The text beneath him read: "More Doctors Smoke Camels Than Any Other Cigarette." The year: 1946. The company: R.J. Reynolds Tobacco.
The seminar room at Hartwell University was quiet. Most of the students in Ingrid's graduate colloquium on European regulatory approaches to health misinformation had seen images like this before — in history classes, in documentary films, in satirical montages. They thought they knew what to make of it. The doctor in the advertisement was a relic, a curio from a less sophisticated time.
Then Ingrid clicked to the next slide.
This one was in full color, high-resolution, shot with the warm-toned aesthetic of contemporary wellness content. A young woman with clear skin and a confident smile — her Instagram bio listed an MD from a prestigious medical school — held up a supplement bottle. The post had 47,000 likes. The caption explained that she had been taking this particular formulation of adaptogens and collagen peptides for six months and that her patients, energy levels, and skin had all improved dramatically. A small tag at the bottom, easy to miss: #ad.
Ingrid let the two images sit side by side.
"Different century," she said. "Same technique."
She advanced to the next slide, which showed the architecture behind the second image: the influencer's agency, the supplement company's funding structure, the clinical evidence for the product — which did not exist — and the regulatory gap that permitted the post to run without challenge. A doctor's credentials, real ones, had been deployed not to inform but to transfer the authority earned in medical school onto a claim that medical school would never have taught her to make.
"The white coat," Ingrid said, "does not travel with the doctor. It travels with whoever is holding the camera."
She had been studying this for three years — the specific ways that authority signals migrate from genuine to manufactured contexts, how the brain's evolved deference to expertise gets reverse-engineered into a delivery mechanism for misinformation. The European regulatory framework she was analyzing tried to address this gap: mandatory disclosure for paid health claims, credential verification requirements for medical influencers, fines that matched advertising revenue. The American framework did not.
But regulations were downstream of the psychological mechanism. To understand why regulations were needed at all — and why they were so difficult to enforce — you had to understand why the white coat worked in the first place.
That was where the chapter began.
Why Authority Works: The Expertise Heuristic and Its Exploitation
The capacity to defer to expertise is not a flaw in human reasoning. It is one of its most valuable features.
No individual human being can verify, from first principles, more than a tiny fraction of the claims on which their daily life depends. The person who drives to work trusts engineers they have never met to have designed a safe vehicle, chemists they will never know to have refined fuel that will not explode, civil engineers to have built a road that will not collapse. The person who takes a prescribed medication trusts a physician, a pharmacologist, a clinical trial team, a regulatory body, and a pharmaceutical manufacturer — a chain of expertise that stretches back decades and across continents — to have established that the medication will help more than it will harm.
This reliance is not naivety. It is rational. In a world of irreducible complexity and specialization, deferring to those with verified expertise in their domains allows individuals to function without devoting their lives to independent verification of every factual claim. The alternative — demanding personal expertise before extending any trust — would make coordinated civilization impossible.
The psychologist Robert Cialdini, whose taxonomy of influence principles was introduced in Chapter 2, identified authority as one of his six core mechanisms of persuasion. The authority principle holds that people are inclined to comply with the directives and accept the claims of those they perceive as legitimate authorities — experts, officials, persons with visible markers of institutional standing. Cialdini documented compliance effects from superficial authority markers: wearing a uniform increased compliance in requests, using formal titles increased the perceived credibility of claims, citing institutional affiliations substantially elevated the persuasive weight of arguments.
These effects are not the result of deliberate, conscious reasoning. They operate through what Kahneman's dual-process framework (Chapter 2) describes as System 1 — fast, automatic, pattern-matching cognition that uses heuristics to reach conclusions without effortful analysis. The expertise heuristic runs something like: this person has markers of authority in this domain, therefore their claims in this domain are likely to be true. For most decisions, in most contexts, this heuristic serves us well. It is when the markers of authority are detached from the substance of genuine expertise that the heuristic becomes a vulnerability.
