The dominant justification for professional fact-checking is that correcting false information improves the accuracy of public beliefs and thereby improves the quality of democratic decision-making. This justification has significant empirical support — as Chapter 32 documents, the weight of the research evidence suggests corrections generally reduce belief in false claims. But the research literature also documents specific conditions under which corrections fail, produce unexpected results, or — most troublingly — appear to reinforce the false claims they are designed to rebut. Case 1: The "Death Panel" Claim and Identity-Protective Cognition
In the summer of 2009, former Alaska Governor Sarah Palin posted a Facebook message claiming that the Affordable Care Act contained provisions that would create "death panels" — government bodies that would decide whether elderly or disabled patients deserved medical care. PolitiFact rated the claim "Pants on Fire" (its rating for claims that are wildly inaccurate) and a range of health policy experts, news organizations, and Obama administration officials directly refuted it. Major newspaper fact-checkers labeled it false. PolitiFact later named it its "Lie of the Year" for 2009.
The claim, despite this refutation, remained widely believed. A Kaiser Family Foundation poll in September 2009 found that 30 percent of seniors believed the death panel claim was true. A Washington Post/ABC News poll found that over half of Americans questioned whether the reform legislation was being truthfully described by the administration. Follow-up polling years later found that significant minorities of the American public continued to believe in death panel provisions that did not exist.
What happened? The death panel case is an instance of identity-protective cognition operating at scale. For many opponents of the Affordable Care Act, the death panel claim served a function beyond its literal content: it crystallized anxieties about government power, distrust of the Obama administration, and fear about healthcare rationing. When fact-checkers labeled the claim false, they were not just correcting a factual error; they were — from the perspective of believers — dismissing a legitimate fear. The correction was experienced as an attack rather than an information update.
Research by Brendan Nyhan and colleagues on this specific case found that exposure to the fact-check did not produce the classic backfire effect — it did not actually increase belief in death panels. But it did increase negative evaluations of the Obama administration among respondents who were already skeptical of it. The correction produced attitude polarization even where it failed to change the specific belief targeted.
The lesson is subtle: "corrections work" and "corrections have no negative effects" are not the same claim. Corrections can reduce specific false beliefs while simultaneously activating defensive responses that increase overall resistance to correction or increase hostility toward the institutions doing the correcting.
Case 2: Corrections and the Amplification of Low-Credibility Claims
In 2016, various fringe websites began circulating a claim that a Washington, D.C., pizza restaurant was serving as a front for a child sex trafficking operation involving prominent Democratic politicians. The claim — which became known as "Pizzagate" — was not only false but demonstrably, provably false: the restaurant did not have a basement (where the alleged crimes were supposed to be taking place), and the social media posts that allegedly documented the conspiracy were obvious misreadings of context-free email excerpts.
Mainstream news organizations and fact-checkers debunked the claim extensively. The debunking received substantial coverage — arguably more coverage than the original claim. Yet in December 2016, a man drove from North Carolina to the restaurant and fired multiple shots, searching for the non-existent tunnels in which the victims were supposedly held.
The amplification paradox. The Pizzagate case illustrates a variant of the framing problem from a different direction. The original conspiracy claim was circulating primarily in online communities that mainstream news audiences did not frequent. The extensive fact-checking coverage — which necessarily described the claim in detail in order to debunk it — introduced the claim to a much wider audience than it had originally reached.
Not everyone in that wider audience had the same processing response to the coverage. For most readers, the coverage conveyed that the claim was false and absurd. For a subset of readers who were already primed to distrust mainstream media, the extensive coverage may have registered as evidence of the story's significance (why would they spend so much time debunking it if it weren't threatening?) while the source doing the coverage — mainstream journalism — was already discredited in their information environment.
This is not an argument that fact-checking Pizzagate was wrong. The alternative — allowing the claim to circulate without rebuttal — would likely have been worse. But it illustrates that correction amplification is a real phenomenon with measurable potential consequences, and that the tactical decision about how to correct, where to correct, and for whom the correction is designed matters as much as the decision to correct at all.
Case 3: The "Tobacco Science" Problem and Institutional Credibility Laundering
The Big Tobacco case, referenced throughout Chapter 32, provides the most historically significant example of the limits of fact-checking's underlying epistemological model: the assumption that verifiable factual claims can be settled by reference to evidence.
Beginning in the 1950s, the tobacco industry implemented a strategic campaign to manufacture scientific uncertainty about the causal link between cigarette smoking and lung cancer. The strategy, documented in detail in the "Tobacco Papers" (industry documents revealed through litigation in the 1990s), did not involve denying that the research existed. It involved producing counter-research: funding scientists and research institutes to conduct studies that questioned or complicated the link, publishing that research in legitimate scientific journals, and then citing that research as evidence of "scientific controversy."
From the perspective of a contemporary fact-checker evaluating the claim "smoking causes lung cancer," the information environment created by this strategy presented a problem. The claim was supported by a large and growing body of independent peer-reviewed research. It was questioned by a smaller body of research that was, in fact, industry-funded and methodologically motivated — but this funding relationship was not disclosed in publications. A fact-checker using "what does the peer-reviewed literature say?" as the evidentiary standard would find: a majority of studies supporting the causal claim, and a minority of studies questioning it. The honest conclusion, under normal epistemic norms, would be: "The scientific evidence strongly supports this claim, though some studies question specific aspects of the mechanism."
That conclusion — technically accurate, appropriately hedged — served the tobacco industry's interests better than an unqualified affirmation of the causal claim. The "both sides" framing it generated in science journalism maintained the perception of ongoing controversy long after the scientific consensus had solidified. The fact-checking model — assess the evidence as presented in the scientific literature — was operating in an environment where the evidence itself had been systematically manipulated.
The institutional credibility laundering problem. The Tobacco Science case reveals a vulnerability in fact-checking that is difficult to address through methodological improvement: when bad actors corrupt the epistemic infrastructure that fact-checking relies on — the peer-reviewed literature, the expert consensus, the institutional source — fact-checking cannot operate independently of that corruption. It becomes a transmission mechanism for the manipulation rather than a check on it.
This problem has direct contemporary relevance. Climate denial, vaccine skepticism, and challenges to dietary science have all involved the strategic production of credibility-laundered counter-research. The fact-checker who relies on "what do peer-reviewed studies say?" as the gold standard is still vulnerable to the "manufactured doubt" strategy if they do not also investigate the funding ecosystem, the publication histories, and the institutional relationships of the studies they cite.
Synthesis: What These Cases Tell Us
These three cases are not counterarguments to fact-checking. They are arguments for more sophisticated fact-checking — and for a realistic understanding of what fact-checking can and cannot do.
First, corrections that are factually accurate can produce identity-protective responses that increase political polarization even while reducing specific false beliefs. This means fact-checkers need to be attentive to the affective and identity dimensions of the claims they investigate, not just their literal content. Inoculation framing, autonomy-preserving language, and correction from trusted rather than distrusted sources are evidence-based mitigations.
Second, amplification risk is real. High-profile corrections of low-circulation false claims can increase the claim's overall audience size. Tactical decisions about when, where, and how to correct — and for whom a given correction is designed — are consequential choices that methodological rigor alone does not answer.
Third, the epistemic infrastructure that fact-checking depends on — peer-reviewed research, expert consensus, official data — is itself a target of strategic manipulation by sophisticated actors. Fact-checkers who do not include funding tracing and institutional analysis in their methodology are vulnerable to being used as amplifiers of credibility-laundered misinformation rather than as checks on it.
None of these limits makes professional fact-checking worthless. They make it limited in specific, understandable ways — and those limits are the starting point for designing more effective interventions.
