You are running a background process, constantly, that scans your environment for deviations from expectation. Why Psychology Matters for Propaganda Studies
Propaganda works because human minds are not neutral information-processing systems. We are biological organisms shaped by millions of years of evolution in environments very different from modern media landscapes. Our cognitive architecture includes powerful shortcuts, emotional response systems, and social instincts that served our ancestors well on the savanna but make us vulnerable to systematic manipulation in an information-dense environment.
This is not a criticism of human beings. It is a description of how cognition actually works. The shortcuts and heuristics our minds use are, in the vast majority of cases, adaptive — they allow us to make fast decisions with incomplete information, which is the condition we live in. The problem is that systematic, well-resourced communicators can design messages that exploit those shortcuts precisely.
Understanding the psychology of persuasion does not make you immune to propaganda. There is no evidence that knowing about cognitive biases reliably eliminates their effects on you personally. What psychological understanding provides is something more modest but more durable: the vocabulary to identify what is happening, and the habit of asking whether your response is tracking reality or responding to a designed trigger.
Tariq Hassan raised this concern on the second day, before Webb had even introduced the topic formally. He had been thinking about it since the syllabus arrived. "If the mind can be manipulated reliably," he said, "then studying this feels either useless — because we'll be manipulated anyway — or arrogant, like we think we're smart enough to be immune." It was the most honest question anyone asked all semester. Webb's answer, developed over the following weeks, was essentially this: the goal is not immunity but legibility. Understanding does not make you invulnerable; it makes the process visible. And visibility, even partial visibility, changes what is possible.
Dual-Process Theory: Two Ways of Knowing
The most foundational framework for understanding how propaganda affects the mind is dual-process theory, developed by cognitive psychologists and most accessibly presented by Daniel Kahneman in his 2011 book Thinking, Fast and Slow.
The theory holds that human cognition operates through two distinct systems — not physically separate brain regions, but functionally distinct modes of processing.
System 1 (fast, automatic, intuitive) operates quickly and without conscious effort. It processes information through pattern recognition, emotional response, and heuristic shortcuts. When you see a smiling face, you automatically perceive friendliness before you consciously choose to evaluate it. When you hear a loud noise, you startle before you decide whether to be alarmed. System 1 is always running, processes vast amounts of information in parallel, and produces most of our immediate impressions, judgments, and impulses.
System 2 (slow, deliberate, analytical) operates consciously and effortfully. It can evaluate logical arguments, check facts, consider alternative explanations, and override System 1's impulses when given sufficient time and motivation. System 2 is the part of you that can work through a math problem, evaluate the credentials of a source, or ask "wait — what is this message not telling me?"
The critical asymmetry: System 2 is not always active. It is metabolically expensive, depletes with use, and can be bypassed or saturated. When you are tired, stressed, overwhelmed with information, or under time pressure, System 2 disengages and System 1 takes over more fully.
Propaganda is largely a System 1 operation. Effective propaganda is designed to reach System 1 — through emotional intensity, visual impact, memorable slogans, and repeated exposure — before System 2 can engage. This is not accidental. Experienced propagandists understand intuitively what researchers have confirmed empirically: if a message can produce a strong emotional response, an impression of familiarity, or a sense of social consensus, it has achieved its cognitive goal regardless of whether it has provided any evidence.
Cialdini's Six Principles of Influence — and a Seventh
In 1984, psychologist Robert Cialdini published Influence: The Psychology of Persuasion, which systematized the mechanisms of social influence based on three years of covert field research and laboratory experiments. Cialdini identified six principles — which he later expanded to seven — that reliably trigger compliance in human beings. Each principle exploits a cognitive shortcut that is adaptive in most circumstances but can be weaponized.
1. Reciprocity. Humans feel a powerful obligation to return favors. When someone gives us something — a gift, a concession, a service — we feel psychologically indebted and are more likely to comply with subsequent requests. In normal social life, this principle is essential: it underlies cooperation, trade, and friendship. In propaganda contexts, reciprocity operates with particular force in cult and extremist recruitment. A person who has been given meals, housing, emotional warmth, and a sense of community by a group already feels the subtle pull of indebtedness before any demands are made. Free publications, rally tickets, starter kits, and online communities offering a feeling of welcome are all reciprocity-openers. The "gift" arrives first; the ideological ask follows when the emotional debt is established.
2. Commitment and Consistency. Once we have taken a position or made a commitment, we feel psychological pressure to remain consistent with it. Small initial commitments create the conditions for larger ones later. Propaganda exploits this through incremental escalation — beginning with requests the target is comfortable with (signing a petition, attending a meeting, sharing a post) and building toward more significant commitments. In radicalization processes, this escalation is particularly well documented. Researchers tracking online radicalization paths find that subjects typically move through a series of incremental identity-affirming steps — joining a forum, agreeing with moderate grievances, sharing increasingly extreme content — each step making the next feel like natural consistency rather than a leap. The person rarely experiences a single dramatic conversion; they experience a series of small, consistent choices that gradually relocate them in ideological space. By the time the commitment is extreme, abandoning it would require confronting the cumulative weight of everything said and done to that point.
3. Social Proof. When uncertain how to act, we look to others to determine correct behavior. The more similar those others are to us, the more influential their behavior is. Propaganda exploits this through manufactured consensus — creating the impression that "everyone" agrees, that the target's community supports a particular view, that dissent is isolated and deviant. Astroturfing is social proof engineering: creating the appearance of grassroots support through coordinated inauthentic behavior. A corporation that hires social media commenters to express enthusiasm for a policy position, a government that deploys bot networks to generate apparent public approval, a political faction that floods comment sections with coordinated talking points — all are manufacturing the social evidence that will influence genuine fence-sitters. The perception of consensus does not require actual consensus; it requires only that the audience believe the consensus exists.
4. Authority. We defer to experts and authority figures, particularly in domains where our own knowledge is limited. This is generally rational — deferring to a doctor about a diagnosis, or to an engineer about a structural question, is appropriate. The problem arises when authority is fabricated. Propaganda exploits this by manufacturing false authority: funding contrarian scientists to cast doubt on inconvenient research, dressing spokespersons in markers of expertise (white coats, official-sounding titles, impressive credentials that are never verified), or citing real authorities out of context. The tobacco industry's decades-long effort to manufacture scientific uncertainty about the health effects of smoking was an authority manipulation: not persuading scientists, but manufacturing the appearance of scientific disagreement to leverage the authority that genuine science carries.