Stanley Milgram's obedience experiments, conducted at Yale University between 1961 and 1963, provided the most disturbing evidence of how far authority compliance could extend. Milgram told participants they were involved in a study of learning and memory. A confederate posing as a fellow participant was assigned the role of "learner" and strapped into a chair in an adjacent room. The real participant, designated "teacher," was instructed by an experimenter in a gray laboratory coat to administer electric shocks of increasing intensity each time the learner gave a wrong answer. The shocks were not real, but the participants did not know this. The shock generator had clearly labeled switches running from 15 volts (labeled "Slight Shock") to 450 volts (labeled "XXX," beyond "Danger: Severe Shock").
Milgram expected that participants would refuse well before reaching dangerous voltages. He asked colleagues and psychiatric professionals to predict the rate of compliance; most estimated that fewer than 1 percent would reach the maximum voltage. In the baseline condition, 65 percent did. The experimenter's authority — a scientist in an institutional setting, giving calmly insistent instructions — was sufficient to induce the majority of ordinary people to administer what they believed were potentially lethal shocks to a screaming stranger.
Milgram theorized that participants entered what he called the "agentic state" — a psychological mode in which individuals perceive themselves as instruments of a legitimate authority's will rather than as autonomous moral agents. Responsibility, in this state, felt as though it had been transferred upward to the authority figure. This mechanism is not unique to experimental settings. It describes a broad tendency in human social behavior: when legitimate authority directs, the individual's sense of personal moral agency is suppressed.
For propaganda purposes, the exploitation of this tendency does not require coercion. It requires only that authority signals be present — the lab coat, the institutional letterhead, the professional title, the credential cited in small print. When these signals are genuine, deference serves its proper function. When they are manufactured or borrowed from contexts where they were earned to contexts where they do not apply, they become instruments of manipulation.
The challenge is that distinguishing manufactured from genuine authority requires exactly the kind of effortful, analytical System 2 reasoning that authority signals are designed to bypass.
The anthropological and evolutionary backdrop to this challenge is worth briefly considering, because it helps explain why the authority heuristic is so robust and so difficult to consciously override. Human societies have depended on the transmission of specialized knowledge across generations for all of recorded history and deep into the prehistoric past. The elders who knew where water sources were located in drought years, the healers who understood which plants reduced fever, the navigators who could read weather and currents — these specialists held knowledge that their communities could not afford to discount. The cognitive systems that enabled rapid, low-cost deference to recognized domain experts were adaptive. They allowed communities to act effectively on knowledge they could not individually verify.
The challenge of the modern information environment is not that this adaptive mechanism has failed, but that the environment has changed faster than the mechanism can adapt to. The expert signals that were reliably correlated with domain knowledge in ancestral environments — institutional membership, recognized social standing, accumulated demonstrated competence — can now be manufactured, borrowed, and deployed at scale by actors whose relationship to genuine expertise is far weaker than the signals imply. The mechanism has not changed; the signal environment has.
There is a further dimension of the authority heuristic that is specifically relevant to the manufactured doubt context: the relationship between authority and uncertainty. When a question is simple and the evidence is clear, authority figures are not needed to resolve it — the evidence itself provides resolution. Authority is most influential precisely when questions are technically complex and the evidence is difficult for non-specialists to directly evaluate. This is the specific condition under which manufactured doubt campaigns operate. They select questions where the evidence requires specialized knowledge to interpret — the dose-response relationships in tobacco carcinogenesis, the attribution methodology in climate science, the immunological mechanisms of vaccine-induced immunity — and deploy authority figures who can appear to engage with that technical complexity while leading audiences to contrary conclusions. The authority is most needed, and most effective, exactly where genuine expertise is most genuinely required to evaluate competing claims.
The Anatomy of False Expertise: How It Is Manufactured
False expertise is not a single thing. It exists on a spectrum, and understanding that spectrum is essential to detecting it.
