This practice is so fundamental to human cooperation that most moral traditions across history have treated truth-telling as a near-sacred obligation and deception as a paradigmatic wrong.

Yet the digital age has complicated these ancient intuitions in ways that prior generations could not have anticipated. The sheer scale of modern information ecosystems — billions of messages transmitted daily, across platforms governed by opaque algorithms, created by agents ranging from earnest individuals to state-sponsored influence operations — has transformed the ethics of truth and deception from a matter of personal morality into a question of collective governance. Whose truth counts? Who has the authority to correct error? What obligations do platforms bear? What do ordinary users owe one another?

This chapter confronts these questions directly. We begin with the foundational philosophy of truth-telling — examining Kant's absolute prohibition on lying, consequentialist alternatives, and Bernard Williams's nuanced account of sincerity and accuracy. We then explore the vast and murky territory of deception that does not involve outright lying: technically true statements, misleading implicature, strategic omission, and spin. Section 41.1: The Ethics of Truth-Telling

41.1.1 The Kantian Absolute

Immanuel Kant's prohibition on lying is among the most famous and most debated positions in the history of moral philosophy. In the Groundwork of the Metaphysics of Morals (1785) and, more sharply, in "On a Supposed Right to Lie from Philanthropy" (1797), Kant argued that lying is morally wrong absolutely — without exception, without qualification, even when telling the truth might lead to terrible consequences.

Kant's argument proceeds through his categorical imperative. In one formulation — the universalizability test — he asks us to consider what would happen if the maxim of an action were universalized. If everyone lied whenever convenient, the very institution of communication would collapse: statements would lose their meaning because no one could trust them. Lying thus undermines the rational infrastructure upon which all communication, and hence all human cooperation, depends. It is self-defeating at the level of universal practice.

In a second formulation — the humanity formula — Kant argues that we must treat persons always as ends in themselves, never merely as means. Lying treats the deceived party as a mere means: it manipulates their beliefs without their rational consent, bypassing their autonomy as a rational agent. The liar substitutes their judgment for the victim's, denying the victim the dignity of making informed choices.

The famous test case involves a murderer at the door who asks where your friend is hiding. Kant maintained, controversially, that you must not lie even to the murderer. His reasoning: you cannot be held morally responsible for the murderer's actions if you tell the truth, but you can be held responsible for the consequences of lying, since by lying you take moral ownership of the outcome chain. Many readers find this conclusion repugnant, and it has driven generations of philosophers to search for alternatives.

What Kant's view captures, however, is something important: lying is not merely a strategic mistake. It is a violation of respect for persons, a corruption of the communicative infrastructure that makes rational society possible. This insight — that truth-telling is a structural requirement for healthy epistemic communities — will recur throughout this chapter.

41.1.2 Consequentialist Approaches

Consequentialists, by contrast, evaluate lying by its outcomes. A utilitarian calculus asks: does this lie produce more welfare than the truth would? If lying to the murderer saves your friend's life with no countervailing harm, then lying is not merely permissible — it is obligatory.

The consequentialist view accommodates most people's intuitions about the murderer case and countless less dramatic scenarios: lying to spare a friend's feelings about a bad haircut, lying to a child about the existence of a terminal diagnosis until appropriate support is in place. In each case, the rightness of lying depends on its consequences, not on any intrinsic property of deception itself.

Yet consequentialism faces its own difficulties when applied to truth-telling at scale. The first is the problem of rule consequentialism: even if a particular lie produces good consequences, a general practice of lying — or even a general practice of "lying when I calculate that good consequences will follow" — may produce worse consequences than a practice of near-universal truth-telling, because the latter supports trust while the former erodes it. Many consequentialists therefore arrive, through consequentialist reasoning, at something close to a strong general duty to tell the truth.

The second difficulty is epistemic: we are notoriously poor predictors of the consequences of our actions, and nowhere is this more salient than in the information environment. A lie told with good intentions can spread further than the truth, mutate into worse falsehoods, and ultimately produce far more harm than the liar anticipated. This epistemic uncertainty about consequences provides a consequentialist argument for relatively firm truth-telling norms, since those norms serve as cognitive guardrails that protect us from our own overconfidence in our ability to predict outcomes.

41.1.3 Bernard Williams: Sincerity and Accuracy

Bernard Williams, in Truth and Truthfulness: An Essay in Genealogy (2002), offers a framework that synthesizes insights from multiple traditions. Williams identifies two fundamental virtues of truth: sincerity (not asserting what you do not believe) and accuracy (taking care to ensure your beliefs are true). Together, these virtues constitute what Williams calls the "virtues of truth" — the character traits that support honest inquiry and honest communication.