5. Liking. We are more easily persuaded by people we like. We like people who are similar to us, who are attractive, who are familiar, who compliment us. Propaganda exploits this through relatable messengers, by framing leaders as "one of us," and through the association of messages with liked celebrities or community figures. Contemporary influencer marketing is a highly evolved liking operation: the influencer's relationship with their audience — built on parasocial intimacy, shared aesthetics, apparent authenticity — is the asset being monetized when political or commercial messaging is inserted. The audience trusts the message in part because they trust the messenger, and they trust the messenger because they like them, and they like them because of mechanisms that have nothing to do with the quality of the message itself.
6. Scarcity. We value things more when they are rare or becoming unavailable. Propaganda exploits this through urgency framing: "last chance," "they're trying to take this away from you," "act now before it's too late." The threat of loss is more powerful than the prospect of equivalent gain — a finding confirmed across dozens of psychological studies under the label of loss aversion. Electoral propaganda routinely employs scarcity framing: this is the most important election of your lifetime; if they win, everything you've built will be destroyed; there will be no second chance. The goal is not just to motivate action but to foreclose deliberation — to create the experience of urgency so acute that careful evaluation feels like a luxury no one can afford.
These six principles are not inherently manipulative. Reciprocity, social proof, and deference to genuine expertise are adaptive in most circumstances. They become tools of propaganda when they are artificially induced — when the "gift" is designed to obligate, when the "consensus" is manufactured, when the "authority" is fabricated.
7. Unity. In 2016, Cialdini added a seventh principle to the framework in his follow-up book Pre-Suasion: Unity, which he distinguishes carefully from liking. Liking is about positive affect toward a person or group. Unity is about shared identity — the sense of "we." Not "I like you" but "we are the same kind of person." Not "you have done something I admire" but "we belong to each other."
Ingrid Larsen, who had studied political communication in Copenhagen before coming to Westfield, immediately recognized what made Unity feel different from the other principles. "In Denmark we see this in the concept of fællesskab — community," she said. "It is not just that you like someone or trust them. It is that their success feels like your success. Their humiliation feels like your humiliation. The identity merges."
Webb nodded slowly. "And when identity merges," he said, "the normal psychological defenses against persuasion dissolve. You don't evaluate a claim from your tribe the way you evaluate a claim from a stranger. You feel it. You want it to be true. And if it isn't true — if the evidence contradicts your tribe's position — accepting that evidence feels like self-betrayal." He paused. "Cialdini calls Unity the most powerful principle. For propaganda purposes, he is almost certainly right. The other six principles can change what you do. Unity changes who you are."
Social Identity Theory and Group Psychology
The seventh principle of Unity leads directly to one of the most important frameworks in the social psychology of propaganda: Social Identity Theory, developed by Henri Tajfel and John Turner through research conducted in the 1970s and 1980s.
Tajfel's starting point was a puzzle. He wanted to understand the psychological roots of intergroup discrimination — the consistent tendency for members of one group to favor their own group over others, often at significant cost to themselves, and often without any history of conflict with the out-group or rational basis for the preference. His initial experiments, designed to find the minimum conditions necessary to produce discrimination, produced a startling result: virtually no conditions were sufficient to prevent it.
The minimal group paradigm, which Tajfel conducted with schoolboys in Bristol and which has since been replicated hundreds of times across cultures, works as follows. Participants are divided into groups on a completely arbitrary basis — told they prefer Klee to Kandinsky, or assigned to groups by coin flip, or divided into groups they are explicitly told are random. They never meet the members of their group. They have no shared history. There is no conflict, no competition, no prior relationship. They are then asked to allocate rewards between anonymous members of their own group and anonymous members of the other group.
The result, consistent across decades of research: people allocate more rewards to their own group even when doing so makes both groups worse off than cooperation would. They prefer to win relative to the out-group over maximizing absolute gains for themselves. The in-group/out-group distinction, even when entirely arbitrary, produces discrimination.
From this foundation, Tajfel and Turner developed Social Identity Theory, which holds that group membership is not merely a behavioral fact but a psychological one. The theory proposes three cognitive processes:
Social categorization is the first. The mind automatically and continuously classifies people — including ourselves — into social categories: in-group and out-group, us and them. This categorization is not deliberate; it operates largely below conscious awareness. When Sophia walked into Webb's seminar on the first day, her mind had already made dozens of categorizations about the people in the room before she had consciously evaluated any individual.
Social identification is the second. We do not merely observe our group memberships from the outside; we adopt them as part of our self-concept. We become, psychologically, members of the groups we belong to. A person who identifies strongly as a member of their nation, their religion, their political party, or their ethnic group does not experience criticism of that group as impersonal. They experience it as criticism of themselves. This is the mechanism Cialdini's Unity principle is describing from the persuasion side.
Social comparison is the third. We evaluate our groups — and thereby ourselves — through comparison with other groups. The aim of social comparison is to maintain a positive social identity: to see our group as superior to, or at least distinct from, the out-group in ways that reflect well on us. When straightforward comparison is not favorable, people engage in a range of strategies to restore positive distinctiveness: changing the dimensions of comparison, revaluing what the group is good at, or — the option most relevant to propaganda — rejecting the out-group's legitimacy entirely.
The propaganda applications of Social Identity Theory are extensive and systematic. Propaganda that successfully positions itself as in-group communication — as the truth that our people know, the perspective that our community shares — triggers the social identification process, causing audiences to evaluate the message not as information but as identity. Questioning the message feels like questioning the group, which feels like questioning the self.
Conversely, propaganda that successfully positions the target of its attack as out-group — as not merely wrong but alien, threatening, fundamentally different in kind — activates the social comparison drive and the resulting deprecation of out-group characteristics. Dehumanization propaganda does not begin with explicit dehumanization; it begins with categorization, amplified over time until the out-group members are cognitively processed less as individuals than as representatives of a threatening category.
Chapter 4 returns to the minimal group paradigm in depth, examining what happens when arbitrary group distinctions are reinforced with narrative, history, and threat. For now, the essential point is this: the human mind is built to process social identity in ways that make it predisposed to in-group favoritism and out-group skepticism. Propaganda does not manufacture this tendency — it inherits it and amplifies it.