At one end sits genuine authority: credentials earned through verifiable institutional processes, in the relevant domain, without undisclosed conflicts of interest. A cardiologist who publishes peer-reviewed research on cardiovascular disease and recommends exercise and dietary intervention is exercising genuine authority. A climate scientist who has spent twenty years studying atmospheric chemistry and testifies before Congress about greenhouse gas concentrations is exercising genuine authority.
Moving along the spectrum, we encounter compromised authority: genuine credentials in the relevant domain, but with undisclosed or underweighted conflicts of interest that systematically bias the expert's public claims. A physician who publishes papers questioning statin safety while receiving consulting fees from supplement companies has genuine credentials, but those credentials are being deployed in the service of undisclosed financial interests. The expertise is real; the neutrality is not.
Further along still is borrowed authority: real credentials in one domain, applied to claims in a different domain where those credentials do not confer expertise. The Nobel laureate in chemistry who opines on evolutionary biology has genuine expertise — just not in the domain in question. The celebrity with a medical degree who promotes an investment strategy has genuine credentials — but not for financial advice. Borrowed authority exploits the heuristic by providing the credential signal while stripping away its domain-specific meaning.
At the far end sits manufactured authority: fabricated or fraudulently misrepresented credentials, institutions that exist only on paper, research that was ghost-written by industry scientists and published under independent academic names, and institutional affiliations that have been fabricated or inflated beyond what the underlying relationship justifies.
The specific tactics of authority manufacture are numerous. Credential inflation takes real but modest qualifications — a certificate course, a brief professional membership — and presents them with titles that imply something more substantial. Institutional fabrication involves creating organizations with impressive names ("The Institute for Science and Medicine," "The Global Health Research Consortium") that exist primarily to provide authoritative-sounding affiliations for industry-funded spokespeople. Ghost-written research is the practice, documented extensively in the tobacco and pharmaceutical industries, of having industry scientists produce papers that are then published under the names of academic researchers who receive payments for lending their names and institutional affiliations. Funding laundering routes industry money through intermediate foundations and think tanks before it reaches the researchers, creating distance between the funder and the funded conclusion.
The science studies scholar Naomi Oreskes and her co-author Erik Conway developed what they called the FLICC taxonomy — an acronym for the five most common techniques of science denial that exploit false expertise. The five are: False balance (presenting a tiny minority scientific position as equivalent to an overwhelming consensus), Logical fallacies (using formally invalid arguments to challenge scientific findings), Impossible expectations (demanding standards of certainty that science cannot and was never designed to provide), Cherry-picking (selecting individual studies or data points that support the preferred conclusion while ignoring the body of evidence), and Conspiracy theories (explaining away the scientific consensus by alleging coordinated fraud or bias among mainstream researchers). Each of these techniques has been deployed at industrial scale in specific historical cases — cases that illuminate the manufactured doubt strategy from its origins.
A note on the spectrum and its movement. False expertise rarely presents itself at the manufactured end of the spectrum. Propaganda is most effective when the authority manipulation is least visible. The most effective manufactured doubt campaigns have operated through genuinely credentialed scientists who genuinely had some scientific objections to specific aspects of the consensus — scientists whose position could be represented as legitimate scientific dissent rather than manufactured controversy. The funding relationship was what moved them along the spectrum from genuine to compromised authority; the strategic selection and amplification of their specific objections was what made them useful to the industry. This means that the detection challenge is not primarily to identify outright frauds — though those exist — but to identify the subtler pattern of genuine credentials combined with undisclosed interests and domain-inappropriate deployment. The six-step verification checklist at the end of this chapter addresses precisely this challenge.
Historical Timeline: The Manufactured Doubt Strategy, 1950–2010
Understanding the manufactured doubt strategy as it evolved across half a century helps reveal its remarkable consistency and its institutional durability.
1950: Doll and Hill publish their landmark case-control study establishing the statistical link between cigarette smoking and lung cancer. Wynder and Graham publish a concurrent study in the United States. The scientific picture begins to converge.