Williams's approach is valuable for several reasons. First, it distinguishes sincerity from accuracy in ways that matter practically. A person can be entirely sincere — asserting only what they believe — while also being dangerously inaccurate, failing to take adequate care to ensure their beliefs are well-founded. In the age of viral misinformation, this distinction is crucial: many sharers of false information are sincere (they genuinely believe what they share) but lack accuracy (they have not investigated their beliefs with sufficient care). The ethics of truth-telling thus requires not just honesty but epistemic diligence.

Second, Williams's virtue-ethical framework directs attention to character and practice rather than merely to individual acts. The question is not only "was this particular assertion truthful?" but "is this person, this institution, or this platform cultivating the virtues of truth?" A media outlet that consistently prioritizes engagement over accuracy, even without ever publishing an outright lie, may be failing on the virtue of accuracy. This provides an ethical vocabulary for criticizing practices and institutions, not only discrete falsehoods.

41.1.4 The Lying vs. Misleading Distinction

One of the most philosophically significant distinctions in the ethics of truth-telling is between lying and misleading. A lie involves making a sincere assertion of something one believes to be false. Misleading involves creating a false impression without making a literally false statement — through implicature, selective emphasis, technically true statements, or strategic framing.

The philosophical and legal traditions have generally treated lying as more serious than misleading. Perjury law, for instance, applies to false statements made under oath, not to the infinite varieties of misleading that a witness might employ while technically telling the truth. Libel law similarly focuses on false statements of fact.

But many philosophers argue this distinction has been over-emphasized, and that the ethics of misleading deserves the same serious scrutiny as the ethics of lying. If my goal in communicating is to create a false belief in your mind, and I succeed in doing so through misleading rather than lying, I have treated you no less as a mere means. I have manipulated your beliefs without your rational consent, just as surely as if I had lied outright. The mechanism differs; the disrespect is the same.

This question has enormous practical implications for the digital information environment, where technically true but deeply misleading content — selectively edited videos, decontextualized statistics, misleading headlines — is pervasive and arguably causes more aggregate epistemic harm than outright lies.


Section 41.2: Deception Without Lying

41.2.1 The Territory of Non-Lying Deception

Between the sincere truth and the outright lie lies vast territory — forms of communication that create false impressions without making literally false statements. Understanding this territory is essential for analyzing the contemporary information environment, where much of the most influential "misinformation" is technically true.

Philosophers have identified several major categories of non-lying deception:

Technically true statements: Assertions that are literally accurate but are designed to create a false impression. A company that claims its product is "clinically tested" without mentioning that the tests showed no efficacy is making a technically true statement. Politicians who claim unemployment fell during their term without mentioning that the decline was entirely due to workers leaving the labor force exemplify this pattern.

Misleading implicature: Drawing on Paul Grice's theory of conversational implicature, this refers to statements that violate the cooperative norms of conversation to generate false impressions. If asked "Did you take the money?" and I respond "I would never steal from a friend," I have implied, through conversational implicature, that I did not take the money — while perhaps having taken it from someone I do not consider a friend. The statement is technically non-false, but it exploits the hearer's reasonable expectations to produce a false belief.

Selective emphasis: Presenting only those facts that support a desired conclusion while omitting those that would undermine it. A pharmaceutical advertisement that presents benefit data in absolute terms ("reduces risk of heart attack by 35%") while omitting that the absolute risk reduction is 0.35% (from 1% to 0.65%) engages in selective emphasis. The statistics cited are accurate; the impression created is misleading.

Strategic omission: Deliberately withholding information that the audience has a legitimate interest in knowing and that would significantly alter their understanding of the situation. A government that releases a report on police violence with the most damning pages redacted, without disclosing that redactions occurred, engages in strategic omission.

41.2.2 The Ethics of Spin

"Spin" — the practice of presenting information in the most favorable possible light for one's interests — occupies an interesting ethical position. Political communications professionals, public relations practitioners, and advocacy organizations routinely engage in spin: framing facts, selecting emphasis, deploying favorable metaphors, and constructing narratives designed to produce favorable impressions.

Is spin inherently unethical? Several considerations argue that it is at least ethically problematic. First, spin exploits the gap between literal truth and conveyed meaning: the spinner aims to create impressions that go beyond what the literal facts support. Second, spin is asymmetric: it presents a one-sided picture designed to serve the spinner's interests rather than the audience's epistemic interests. Third, spin can compound into systematic distortion: when all parties spin simultaneously, the information environment becomes so saturated with competing distortions that genuinely accurate understanding becomes difficult.