"The thing that disturbs me about Tajfel's work," Tariq said during the seminar discussion of these findings, "is that it suggests the discrimination is not about the other group at all. It's about us. It's about needing to feel like we're on a winning team."
"Not quite a winning team," Webb said. "A meaningful team. A team that stands for something. Tajfel found that people are motivated by positive distinctiveness, not just superiority. They want to be different in ways that matter, not just different. That's why propaganda that offers a group a meaningful identity — we are the resistance, we are the vanguard, we are the true patriots — is so effective. It is offering people something they are psychologically organized to want."
The Neuroscience of Fear and Persuasion
The emotions most successfully exploited in propaganda are not random. Fear, disgust, and rage are among the most reliably deployed because they are among the most neurologically potent. Understanding why requires a brief excursion into the brain.
The amygdala is a small, almond-shaped structure in the temporal lobe that plays a central role in threat detection and fear response. When the amygdala detects a potential threat — whether that threat is a predator, a social humiliation, or an alarming news headline — it initiates a cascade of physiological and cognitive responses before the prefrontal cortex has had time to consciously evaluate the situation. This sequence is not a design flaw; it is the point. In environments where threats were immediate and physical, the organism that waited for deliberate evaluation before responding to the rustle in the grass was not the organism that survived.
The relationship between amygdala activation and prefrontal cortex function is directly relevant to persuasion. The prefrontal cortex is the seat of deliberative reasoning, cost-benefit analysis, perspective-taking, and the regulation of emotional responses. Research consistently shows that elevated amygdala activation is associated with decreased prefrontal cortex engagement. Fear, in other words, does not merely add an emotion to an otherwise unchanged reasoning process; it physiologically reduces the capacity for the kind of careful reasoning that would allow someone to evaluate whether the fear is warranted.
This is the neurological basis of what psychologists call the fight-flight-freeze response, and its mapping onto political behavior has been studied with increasing rigor. In conditions of fear arousal, people tend to favor strong, decisive, authoritarian responses over deliberate, procedural ones. They are more likely to endorse the suspension of civil liberties in exchange for promised security. They are more likely to accept dehumanizing characterizations of the group identified as the source of threat. The range of options that feel cognitively acceptable narrows; extreme options that would be rejected in a calm state of mind become thinkable. This narrowing is not a choice; it is a physiological consequence of the threat response.
Research conducted at the Karolinska Institute in Sweden has examined the relationship between threat sensitivity — the degree to which individuals' nervous systems respond strongly to potential threats — and political attitudes. Consistent findings across multiple studies suggest that individuals with higher physiological threat sensitivity tend toward political attitudes characterized by greater preference for security, order, established hierarchy, and social conformity, and greater skepticism of outgroups and change. This is not a claim that political conservatism is a pathology or that all threat-sensitive people are susceptible to propaganda; the findings describe tendencies within populations, not individual determinisms. What they suggest is that the psychological mechanisms underlying threat response are connected to political cognition in systematic ways — which means that propaganda designed to activate threat responses will have predictably differential effects on different parts of the population.
The implications for propaganda analysis are significant. Fear-based propaganda is not merely emotionally manipulative in the colloquial sense. It is physiologically manipulative: it operates at the level of neurological activation, altering the cognitive environment in which subsequent information is processed. When a propagandist generates fear reliably — through images of violence, crime statistics stripped of context, warnings of imminent loss, or the repeated association of a group with danger — they are not merely making an audience feel afraid. They are temporarily reducing that audience's capacity for the deliberative reasoning that would allow them to evaluate whether the fear is warranted.
Sophia found this line of research the most unsettling of anything in the course. "It means the propaganda doesn't have to be sophisticated," she said. "It just has to be scary enough."
"Correct," Webb said. "And it means that calm, rational counter-arguments presented to a frightened audience are working against the clock. The argument has to first lower the threat response enough for deliberative cognition to engage — and that is a physiological task before it is a logical one. This is why pure information campaigns often underperform against fear-based messaging. They are playing a different game on the same field."
The Elaboration Likelihood Model
Cialdini's principles describe what triggers compliance. The Elaboration Likelihood Model (ELM), developed by Richard Petty and John Cacioppo in the 1980s, describes when different persuasion approaches are effective.
The ELM proposes two routes to attitude change:
The central route involves careful, analytical processing of message content — examining the strength of arguments, evaluating the quality of evidence, considering alternative explanations. Attitude changes through the central route are generally more stable, more resistant to counter-persuasion, and more predictive of behavior.
The peripheral route involves responding to cues that are not directly related to the quality of the message — the attractiveness of the speaker, the number of arguments presented (regardless of their quality), the emotional tone, the apparent consensus. Attitude changes through the peripheral route are generally less stable and more vulnerable to subsequent persuasion.
The critical variable is elaboration — the degree to which the audience is motivated and able to think carefully about the message. When elaboration is high, the central route dominates. When elaboration is low — because of distraction, low motivation, time pressure, or message complexity — the peripheral route dominates.
Propaganda typically aims for the peripheral route, and for good reason. High-volume, high-speed information environments reduce elaboration. When people are processing hundreds of pieces of content per day — a typical social media diet — they cannot apply central-route processing to most of them. The emotional cue, the memorable image, the confident tone register instead. This is not a failure of intelligence. It is the predictable consequence of information overload.
Reactance and Persuasion Backfire
The ELM describes the conditions under which persuasion is more or less likely to succeed. But persuasion does not always succeed even when conditions appear favorable — and sometimes it produces the opposite of the intended effect. This is the phenomenon Jack Brehm identified as psychological reactance.
Reactance theory, which Brehm developed in the 1960s and which has been extensively refined since, proposes that human beings have a strong motivational drive to maintain their sense of freedom and autonomy. When that freedom is threatened — when we perceive that someone is trying to restrict our choices or coerce our attitudes — we experience a motivational state characterized by the desire to reassert autonomy. One of the most reliable ways to reassert autonomy is to adopt the opposite of the advocated position, or at minimum to resist moving in the direction the communicator intends.
Reactance is the psychological mechanism behind the boomerang effect in persuasion: the finding that, under certain conditions, an attempt to change someone's attitude causes the attitude to become more extreme in the original direction. Heavy-handed propaganda can trigger exactly this response. When a message is so transparently coercive — when the desire to manipulate is so visible — audiences who recognize the manipulation sometimes move away from the advocated position as an assertion of their psychological independence. This is one reason why totalitarian propaganda systems invest heavily in concealing their propagandistic nature: overt state propaganda, once recognized as such, generates reactive resistance.
