Background
The Facebook emotional contagion experiment stands as the defining case study of large-scale behavioral experimentation on social media platforms — not because it was the largest or the most consequential experiment Facebook ever ran, but because it became public. Most of the behavioral manipulation that social media platforms conduct routinely remains invisible to users, regulators, and the public. This experiment, by virtue of its academic publication, became visible, and in becoming visible, it illuminated the ethical landscape of platform experimentation in ways that no amount of theoretical argument could have achieved.
The study was titled "Experimental Evidence of Massive-Scale Emotional Contagion Through Social Networks" and was published in the Proceedings of the National Academy of Sciences in June 2014. What Was Done: The Experimental Design
The experiment was conducted during a single week in January 2012. Facebook's News Feed algorithm was modified for a randomly selected sample of English-speaking users to alter the emotional valence of the content they saw — specifically, the emotional valence of content from their friends.
The modification worked as follows: the News Feed algorithm already filtered and ranked content from users' social networks. For users in the positive reduction condition, the algorithm was adjusted to reduce the proportion of content from friends that contained positive emotional words, while increasing the proportion of neutral and negative content. For users in the negative reduction condition, the algorithm was adjusted to reduce the proportion of content containing negative emotional words. A control group saw no change.
The key point about the manipulation is that it was not fabricating or inserting content — it was adjusting which of the real content users' friends had already posted was shown in users' News Feeds. Users in the positive reduction condition saw slightly less of their friends' happy posts and slightly more of their friends' unhappy or neutral posts; users in the negative reduction condition saw the reverse. The manipulation was subtle rather than dramatic.
The outcome measure was the emotional valence of the subjects' own subsequent posts — specifically, the proportion of words they used in their posts that were classified as positive or negative by the LIWC (Linguistic Inquiry and Word Count) software, a validated automated text analysis system.
The sample size was 689,003 users.
Findings
The results supported the hypothesis of emotional contagion. Users whose News Feeds had been reduced in positive emotional content produced more negative words and fewer positive words in their subsequent posts. Users whose News Feeds had been reduced in negative emotional content produced more positive words and fewer negative words.
The effect sizes were small. On the order of 0.1 percentage point differences in the proportion of positive or negative words used — detectable at the group level with the study's enormous sample size, but minuscule for any individual user. The researchers themselves acknowledged the small effect size, noting that it demonstrated that the phenomenon existed but that the practical significance for any individual user was minimal.
The researchers also documented an additional finding that they described as reassuring: users who saw less emotional content of any kind (both positive and negative content reduced) expressed less content overall, suggesting that emotional expression in social networks depends partly on seeing emotional expression from others. This finding supported the hypothesis that emotional contagion was operating through the mechanism of observational learning.
The Ethical Controversy
The public reaction when the study was published in June 2014 was immediate and intense. The harm potential. The study deliberately made users' emotional environments more negative for some users. Psychologists pointed out that for users with depression, anxiety, or other mood disorders, a week of increased negative emotional exposure could cause genuine harm — the kind of harm that a proper ethical review might have identified and required mitigation for. The researchers acknowledged this concern in a post-publication addition to the paper, but acknowledgment after the fact is not equivalent to pre-study risk assessment.
The institutional review board question. The involvement of two university-affiliated researchers raised the question of whether IRB review should have been required. Cornell's investigation of the matter found that Hancock had been informed that the work did not constitute human subjects research under applicable regulations, because he had not had access to identifiable data and had not participated in the experimental design or data collection phases. This determination was controversial: critics argued that an academic researcher who is a named author on a peer-reviewed study of human subjects has participated in research requiring IRB oversight regardless of the technical division of labor between industry and academic collaborators.
The power asymmetry. A deeper concern, articulated by legal scholars and philosophers, was what the experiment revealed about the power relationship between Facebook and its users. Facebook had the capacity to manipulate the emotional experiences of hundreds of thousands of people, without their knowledge, in service of its own research agenda — and it had exercised this capacity without any external oversight, accountability, or constraint. The Regulatory Response

In Ireland, where Facebook's European headquarters are located, the Data Protection Commissioner requested information about the study. Again, no enforcement action followed.
In the United States, a group of US senators wrote to the FTC requesting an investigation. A group of researchers filed a complaint with Cornell University's IRB office. Cornell found, as noted above, that the work did not constitute regulated human subjects research under applicable rules. The FTC did not conduct a formal investigation.
The most concrete regulatory consequence of the controversy was internal to Facebook rather than externally imposed: Facebook announced that it would develop a formal research review process for studies intended for academic publication. This process, implemented beginning in 2015, created oversight mechanisms that were somewhat analogous to IRB review — though weaker, more internally controlled, and limited to the subset of experiments destined for academic publication.
What the Controversy Revealed