On the other hand, some defenders of spin argue that it is a legitimate form of advocacy, that audiences understand the conventions of political and commercial communication, and that competition among spinners may produce, net, a more complete picture than any single source could provide. The adversarial model of legal proceedings is sometimes invoked: truth, in this view, emerges from the contest of one-sided advocates before a neutral arbiter.

This defense has some merit in genuinely adversarial and transparent contexts — a trial, a formal debate with clear rules and identifiable sides. It has much less merit in the diffuse information environment of social media, where the adversarial structure is not clearly marked, where the "neutral arbiter" is absent, and where powerful parties can spin far more effectively than less resourced ones.

41.2.3 Deepfakes and Synthetic Deception

A recent and alarming form of non-lying deception is the deepfake: synthetic audio or video that appears to show a real person saying or doing something they did not say or do. Deepfakes present a philosophically novel case because they do not fit neatly into the lying/misleading distinction. The creator of a deepfake does not typically assert anything; they create an artifact that the viewer's cognitive processes interpret as evidence. The deception operates not through assertion but through fabricated appearance.

Deepfakes represent what we might call evidence manipulation: the falsification of the apparent evidence base from which audiences form beliefs. This form of deception may be more pernicious than straightforward lying precisely because it bypasses the rational processes through which we evaluate assertions. We are trained to be skeptical of claims; we are less trained to be skeptical of apparent direct sensory evidence.


Section 41.3: The Right to Know

41.3.1 Positive Epistemic Rights

Do individuals have a positive right to accurate information — not merely a right not to be lied to, but an entitlement to have access to the truth? This question sits at the intersection of epistemology, political philosophy, and human rights theory.

The philosophical foundations for a positive epistemic right can be constructed from multiple starting points. From a Kantian perspective, rational autonomy — the capacity to make genuinely informed choices — is a precondition for human dignity. If accurate information is necessary for rational autonomy, and if individuals are denied access to accurate information, their dignity as rational agents is compromised. This suggests a positive duty on the part of information-providers — governments, institutions, platforms — to ensure that citizens have access to accurate information.

From a consequentialist perspective, democratic theory depends on an informed citizenry. Citizens who lack access to accurate information about candidates, policies, and public affairs cannot make the choices that democratic theory requires of them. The epistemic preconditions of democracy thus generate consequentialist reasons for positive rights to information access.

From a contractualist perspective (following T.M. Scanlon's What We Owe to Each Other), principles governing information access are among those that reasonable persons could not reasonably reject. No one could reasonably reject a principle requiring that participants in a political community have access to accurate information about matters that significantly affect their lives and choices.

41.3.2 Operationalizing the Right to Know

International law and global health frameworks have made some progress in operationalizing epistemic rights. The World Health Organization recognizes a "right to health information" as an element of the broader right to health, enshrined in the WHO Constitution and elaborated in various General Comments to international human rights treaties. UNESCO has articulated principles of information access tied to freedom of expression.

Yet these frameworks remain primarily negative (protecting against censorship and suppression of information) rather than positive (requiring the provision of accurate information). A fully developed positive epistemic right would require governments and institutions to:

  1. Proactively disclose information relevant to public health, safety, and democratic participation.
  2. Correct official misinformation when discovered.
  3. Ensure that information infrastructures are accessible to all citizens regardless of economic or social status.
  4. Support the epistemic institutions — independent journalism, scientific research, public education — that produce and distribute accurate information.

Each of these requirements is contested and raises practical implementation challenges. But the philosophical case for treating them as genuine rights, rather than merely desirable policy goals, is significant.

41.3.3 Limits of the Right to Know

A positive right to accurate information must also grapple with genuine competing considerations. Privacy — the right of individuals not to have accurate information about them disclosed without their consent — conflicts directly with others' right to know. State secrets — information whose disclosure might compromise national security — present another conflict. And even in cases without competing privacy or security interests, the costs of producing and distributing accurate information must be borne by someone.

The right to know, like all rights, is not absolute. It must be weighed against competing interests, and its scope must be defined with reference to the urgency and centrality of the epistemic interest at stake. The right to accurate information about a potential pandemic threat is more urgent than the right to accurate information about a celebrity's dietary preferences. Developing principled ways of making these distinctions is an ongoing task for both philosophy and law.