The implications for counter-propaganda are equally important and equally counterintuitive. Aggressive debunking of false beliefs — direct, forceful confrontation with factual corrections — can trigger reactance in highly identified believers. Rather than accepting the correction, the audience experiences the correction as an attack on their autonomy and identity, and entrenches further. Research on belief perseverance and the backfire effect suggests that how you present a correction — whether it allows the audience to maintain a sense of autonomy and self-esteem, or whether it threatens these — significantly affects whether the correction is incorporated or rejected. The implication is not that debunking should be abandoned but that debunking technique matters as much as debunking content.
Online Persuasion Architecture
The psychological principles described in this chapter are not new. Reciprocity, social proof, authority, fear appeals, and identity-based reasoning have been exploited by communicators for centuries. What is new is the architecture in which these principles now operate: digital platforms designed, at a granular engineering level, to maximize engagement in ways that systematically favor emotional, peripheral-route processing over deliberate evaluation.
The concept of persuasion architecture — the way the structural design of a communication environment shapes the psychological conditions of its users — is essential for understanding contemporary propaganda. It shifts analysis from message content to platform design: not just what is being said, but what kind of mind the environment creates for receiving it.
Several specific mechanisms are worth examining in detail.
Infinite scroll and notification interruption. The mobile interface design pioneered by social media platforms around 2012 incorporates a feature with well-documented psychological effects: infinite scroll removes the natural stopping points that paginated content provides, exploiting what behavioral economists call the "just one more" tendency. Combined with notification systems designed to interrupt ongoing activity and redirect attention to the platform, these design choices create conditions of perpetual low-level distraction that are the structural enemy of System 2 processing. A user who is continuously interrupted, who never has the experience of having finished, who is perpetually pulled back into the feed before a thought can be completed — that user is systematically disadvantaged in their capacity for deliberate evaluation.
Variable reward schedules. The behavioral psychologist B.F. Skinner identified variable ratio reinforcement as the most powerful schedule for maintaining behavior: not rewards that come predictably, but rewards that come unpredictably, on a probabilistic basis. Slot machine psychology, it was eventually called. Social media engagement metrics — likes, shares, comments — operate on exactly this schedule. Checking a phone produces a reward sometimes but not always, in quantities that vary unpredictably, which is precisely the schedule most likely to produce compulsive repetition. Users who are in a state of variable-reward-seeking are not in a state of calm evaluation; they are in a state optimized for response to stimulus.
A/B testing in political advertising. The use of algorithmic optimization in political messaging has evolved significantly from the simple demographic targeting of early digital advertising. Contemporary political campaigns routinely run hundreds of message variants simultaneously — testing different images, different framings of the same claim, different emotional registers, different target audiences — and algorithmically amplifying the variants that produce the most engagement. This is, in effect, automated psychological experimentation at scale: the most psychologically effective version of a message is selected and amplified not by human judgment but by engagement metrics. The implications for propaganda analysis are significant: the messages that win this optimization process are selected not for accuracy, not for fairness, not for informational quality, but for their capacity to trigger engagement — which, as decades of research confirm, is disproportionately produced by content that triggers strong emotions, particularly outrage, fear, and disgust.
Cambridge Analytica and psychographic targeting. The Cambridge Analytica scandal of 2016–2018, in which data harvested from Facebook profiles was allegedly used to build psychographic profiles for targeted political advertising, prompted significant public concern about the potential for data-driven manipulation at scale. It is worth examining carefully what the evidence actually shows — and what was overstated.
What appears well-evidenced: Cambridge Analytica did acquire psychological data on millions of Facebook users through a third-party app, did build models that attempted to predict personality traits from social media behavior, and did use these models for targeted advertising in the 2016 U.S. presidential election and other campaigns. The company's promotional materials claimed extraordinary predictive accuracy and influence.
What the independent evidence does not support: the claim that these psychographic targeting methods were uniquely effective — that they produced persuasion effects meaningfully greater than conventional demographic targeting. Academic researchers who have examined the available data generally conclude that Cambridge Analytica's methods were neither as technically sophisticated nor as persuasively effective as the company claimed. The design community's term "dark patterns" refers to user interface choices that are designed to manipulate users into actions they would not take if the interface were neutral — pre-checked consent boxes, misleadingly worded opt-outs, subscription cancellations designed to be difficult to find. The concept extends to information environments: design choices that make it difficult to fact-check content before sharing it, interfaces that display emotional reactions before factual content, algorithmic curation that buries corrections and amplifies initial misinformation. These are not neutral technical choices; they are architectural decisions with predictable psychological effects.
Motivated Reasoning and Identity-Protective Cognition
Perhaps the most politically relevant finding in the psychology of persuasion is the phenomenon of motivated reasoning — the well-documented tendency for people to evaluate evidence not by its quality but by whether it supports what they already believe and who they already are.
Researchers Dan Kahan and colleagues have demonstrated in multiple studies that greater analytical ability does not reliably reduce susceptibility to biased reasoning about politically charged topics. In some studies, people with higher cognitive ability are more likely to engage in motivated reasoning, because they have greater capacity to construct elaborate rationalizations for preferred conclusions.
This is counterintuitive and important. The implication is not that we should give up on critical thinking. It is that analytical ability, deployed in service of protecting prior beliefs and identity commitments, is not the same as objective reasoning. The person who can build the most sophisticated case for what they already believe is not necessarily reasoning more clearly — they may be rationalizing more effectively.
Identity-protective cognition is motivated reasoning in a specific context: when factual questions become entangled with identity and group membership, people resist evidence that challenges their group's position not because they are unintelligent but because accepting that evidence feels like a betrayal of who they are. This mechanism is propaganda's most powerful ally. When a propagandist can successfully frame a factual question as an identity question — "real Americans believe X," "our community stands for Y" — they have recruited the target's own reasoning capacity in defense of the preferred conclusion.
The Role of Emotion
Emotion is not the enemy of reason. This is a common misconception worth correcting.
Antonio Damasio's research on patients with damage to the emotional processing centers of the brain found that such patients — who could reason analytically about decisions but could not attach emotional weight to outcomes — were actually worse at making decisions, not better. They became paralyzed. Emotion, in the normal case, is what makes information feel relevant and directs attention toward what matters.