1952–1953: Ernst Wynder's experimental evidence that cigarette smoke condensate causes cancer in mice appears. Reader's Digest publishes "Cancer by the Carton," bringing the scientific findings to a mass audience. Public concern about smoking and health rises significantly.
1954: The major tobacco companies coordinate to publish the "Frank Statement to Cigarette Smokers," establishing the principle that the science is "unsettled" and pledging independent research. The Tobacco Industry Research Committee (TIRC) is formed, providing the institutional infrastructure for manufactured scientific authority.
1964: The U.S. Surgeon General's Advisory Committee report: "Cigarette smoking is a cause of lung cancer." The scientific consensus is now formally endorsed by the federal government's chief medical officer. The industry's manufactured doubt campaign intensifies in response.
1965: The Federal Cigarette Labeling and Advertising Act requires warning labels — but the initial warning language is weaker than the public health community sought, a product partly of industry lobbying using manufactured scientific uncertainty.
1969: The Brown & Williamson "Doubt Is Our Product" memo is written, articulating the manufactured doubt strategy in explicit terms that will not become public for decades.
1989: The Global Climate Coalition is established, extending the tobacco playbook to the emerging challenge of climate science.
1990s: Naomi Oreskes begins the archival research that will establish the connection between tobacco scientists and climate scientists.

2010: Oreskes and Conway publish Merchants of Doubt, completing the archival case that the same network of scientists had moved across multiple manufactured doubt campaigns.
Big Tobacco: The Original Manufactured Doubt Machine
To understand false expertise as a propaganda tool, there is no more instructive case than the tobacco industry's response to the emerging scientific consensus on smoking and cancer in the 1950s and 1960s. What the industry developed during those two decades was not merely a defensive public relations strategy. It was a template — a systematic, documented methodology for using manufactured scientific doubt to delay regulatory action — that was subsequently adopted by industries facing inconvenient scientific findings for the next half-century.
The scientific picture in the early 1950s was becoming uncomfortable for the tobacco industry. Richard Doll and Austin Bradford Hill published their landmark case-control study in 1950, establishing a statistical association between cigarette smoking and lung cancer of a magnitude that was difficult to explain by any alternative hypothesis. Wynder and Graham published a similar study in the United States in the same year. By 1952, Ernst Wynder, Evarts Graham, and Adele Croninger had produced experimental evidence that cigarette smoke condensate caused cancer in mice. The epidemiological evidence was accumulating rapidly; the biological plausibility of the link was being established. A 1954 American Cancer Society prospective study of 187,000 men confirmed and strengthened the association.
The industry faced a strategic problem. The science was not yet conclusive in the sense of being unambiguously proven beyond all alternative explanations — as science rarely is in its early stages. But it was credible, accumulating, and alarming enough that ordinary smokers and their physicians were beginning to pay attention. Something had to be done not to disprove the science — that was not achievable — but to forestall its social and regulatory consequences.
The instrument chosen was doubt.
On January 4, 1954, the major American tobacco companies published a full-page advertisement in 448 newspapers across the United States. It was titled "A Frank Statement to Cigarette Smokers." The document is worth reading carefully, because it established several patterns that would recur for decades.
The Frank Statement acknowledged that reports linking tobacco to cancer had "given wide publicity to a theory that cigarette smoking is in some way linked with lung cancer." It characterized this as an "hypothesis" and stated that "distinguished authorities" had pointed out that the evidence was "not regarded as conclusive." It then made a series of commitments: the industry would fund independent research into the question; it would make all research findings available to the public; it would "cooperate closely" with public health officials.
The Frank Statement had several functions simultaneously. It managed immediate public alarm by framing the scientific findings as a "theory" — invoking the word in its colloquial sense (a guess, a speculation) rather than its scientific sense (a well-evidenced explanatory framework). It repositioned the industry as a responsible actor taking the concern seriously rather than dismissing it. And it created the apparatus of an ostensibly independent scientific investigation — the Tobacco Industry Research Committee (TIRC), which became the Council for Tobacco Research — that would provide the institutional foundation for the manufactured doubt campaign.
