were not told what the company knew or what trade-offs were being made.

The chapter's discussion of the principle of informed consent is directly relevant here. Informed consent, as a principle in medicine and in research ethics, requires that people have access to the information necessary to make autonomous decisions about treatments or participation. Facebook's users could not make informed decisions about their Instagram use because the information about its documented effects was being withheld from them.

The documents suggest that if Facebook had publicly disclosed its internal research findings about Instagram's effects on teen mental health, many parents and many teenagers would have made different decisions about their platform use. The withholding of that information constrained the autonomy of users in ways that they did not consent to and did not know to resist.

The Structural vs. Individual Responsibility Question

Haugen was explicit in her testimony that she did not believe the problem was primarily one of individual corporate malice. "Mark [Zuckerberg] holds a very unique role in the tech industry in that he holds over 55% of all voting shares in Facebook," she noted. "Mark has built an accountability-free zone inside Facebook." But she also argued that the structural incentives of the advertising model were the deeper problem: "It's not a matter of individuals who have good values not working hard enough. It's that there are organizational pressures that push Facebook toward a set of bad outcomes."

What This Means for Users

The Haugen case has several direct implications for social media users — particularly for parents of teenage users.

First, the documents confirm that the concerns about Instagram's effects on teen mental health are not simply based on external speculation or moral panic. They are confirmed by the company's own internal research. If you or your teenager experience negative effects from Instagram use — anxiety, social comparison, body image concerns — these effects are real, documented, and known to the company.

Second, the documents reveal that some design changes that would reduce harm have been studied, found to be effective, and not widely deployed. The removal of visible Like counts — which the research suggested reduced anxiety — is one example. Users can choose to enable features like this in their platform settings; the choice to do so, in light of what the documents reveal, is better informed than it was before the documents became public.

Third, the documents suggest that the information asymmetry between platforms and users is intentional. Platforms have detailed internal knowledge of their products' effects on users; users do not have access to this knowledge. This asymmetry is itself a harm — it prevents the informed consent that would be necessary for genuinely autonomous decisions about platform use.