Section 41.4: Epistemic Injustice Revisited

41.4.1 Fricker's Framework

Miranda Fricker's Epistemic Injustice: Power and the Ethics of Knowing (2007) introduced two influential concepts: testimonial injustice and hermeneutical injustice.

Testimonial injustice occurs when a speaker is given less credibility than they deserve because of prejudice — typically prejudice related to their identity (race, gender, class, accent). When a jury systematically discounts the testimony of Black witnesses, or when a medical professional dismisses a woman's report of pain as "emotional," testimonial injustice occurs. The victim is wronged as a knower — their status as a reliable epistemic agent is denied.

Hermeneutical injustice occurs when a social group lacks the conceptual resources to understand or articulate their own experience, because their experience has been systematically excluded from the collective process of conceptual development. Before the concept of "sexual harassment" was developed and named, women who experienced it lacked the vocabulary to fully understand or communicate what was happening to them. Their experience existed, but the hermeneutical resources to make sense of it were unavailable.

41.4.2 Testimonial Injustice on Social Media

The digital age has created new forms of testimonial injustice, and also new possibilities for combating existing forms. Social media platforms, in principle, enable anyone to publish and reach an audience — a democratization of the epistemic public sphere. In practice, however, algorithmic curation, harassment campaigns, and credibility discounting reproduce and sometimes amplify existing patterns of epistemic inequality.

Research has documented that misinformation correction is unevenly distributed. False claims made by politically powerful or economically privileged individuals receive less rapid fact-checking than equivalent claims from less powerful sources. Conversely, correction efforts are sometimes directed asymmetrically at politically disfavored groups: content from conservative users was reportedly flagged and fact-checked at different rates than comparable content from liberal users (though findings here are contested and the dynamics differ across platforms).

The question "whose misinformation gets corrected?" is thus not merely a technical question about content moderation systems, but an epistemic justice question about whose credibility is policed and whose is extended. A fact-checking system that systematically corrects claims from marginalized communities while giving elite claims a pass replicates, rather than remedies, epistemic injustice.

41.4.3 Hermeneutical Injustice in the Digital Age

Digital platforms have created new forms of hermeneutical injustice while also providing new resources for hermeneutical justice. On the injustice side: algorithmic systems for identifying "misinformation" are trained on existing knowledge structures, which may encode the biases of dominant epistemic communities. A claim that is heterodox within mainstream scientific consensus — even if it is correct, or even if the consensus is inadequately supported — may be labeled misinformation by systems that lack the nuance to distinguish legitimate scientific controversy from pseudoscience. Communities whose knowledge traditions differ from Western scientific frameworks may find their claims systematically flagged as misinformation.

On the justice side: digital networks have enabled previously marginalized epistemic communities to develop and share conceptual resources, to name their experiences, and to challenge dominant narratives. The #MeToo movement is a paradigmatic example: digital platforms enabled women to share experiences that had previously been isolated and unnamed, facilitating the development of shared concepts and enabling collective sense-making.

Callout: The Credibility Gap Research by Brooke Foucault Welles and colleagues has shown that on social media platforms, the credibility attributed to speakers is shaped not only by the content of their claims but by their social network position, their demographic characteristics, and the platform's visibility-allocation algorithms. Section 41.5: The Ethics of Fact-Checking

41.5.1 Fact-Checking as an Institution

Professional fact-checking — the systematic examination of public claims for accuracy — emerged as a significant journalistic practice in the early 2000s, exemplified by organizations like PolitiFact (founded 2007), FactCheck.org (2003), and Snopes (1994). The model spread internationally, with now several hundred fact-checking organizations operating worldwide, documented by the Duke Reporters' Lab.

Fact-checking serves several important epistemic functions. It provides authoritative correction of false claims that might otherwise spread unchallenged. It creates a public record of what was actually said and what the evidence shows. It holds powerful actors — politicians, corporations, institutions — accountable for the accuracy of their public statements. And it models good epistemic practices: careful citation, acknowledgment of uncertainty, transparent methodology.

41.5.2 Editorial Judgment and the Selection Problem

Yet fact-checking also involves unavoidable editorial judgment. No fact-checking organization can check every claim made in public discourse; they must select which claims to investigate. This selection process involves editorial decisions that are inherently consequential and potentially controversial.

What gets selected for fact-checking? Typically: claims by powerful political figures, claims that have already attracted wide attention, claims in accessible English, claims about which checkable evidence exists. What gets underselected? Claims by less powerful speakers, claims in non-English languages, claims in communities with less media visibility, claims where the relevant evidence is complex, contested, or inaccessible.