The propaganda problem is not that emotion influences thinking. It is that manufactured emotion, calibrated to specific psychological triggers, can direct attention and judgment toward conclusions that serve the propagandist's interests rather than the audience's own.
Fear is the most reliable and most studied emotional trigger in the propaganda toolkit. Fear activates the amygdala, increases attention to threat-relevant information, decreases tolerance for ambiguity, and narrows the range of options that feel acceptable — in a way that specifically favors simple, strong, authoritarian responses. Propagandists who can generate fear reliably gain a cognitive advantage over audiences: fear does not make people stupid, but it makes them specifically more susceptible to the kind of simple, us-vs.-them messaging that propaganda typically offers. The neuroscience underlying this effect is examined in the preceding section; the present point is that emotional appeals are not, by their nature, illegitimate, but that specific emotional appeals — particularly those designed to activate threat responses — have predictable cognitive consequences that propagandists exploit deliberately.
Attachment, Belonging, and Vulnerability
Before examining the research in detail, it is worth asking a prior question: who is most susceptible to the persuasion mechanisms described above?
The psychological literature on propaganda and cult recruitment converges on a finding that is less comfortable than the familiar picture of susceptibility as stupidity. Intelligence is not a reliable protective factor; education is a limited one. The vulnerability that most consistently predicts susceptibility to groups offering ideological community, unconditional belonging, and simple answers to complex questions is a different kind of lack entirely: loneliness.
John Bowlby's attachment theory, developed through research on infant-caregiver relationships and extended to adult psychology through decades of subsequent work, holds that human beings have a deep, biologically rooted need for secure attachment — for relationships characterized by responsiveness, reliability, and unconditional positive regard. In early development, secure attachment is the platform from which exploration, autonomy, and risk-taking become possible: the child who knows the caregiver will be there when needed is free to venture further. When attachment is insecure — when early relationships are characterized by inconsistency, neglect, or threat — the resulting adult tends toward either anxious hypervigilance about relationships or avoidant suppression of attachment needs. Both patterns leave individuals more susceptible to groups and movements that offer what secure attachment would have provided: a reliable "home" to which one can return, unconditional acceptance, an identity that does not have to be earned through performance.
The connection to propaganda and radicalization is not merely theoretical. Research on cult recruitment — including the landmark work of Robert Lifton on thought reform and Margaret Singer on cult recruitment patterns — consistently identifies social isolation and unmet belonging needs as primary vulnerability factors. Cult recruiters are trained to identify individuals who are lonely, newly separated from communities (through relocation, bereavement, a change in life circumstances), or searching for meaning. What is offered first is not ideology; it is warmth. The ideology arrives later, gradually, once the belonging need has been activated and an attachment to the group has begun to form.
Online radicalization communities follow a strikingly similar pattern. Research on incel forums, white nationalist recruitment pipelines, and jihadist online communities consistently documents the same initial offer: a place where the recruit is recognized, welcomed, and told that their sense of alienation is not their failing but a rational response to a world that has treated them unjustly. The ideological content — the hate, the apocalypticism, the calls to violence — arrives after the belonging is established. Trying to counter these communities purely by refuting their ideology misses the mechanism: the attachment need is addressed before the ideology is offered, so the ideology becomes entangled with the only genuine sense of belonging the recruit may have.
This is the individual-psychological complement to the group-level dynamics described in Social Identity Theory. Social Identity Theory explains the cognitive machinery of in-group/out-group processing. Attachment theory explains why people who are lonely and isolated are disproportionately likely to surrender to that machinery completely — why, for some people, the group becomes not just a membership but the entire architecture of the self. Understanding this is not an exercise in victim-blaming; it is a recognition that the most effective propaganda and recruitment does not target beliefs. It targets needs.
Research Breakdown: Cialdini's Field Research

Key finding: The six influence principles identified through this research were not random techniques but systematic exploitations of cognitive shortcuts that evolved for adaptive reasons. Each principle works reliably, across cultures, because each exploits a heuristic that is genuinely useful in most circumstances.
Limitations: The original research was conducted primarily in Western, educated, industrialized, rich, democratic contexts (the WEIRD problem in psychology). Cross-cultural replication has found that the principles generalize, but their relative strength varies across cultures. Social proof, for instance, may be more powerful in higher-collectivist cultures; scarcity appeals may be more powerful in contexts of genuine material scarcity.
Why this matters for propaganda studies: Cialdini's principles are not primarily used in political propaganda — they are the standard toolkit of advertising, sales, and direct marketing. Understanding them as a unified set reveals that commercial persuasion and political propaganda are drawing from the same psychological reservoir. The line between "normal" persuasion and propaganda runs through these principles rather than around them.

The research now provides a precise mechanism: repetition does not work primarily by persuading the audience that a claim is true, but by increasing the fluency with which the claim is processed, which is then misattributed to evidence of truth. A propagandist who can ensure that a false claim reaches an audience multiple times — across different platforms, in different formulations, from different apparent sources — has gained a psychological advantage that evidence alone cannot easily overcome.

Implicit audience: American voters already anxious about nuclear war. The ad targets an existing fear rather than manufacturing a new one.
Strategic omission: No evidence is presented that Goldwater was more likely to initiate nuclear conflict than Johnson. The factual claim embedded in the emotional sequence is not supported — it is suggested. The ad ran once and was pulled after protests, but it dominated news coverage for days — arguably more effective as earned media than as a paid advertisement.
Analytical note: This ad is a landmark case in the history of political advertising because it was among the first to use extreme emotional appeals divorced from substantive factual claims. It did not lie. But it used the emotional association between an opponent and a feared outcome without the evidentiary work that a legitimate argument would require. Whether it crosses the line from legitimate advocacy into propaganda depends on how one weights intent, technique, and effect — the questions this chapter equips you to ask. Viewed through the frameworks developed in this chapter, the Daisy Ad is a near-perfect exemplar: it operates through System 1 (visceral emotional imagery), employs scarcity and loss aversion (the world is being lost), activates social identity ("all of God's children"), exploits the physiological fear response, and produces its claim through association rather than argument.
Persuasion in a Polarized Environment
The psychological frameworks described in this chapter operate within a political context, and that context matters for how they function. In highly polarized environments — in which a significant proportion of the electorate is sorted into partisan identity groups with minimal ideological overlap — the mechanics of persuasion change in important ways.