The TIRC was nominally independent. It had a scientific advisory board composed of respected scientists. It funded genuine research. But it was funded entirely by the tobacco industry and operated with the tobacco industry's strategic interests as its orienting concern. Documents subsequently obtained through litigation showed that the TIRC's primary function was not to discover the truth about tobacco and health but to generate scientific activity and scientific-sounding claims that could be cited to support the position that the science was unsettled.
The manufactured doubt strategy became explicit in a 1969 internal memorandum produced by Brown & Williamson, one of the major tobacco companies. The memo, addressed to the company's president, set out the communications strategy in language of unusual candor. The key passage read:
"Doubt is our product since it is the best means of competing with the 'body of fact' that exists in the mind of the general public. It is also the means of establishing a controversy."
This is the clearest surviving statement of the manufactured doubt strategy as an explicit, deliberate methodology. The author did not claim that the evidence linking tobacco to cancer was false. The goal was not to disprove the evidence. The goal was to establish a controversy where, from a scientific standpoint, the evidence was rapidly converging on a conclusion. The instrument of that controversy was doubt — manufactured through recruited scientists, funded research, institutional infrastructure, and media amplification.
The industry's approach to recruiting scientists was sophisticated. It did not seek out frauds or incompetents. It sought out credentialed, published scientists who had, for whatever combination of reasons, a skeptical disposition toward the emerging consensus on tobacco and health. Some had genuine scientific objections to aspects of the methodology. Some had financial motivations. Some had temperamental inclinations toward contrarianism. The industry funded these scientists through grants, speaking fees, consulting contracts, and publication support — providing them with the resources to produce and disseminate their heterodox views.
The result was a minority scientific position that could be amplified far beyond its proportional representation in the scientific community. Even if the consensus among oncologists, epidemiologists, and public health researchers was running at 95 percent in favor of the tobacco-cancer link, a handful of credentialed, published skeptics — funded and supported by the industry — could be deployed to testify before Congress, to appear on television, and to be cited in press releases as evidence that "scientists disagree."
The "controversy" thus constructed was not a genuine scientific controversy. It was a social and institutional artifact, manufactured by strategic investment in a small number of credentialed dissenters. But it was effective. The industry successfully delayed major federal regulatory action on cigarette advertising and warning labels for years, and succeeded in creating sufficient public confusion to sustain tobacco consumption at levels that, by subsequent health analyses, resulted in hundreds of thousands of preventable deaths.
The tobacco playbook did not remain confined to tobacco. The same strategic approach — the same deployment of funded contrarian experts, the same institutional infrastructure of ostensibly independent research organizations, the same media strategy of promoting doubt rather than disproving the consensus — was subsequently used by the lead industry to dispute the evidence that leaded gasoline and lead paint caused cognitive damage in children; by the asbestos industry to dispute the evidence that asbestos caused mesothelioma; by the chemical industry to dispute evidence of pesticide toxicity; and, most consequentially in terms of global stakes, by the fossil fuel industry to dispute the scientific consensus on anthropogenic climate change.
The template was durable because the underlying psychology it exploited was durable. The expertise heuristic could be manipulated in either direction: genuine experts could be recruited to lend their credentials to industry positions, and the resulting "scientific controversy" could exploit audiences' appropriate uncertainty about science they were not equipped to evaluate independently.
It is worth pausing to consider what made the tobacco template so transferable. The template's core insight — that manufactured scientific controversy is more cost-effective than either genuine scientific rebuttal or straightforward public denial — is not industry-specific. Any industry facing costly regulatory consequences of inconvenient scientific findings faces the same basic calculus. Genuine scientific rebuttal requires actually being right, which the tobacco industry was not and knew it was not. Public denial is credibility-destroying. But manufacturing uncertainty — sponsoring a small number of credentialed dissenters, creating institutional structures that can claim independence, and deploying the media's "both sides" convention to amplify a minority position — is achievable regardless of the underlying scientific facts, relatively inexpensive compared to regulatory costs, and deniable if exposed. The template traveled because the strategic logic is sound, the costs are low, and the psychological mechanism it exploits — the expertise heuristic applied to a technically complex domain — is universal.