This selection pattern creates a bias in the epistemic function fact-checking serves: it tends to hold the powerful accountable while leaving less powerful but potentially equally influential claims unchecked. The solution is not to stop fact-checking politicians — that is clearly valuable — but to recognize that the selection process itself is an ethical choice with distributional consequences.

41.5.3 The Bias Objection

Fact-checking organizations face persistent accusations of political bias. In the United States, conservative critics have argued that fact-checkers disproportionately target Republican politicians and claims, while liberal critics have occasionally argued the reverse. The bias objection raises genuine epistemological questions: if fact-checkers are not neutral, can their judgments be trusted?

Several responses are worth considering. First, the bias objection is itself an empirical claim that should be evaluated with evidence, not merely asserted. Studies of major fact-checking organizations have found mixed results: some evidence of selection bias, less evidence of systematic bias in verdicts once claims are selected for checking. Second, the observation that a fact-checker has political commitments does not automatically invalidate their factual claims — the question is whether their methodology is transparent and their evidence assessment is sound. Third, the existence of competing fact-checkers with different orientations may provide a partial corrective, though it may also contribute to a fragmented epistemic environment in which citizens choose fact-checkers based on their preferred verdicts.

41.5.4 Standards of Evidence and When a Fact-Checker Is Wrong

What standards of evidence should fact-checkers employ, and what happens when they get it wrong? These questions are less often addressed than the bias objection, but they may be more fundamental.

Fact-checkers have sometimes rated claims as false that were later vindicated: the lab-leak hypothesis regarding the origins of COVID-19 was rated as false or misleading by several fact-checkers in 2020, before the evidence base sufficiently shifted to require a more uncertain verdict. Cases like this reveal that fact-checkers can make errors, and that their errors can persist in the public record, attached via labeling systems to content that may actually be correct.

This creates an accountability gap: if fact-checkers are wrong, who checks the fact-checkers? The answer, in the current information ecosystem, is: other journalists, academic researchers, media critics, and occasionally the fact-checkers themselves (when they issue corrections). This meta-epistemic layer is important but imperfect. The institutional fact-checking ecosystem needs robust correction mechanisms that are as visible and vigorous as the original fact-checking.


Section 41.6: The Ethics of Platform Moderation

41.6.1 The Neutrality vs. Intervention Dilemma

Social media platforms occupy a novel position in the information ecosystem. They are neither purely passive carriers of information (like telephone companies) nor active publishers who select and curate content based on editorial judgment (like newspapers). They fall somewhere in between — creating and curating information environments through algorithmic systems, while often disclaiming editorial responsibility for the content those systems amplify.

This intermediate position creates what we might call the moderation dilemma. If platforms adopt a posture of strict neutrality — transmitting all content without intervention — they become vectors for disinformation, harassment, and coordinated manipulation campaigns. Research has shown that without moderation, the most engaging content is often the most extreme and the most false: misinformation spreads faster than corrections, and outrage-inducing content generates more engagement than accurate but less emotionally charged information.

On the other hand, if platforms actively intervene to curate and remove content based on truth value or harm potential, they face several serious objections. Who gives them the authority to determine what is true? How can they make these determinations at scale without systematic errors? Are they adequately protecting freedom of expression and political minority viewpoints?

41.6.2 Who Decides What's True?

The question "who decides what's true?" is not merely rhetorical. Platform content moderation systems make truth determinations — or at least truth-adjacent determinations about what constitutes "misinformation" — at massive scale, with enormous consequences for what ideas circulate in public discourse.

Several models for making these determinations have been proposed and partially implemented:

Deference to scientific and medical consensus: Remove or label content that contradicts the stated consensus of recognized scientific bodies (WHO, CDC, national academies of science). This model has intuitive appeal but faces the challenge that scientific consensus is not always clearly defined, can be wrong (as the COVID-19 lab-leak case illustrated), and may lag behind emerging evidence.

Deference to independent fact-checkers: Partner with organizations like those certified by the International Fact-Checking Network to label or reduce the distribution of content those organizations rate as false. This model distributes the truth-determination responsibility to specialized institutions with transparent methodologies, but depends on the quality and neutrality of those institutions.

Community-based models: Platforms like X (formerly Twitter) have experimented with "Community Notes" — crowdsourced annotations that provide context on potentially misleading content. This model leverages distributed epistemic resources and is relatively resistant to centralized bias, but may be slow and may underperform on rapidly evolving situations.