The first change concerns persuasion susceptibility across the partisan divide. When political identities are strong and partisan affiliation is closely entangled with self-concept, motivated reasoning becomes dramatically more pronounced. Research by Kahan and colleagues shows that in high-polarization conditions, new evidence that is inconsistent with a person's partisan group's position is not merely discounted — it is often processed as evidence of the opposing faction's bad faith. The audience is not simply resistant to persuasion; they actively reinterpret cross-cutting information in ways that reinforce rather than challenge prior beliefs. Under these conditions, propaganda that attempts to genuinely convert members of the opposing political tribe is expensive, difficult, and often counterproductive.
This leads to the second change, which is paradoxically an increase in propaganda effectiveness within the in-group. Preaching to the choir is not merely easier than conversion — it is, in a polarized environment, the dominant propaganda strategy. Messages directed at the base do not need to persuade; they need to activate, to affirm, to intensify. They need to increase turnout among existing supporters, deepen emotional commitment to the group's position, and raise the perceived threat from the out-group. These goals are achievable with messaging that would never persuade an independent observer but works extremely well on an audience already predisposed to believe it. The propagandist who aims at the base in a polarized environment is working with the wind at their back.
Research by Christopher Bail and colleagues at Duke, published in 2018, examined what happens when partisan social media users are exposed to cross-cutting political content — content from the opposing political party — through a targeted intervention. The study's findings ran counter to the optimistic assumption that exposure to opposing views naturally reduces polarization through the mechanism of increased understanding. In fact, Republican participants who were exposed to a liberal Twitter bot became more conservative over the study period; Democratic participants exposed to a conservative Twitter bot became more liberal, though the effect was smaller. Cross-cutting exposure, without the supportive social context that might make engaging with difference feel safe, can trigger the defensive identity-protective mechanisms described earlier, resulting in entrenchment rather than moderation.
The implications for propaganda strategy in polarized environments are direct and troubling. In a high-polarization context, targeting is more effective than broadcasting. The propagandist who identifies and activates their base is more efficient than the propagandist who tries to change minds across the divide. This is one reason why the most sophisticated contemporary political communication — both legitimate and propagandistic — has moved toward microtargeting: the goal is not a message that persuades everyone but a message that maximally activates the specific audience most likely to respond.
This also reframes the question of what propaganda is trying to do. In a polarized environment, propaganda aimed at the out-group may be less designed to persuade that out-group than to provoke reactions that confirm to the in-group that the out-group is threatening and untrustworthy. The anger provoked in the opposing faction becomes itself a signal, transmitted back to the base: "See? This is who they are." The propaganda does not need to persuade its targets. It needs only to enrage them visibly enough to serve as evidence.
Debate Framework: Does Understanding Psychology Undermine Moral Responsibility?
The question: If propaganda exploits cognitive mechanisms that operate below the level of conscious awareness, how much moral responsibility can we assign to people who fall for it?
Position A: Psychological vulnerability diminishes responsibility. If System 1 processing can be reliably triggered before System 2 can engage, if motivated reasoning recruits our analytical capacity in defense of emotionally appealing conclusions, if fear narrows our cognitive range — then people who are persuaded by propaganda are, in a meaningful sense, victims of a manipulation they could not fully resist. Holding individuals responsible for believing propaganda is like holding them responsible for a drug's effects.
Position B: Understanding psychology restores responsibility. The same research that documents these mechanisms also demonstrates that awareness of them, combined with habits of deliberate reflection, can reduce their effects. This position is supported by a growing body of intervention research.
Studies on accuracy nudges — brief prompts that ask people to consider the accuracy of content before sharing — have found significant reductions in the sharing of misinformation on social media, without requiring any fact-checking infrastructure or content moderation. The nudge works in part by redirecting attention: in normal social media use, the dominant goal is engagement (sharing interesting, emotionally resonant content); the nudge temporarily activates accuracy as a competing goal, raising elaboration and triggering more central-route processing. The effect is small but statistically robust across multiple studies and replications.
Research on lateral reading — the practice of opening new browser tabs to quickly check what other sources say about a claim before fully engaging with it, as opposed to "vertical" reading that evaluates the original source from the inside — has found that this habit, which can be taught in relatively brief training sessions, significantly improves the ability to detect misinformation and evaluate source credibility. The technique works not because it makes people smarter but because it replaces a psychologically intuitive but epistemically weak strategy (assessing plausibility from within the claim) with a more effective one (assessing credibility from the outside).
Inoculation research, developed by Sander van der Linden and colleagues, draws on an analogy to immunization: just as exposure to a weakened pathogen primes the immune system to recognize and resist the full-strength version, exposure to a weakened form of a manipulation technique — along with explanation of how the technique works — primes the cognitive system to recognize and resist the full-strength persuasion attempt. Studies on inoculation have found that brief "prebunking" interventions, which expose participants to examples of common manipulation techniques (such as appeal to false authority, emotionally manipulative framing, or scarcity urgency), with explicit labeling of the technique, reduce the effectiveness of subsequent propaganda using those techniques. The protection is not permanent and not complete, but it is real and measurable.
The implication for the debate between Position A and Position B is not that responsibility is all-or-nothing. The research on interventions — accuracy nudges, lateral reading, inoculation — demonstrates that the cognitive vulnerabilities exploited by propaganda are not fixed or deterministic. They can be reduced, if not eliminated, by habits of mind and environmental design. This suggests that the appropriate distribution of responsibility is roughly as follows: individuals bear responsibility for cultivating those habits and choosing those environments where they can; institutions bear responsibility for designing information environments that support rather than undermine those habits; and propagandists bear responsibility for the harm caused by their deliberate exploitation of the mechanisms that make those habits necessary.
Where these positions lead: Position A tends toward structural responses: fix the information environment, regulate the platforms, hold propagandists accountable. Position B tends toward individual responses: educate the audience, build critical thinking skills, practice epistemic discipline. The research now suggests both are necessary and that framing them as competing is itself a mistake.
Action Checklist: Identifying When You Are in the Peripheral Route
When processing information, the following conditions increase the likelihood that you are in peripheral route processing — responding to cues rather than content:

For your target community, ask the following three foundational questions:
1. Which of Cialdini's principles — including Unity — is most likely to be exploited in messaging targeting this community?