Climate Denial and Merchants of Doubt
In 2010, the science historians Naomi Oreskes and Erik Conway published Merchants of Doubt: How a Handful of Scientists Obscured the Truth on Issues from Tobacco Smoke to Global Warming. It was not a theoretical argument about how the manufactured doubt strategy might work. It was an archival history documenting, through internal documents and public records, that the same strategy had been deliberately deployed across multiple industries — and, crucially, that the same individual scientists had been involved in multiple iterations of it.
The central finding of Oreskes and Conway's research was that a small network of physicists and scientists — primarily drawn from Cold War defense research — had moved systematically from one manufactured doubt campaign to another. Frederick Seitz, a former president of the National Academy of Sciences and a man whose scientific credentials were as genuine as any in twentieth-century American physics, worked first for the tobacco industry — as scientific director of a major R.J. Reynolds research program — and then became a prominent spokesperson for climate science skepticism. Fred Singer, another physicist with genuine credentials in atmospheric science, moved from defending secondhand smoke to challenging the ozone layer science to challenging climate change. Robert Jastrow, William Nierenberg — the same names appeared across decades of manufactured controversy.
These were not scientists without qualifications. They were scientists with strong qualifications who had made a political choice — rooted, Oreskes and Conway argued, in a visceral Cold War-era suspicion of government regulation as a path toward socialism — to deploy their credentials in the service of slowing or preventing regulatory intervention in private industry. Their genuine authority in physics gave them access to platforms and credibility that allowed them to function as amplifiers of manufactured doubt far beyond what their expertise in the specific contested fields (oncology, atmospheric chemistry, climate science) would have justified.
The climate denial campaign had institutional infrastructure to match. The Global Climate Coalition, a trade association representing fossil fuel companies, operated from 1989 to 2002 as a coordinating body for industry opposition to climate science and climate policy. Internal documents subsequently obtained through litigation showed that the Coalition's own scientists had advised the organization's leadership as early as 1995 that the scientific basis of the human-enhanced greenhouse effect was well-established. The Coalition publicly maintained the opposite — that the science was contested and uncertain — while privately acknowledging the consensus.
One of the most vivid examples of manufactured scientific consensus in the climate context was the "Oregon Petition," formally titled the Global Warming Petition Project, circulated in 1998. The petition claimed to have gathered signatures from 31,000 scientists asserting that there was no convincing evidence that human greenhouse gas emissions were causing catastrophic heating of the atmosphere. The petition was sent with a cover letter formatted to resemble the Proceedings of the National Academy of Sciences and accompanied by a paper formatted in the journal's style — but neither the letter nor the paper had any connection to the NAS. The NAS disavowed the petition explicitly.
Subsequent analysis of the signatories found that fewer than 1 percent held expertise in climate science. "Scientists" included, in some reports, names that appeared to be fabricated or duplicated. The petition illustrated the FLICC false balance technique in its most concentrated form: by manufacturing the appearance of a large scientific coalition — 31,000 signatures sounds impressive to a general audience — it created the impression of a genuine scientific controversy where the actual climate science community had reached overwhelming consensus.
The mechanism the manufactured doubt campaign exploited was the same one the tobacco industry had identified in 1969: you do not need to disprove the science. You need only to establish sufficient uncertainty in the public and political mind that action is delayed. For industries facing regulatory costs measured in the billions of dollars, even a few years of delay represented enormous financial value. The investment in manufactured doubt was trivially small by comparison.
The journalism dimension of the climate story deserves specific attention because it illustrates how the manufactured doubt strategy interacted with media norms to amplify its effect. Throughout the 1990s and into the 2000s, major news organizations operated under a "balance" norm that led them to present "both sides" of the climate science debate — giving equal representational weight to the overwhelming scientific consensus and to the tiny minority of funded skeptics.