Hybrid models: Most large platforms use a combination of these approaches, with different interventions for different categories of harmful content.

41.6.3 The Private Censorship Problem

A persistent objection to platform content moderation is the "private censorship" objection: private companies are making consequential decisions about what speech is permitted in the digital public sphere, without the democratic accountability or constitutional constraints that govern government censorship.

This objection has force. Like other commons — fisheries, the atmosphere, public infrastructure — the epistemic commons is a collective resource that individuals rely upon but that no individual controls.

The quality of the epistemic commons determines the quality of individual and collective decision-making. A rich epistemic commons — populated with accurate information, reliable institutions, and robust epistemic norms — enables individuals to form true beliefs and make informed choices. An impoverished or polluted epistemic commons — saturated with misinformation, featuring unreliable institutions, and exhibiting degraded epistemic norms — undermines individual and collective reasoning, even for those who are personally committed to accuracy.

41.8.2 The Tragedy of the Epistemic Commons

Garrett Hardin's "tragedy of the commons" describes how rational individual behavior can destroy a shared resource: each user of a commons captures the full benefit of their use while distributing the costs across all users, leading to overuse and eventual depletion. The analogy to information is striking.

Individual incentives in the digital information environment often diverge from collective epistemic welfare. Sharing emotionally resonant but unverified content gains social currency (likes, shares, in-group approval) at low cost to the sharer, while the cost — degradation of the epistemic commons — is distributed across all users of the shared information environment. The person who clicks "share" on a viral falsehood captures a small individual benefit while imposing a small collective cost. When millions of people make this choice simultaneously, the aggregate effect on the epistemic commons can be severe.

But private control introduces its own distortions: private controllers may maximize engagement rather than accuracy, and may be unaccountable to the public whose epistemic interests they affect.

Regulation of the information environment — through truth-in-advertising requirements, misinformation liability regimes, platform accountability standards — provides a potential corrective. But regulation carries costs: it can suppress legitimate expression, entrench incumbent power, and be captured by political actors with interests in manipulating the information environment.

Cooperation through norms and institutions is perhaps the most promising long-term solution. If individuals can be helped to internalize epistemic norms — to value accuracy, to resist sharing unverified content, to prize epistemic honesty — and if epistemic institutions are built and maintained that are genuinely trusted and trustworthy, the tragedy of the commons might be avoided through the equivalent of Elinor Ostrom's common-pool resource management: collectively developed rules maintained through social rather than governmental enforcement.

41.8.4 Epistemic Infrastructure as Democratic Infrastructure

The epistemic commons should be understood as democratic infrastructure — as essential to the functioning of democracy as roads, courts, and electoral systems. This reframing has significant implications for public policy.

If epistemic infrastructure is democratic infrastructure, then its degradation is a threat to democracy itself — not merely a cultural problem or a market failure to be corrected through consumer choice. Epistemic infrastructure includes: independent journalism, funded by sustainable models rather than extractive advertising; public scientific institutions capable of producing and communicating reliable knowledge; educational systems that cultivate epistemic virtues; and digital platforms designed to support, rather than undermine, the quality of public information exchange.


Section 41.9: Epistemic Responsibility

41.9.1 What We Owe Each Other as Epistemic Agents

T.M. Scanlon's contractualism asks what principles individuals could not reasonably reject as a basis for governing their interactions with others. Applied to the epistemic domain, this question becomes: what epistemic obligations could no reasonable person reject?

The duty not to weaponize: Do not share true information in ways designed primarily to harm rather than to inform — the domain of "malinformation," addressed more fully in Case Study 2.

The duty of epistemic care is perhaps the most practically significant. What does it require, concretely, of ordinary users of social media?

The objection that this standard is too demanding — that we cannot expect ordinary people to engage in epistemic due diligence before every share — has some force, but should be evaluated in context. We impose similar requirements in other domains: drivers are expected to check their mirrors before changing lanes even when they are busy; individuals are expected to check the contents of packages before sending them through customs. The epistemic equivalent of these responsibilities is not unreasonable.

41.9.3 Amplification Responsibilities

A particularly important epistemic responsibility is the responsibility of those with large platforms — politicians, celebrities, journalists, academics — regarding their amplification choices. A person with a million followers who shares a false story causes vastly more epistemic harm than an ordinary user who makes the same share. Should epistemic responsibility be scaled to epistemic influence?

The answer is almost certainly yes. Those who have large platforms exercise power over others' beliefs at scale; power, in the standard political and ethical framework, comes with commensurate responsibility.