This question has two distinct layers, and both matter. First, which principles does the community's own leadership and culture legitimately employ? A religious congregation may use genuine reciprocity (community support in times of need) and authentic authority (clergy with real expertise in theology and tradition). A political organization may use genuine social proof (real members, real volunteers, real grassroots activity) and real commitment-building (people who have genuinely worked toward shared goals). These are not inherently manipulative; they are the normal tools of community-building.
The more important question is which of these same principles are likely to be exploited by external propagandists targeting this community. A community with strong Unity dynamics — a deep sense of "we" that encompasses values, history, and identity — is a community where messages that successfully position themselves as our truth versus their threat will find the Unity principle already primed and waiting. A community with strong authority structures — where deference to specific leaders, institutions, or texts is culturally central — is a community where manufactured authority will be especially effective, because the authority shortcut is already regularly engaged. A community with genuine material scarcity concerns is a community where scarcity appeals will land harder.
The goal of this analysis is not to make the community defensive or suspicious of its own culture. It is to identify which aspects of the community's legitimate psychology create openings that external propagandists will attempt to exploit — so that the community can develop specific awareness of those openings without dismantling the legitimate practices that make them what they are.
2. What are the conditions under which your community's members are most likely to be in peripheral route processing?
Consider media consumption habits (platform, pace, device, time of day), social contexts (are members consuming political content in group settings where social proof dynamics apply immediately?), information volume, and the specific topics on which the community is most likely to experience high emotional arousal that reduces elaboration. The conditions that push any audience toward peripheral processing are not character flaws; they are circumstances. But knowing the circumstances allows for concrete structural interventions: for instance, explicitly slowing down information processing in high-stakes contexts, or establishing community norms around verification before sharing.
3. What identity commitments in this community are most susceptible to identity-protective reasoning?
This question requires honesty and care. Every community has positions — historical, theological, political, cultural — where the identity investment is high enough that questioning them from the inside feels threatening. Identifying these positions is not the same as saying they are wrong. It is saying that precisely because the identity investment is high, these are the positions where the community is most vulnerable to motivated reasoning — and therefore where external propagandists will most effectively be able to insert claims that the community will evaluate through the identity-protective lens rather than the evidentiary one.
You do not need complete answers yet — you are building a working hypothesis that subsequent chapters will sharpen. Trust as a Persuasion Variable
All of the psychological frameworks covered in this chapter — dual-process theory, the ELM, Cialdini's principles, Social Identity Theory — depend, in ways that are not always made explicit, on a prior variable: trust. Persuasion does not occur in a vacuum. It occurs within relationships, and the central variable that defines those relationships, from a persuasion standpoint, is the level and quality of trust between the communicator and the audience.
Trust is both the condition that makes persuasion possible and the primary resource that propagandists either exploit or destroy. Understanding its structure is therefore not supplementary to the frameworks already examined — it is foundational to all of them.
The components of trust. Social psychologists have decomposed interpersonal and institutional trust into several distinct components that function somewhat independently. The most widely used framework, developed through decades of research in organizational psychology, distinguishes three core dimensions: competence (does this source know what they are talking about?), benevolence (does this source have my interests at heart?), and integrity (does this source behave according to consistent, principled standards?). Research by McKnight and Chervany and, separately, by Mayer, Davis, and Schoorman found that these three components predict trust across a wide range of relational contexts — from employer-employee relationships to citizen-institution relationships to consumer-brand relationships — and that they are not always correlated. A source can be perceived as highly competent but low in benevolence (the technically expert institution that serves its own interests). A source can be high in integrity but perceived as lacking competence (the honest but poorly informed friend). Each combination produces different persuasion dynamics.
For propaganda analysis, the most consequential distinction is between competence-based trust and benevolence-based trust. Cialdini's authority principle primarily exploits competence-based trust: the source appears expert, therefore the audience extends credibility to their claims. The Unity principle, as well as the social proof and liking principles, primarily exploits benevolence-based trust: the source is perceived as one of us, as sharing our interests, as genuinely caring about outcomes we care about. These are different mechanisms, and they are vulnerable to different forms of manipulation and different forms of critical counter-response.
How propaganda exploits trust. Propaganda operates on trust through two mechanisms that appear contradictory but are often deployed simultaneously.
The first mechanism is trust capture: the propagandist succeeds in positioning themselves or their message within the audience's existing trust network. This is why astroturfing — the manufacture of fake grassroots support — is such a persistent propaganda technique. A message delivered by an apparently organic community member exploits the benevolence-dimension of trust far more effectively than the same message delivered by an identifiable institutional actor. It does not appear as persuasion from outside; it appears as shared belief from within. The operation of the Unity principle depends entirely on trust capture: the propagandist has succeeded in being perceived as genuinely part of the community, which means that messages from that apparent insider carry the full weight of in-group trust.
The second mechanism is trust destruction: the propagandist targets the audience's trust in competing sources — independent journalism, scientific institutions, electoral authorities, civic organizations — with the goal of eliminating alternative epistemic anchors. If the audience does not trust any source except the propagandist's preferred network, then counter-evidence from outside that network carries no persuasive weight. Research by Kathleen Hall Jamieson and colleagues documented this as a central feature of sophisticated disinformation operations: rather than making a single false claim and defending it, the operation systematically attacked the credibility of any institution that might credibly challenge its claims, creating an information environment where only in-group sources were trusted and everything else was categorized as suspect.
These two mechanisms work in partnership. Trust capture builds a protected channel for the propagandist's messages. Trust destruction eliminates the competing channels that might provide corrective information. The result is not merely that the audience believes false claims — it is that the audience has lost the evaluative infrastructure that would allow them to detect the falsity.
Trust, source credibility, and the Hovland legacy. The relationship between source credibility and persuasion was one of the earliest empirical questions in communication research. Carl Hovland's Yale Communication and Attitude Change Program, running from the late 1940s through the 1950s, established that source credibility — their perceived expertise and trustworthiness — was a significant independent variable in persuasion: the same message attributed to a high-credibility source produced more attitude change than the same message attributed to a low-credibility source. This is now a textbook finding, but two of its complications are less often emphasized.
First, Hovland and Weiss (1951) found a sleeper effect: the credibility advantage of a high-credibility source faded over time, while the persuasive advantage of the message itself persisted. Audiences remembered the content but forgot (or dissociated) the source. This has direct implications for propaganda: a message that is successfully placed in a trusted channel produces attitude change that may outlast awareness of that channel. Even if the audience later discovers that the original source was propagandistic, the attitude change may have already occurred and stabilized.
Second, Petty and Cacioppo's ELM research found that source credibility functions primarily as a peripheral cue — it influences persuasion most under low-elaboration conditions. When audiences are motivated and able to carefully evaluate the content of a message, source credibility matters less (because the audience is evaluating the argument, not just the source). When audiences are in peripheral processing — tired, distracted, emotionally activated, in low-stakes information scanning — source credibility becomes the primary determinant of persuasion. This is precisely why trust destruction is so effective as a propaganda strategy: it ensures that even when audiences do encounter accurate information from credible institutions, the institutional credibility cue — the peripheral shortcut that would normally route the message toward acceptance — has been disabled.
Institutional versus interpersonal trust. There is an important distinction between trust in individuals and trust in institutions that is directly relevant to contemporary propaganda. Research by Edelman, Pew, and other polling organizations has documented a decades-long decline in institutional trust in most Western democracies — trust in government, mainstream media, scientific institutions, and electoral systems has fallen significantly since the 1960s. This decline is not uniform across demographic groups and is subject to dispute about causes, but its existence is well-documented.
The propaganda-relevant implication is that a population with lower institutional trust and maintained interpersonal trust is more, not less, susceptible to certain forms of influence. When institutional trust is high, the information environment has multiple competing credibility anchors — the government, established media, credentialed experts — that provide some check on any single source's ability to monopolize the information environment. When institutional trust collapses while interpersonal trust within communities remains high, those communities become more reliant on in-group information networks for evaluation of claims — networks that are more susceptible to the Unity exploitation described above, and less resilient against the trust-capture strategies that insert propagandistic content into the in-group channel while appearing to be in-group members.
This is not an argument for uncritical deference to institutions. Institutions earn and lose trust through their actual behavior, and much institutional distrust reflects genuine failures of accountability. The analytical point is more specific: whatever the causes of institutional trust decline, its effect on the information environment is to reduce the diversity of credibility anchors available to audiences, increasing dependence on narrower, more capturable trust networks. Propagandists benefit from that dependence regardless of whether they contributed to creating it.
Sophia raised this point after class with Tariq. "It feels like a trap," she said. "If you trust institutions, you're dependent on institutions that might manipulate you. If you don't trust them, you're dependent on smaller networks that are easier to infiltrate."
"Right," Tariq said. "Which is maybe why the goal isn't to find a perfectly trustworthy source. It's to maintain enough diversity of sources that no single network can capture your whole information environment."
It was, he admitted, easier to say than to do. Most people do not have the time, attention, or inclination to maintain deliberate diversity in their information ecosystems. That gap between the ideal and the realistic is where propaganda lives.
Chapter Summary
Webb spent the final ten minutes of class in a way that his students had begun to expect: with questions rather than conclusions.
"Let me tell you what you now know," he said, "and what you don't know yet."
He moved through the frameworks. Dual-process theory explains how propaganda reaches the mind — by targeting System 1 before System 2 can engage. Cialdini's seven principles explain what psychological levers are being pulled. Social Identity Theory explains why group membership makes people specifically vulnerable to in-group messaging. The neuroscience of fear explains why fear-based propaganda has physiological as well as psychological effects. The ELM explains when different approaches work. Motivated reasoning explains why intelligent people are not automatically protected. Attachment theory explains who is most vulnerable, and why. The Pennycook et al. findings explain why repetition works mechanistically, beyond mere familiarity. The polarization research explains why contemporary propaganda so often aims at activation rather than conversion.
What holds these frameworks together, Webb said, is that they all point in the same direction: propaganda is not primarily a problem of bad information entering otherwise-functional minds. It is a problem of human cognitive architecture being exploited systematically by sophisticated actors with significant resources and strong incentives. The information environment has never been more saturated, the targeting of messages has never been more precise, and the design of the platforms through which information now flows has never been more attentive to keeping engagement high at the cost of keeping deliberation possible. The psychological vulnerabilities exploited by propagandists have always existed. What is new is the scale, speed, and engineering precision with which they are now exploited.
This framing matters, Webb said, because it resists two equally unproductive responses. The first is fatalism: if the mind is this manipulable and the system is this powerful, resistance is futile, and the only honest response is despair. The second is complacency: I know about these mechanisms, so I am protected from them. Neither response is accurate. The mind is manipulable under specific conditions, most of which can be identified and some of which can be changed. Awareness does not immunize; it equips. The difference between a person who has studied these mechanisms and a person who has not is not that the former is never deceived. It is that the former has more resources for recovery — for noticing, correcting, and asking better questions the next time.
Ingrid raised her hand. "In Denmark we study what is called 'medie kritik' — media criticism — in secondary school. But when I look at the research you've described, I'm not sure it makes much difference, because most of the manipulation happens before we even engage critically. So what is the point of the class, in the end?"
It was the most direct form of the question Tariq had asked on the second day. Webb did not dismiss it.
"The point of the class," he said, "is not to make you safe. It is to make you honest. Honest about what is happening to you and around you. Honest about the conditions under which you believe things, and whether those conditions are epistemically trustworthy. Honest about the ways in which your own group identity shapes your access to evidence. That kind of honesty won't stop you from being manipulated. But it will — if you practice it — make you harder to manipulate completely. And in a world where propaganda depends on reliable, predictable responses, being slightly harder to predict, slightly more self-aware, slightly more willing to sit with uncertainty — that is not nothing."
"What you don't know yet," he said, "is how these principles have been operationalized historically — what specific techniques have been developed, tested, and refined. That is what the rest of this course examines." He paused. "I want to leave you with one caution. The temptation when you learn about these mechanisms is to believe that you are now immune — that awareness equals protection. The research says otherwise. What awareness gives you is not immunity. It is a slightly longer lag between the stimulus and your response. A slight widening of the gap between what you feel and what you conclude. That gap is where your judgment lives. That gap is what we are trying to protect."
Sophia walked out into the afternoon with Tariq. The campus was bright and ordinary. Her phone buzzed — a news notification, an outrage trigger, something on fire somewhere. She noticed that she wanted to feel the outrage before she had read the article. She noticed it.
It wasn't immunity. But it was something.
