Chapter 32 — Further Reading
⚠️ Unlike Chapter 31, this chapter has a genuinely strong evidence base — it just isn't in the nutrition literature. It is in economics, public health, geography and social policy, and the best sources on this page were not written by nutritionists.
1. ⚠️ Food insecurity and health — the strongest evidence here
National food-security monitoring — USDA's household food security reports (US), the Food Standards Agency and DEFRA family food surveys (UK), and equivalent national statistics elsewhere.
⚠️ These are the primary sources for prevalence, trends and the demographic distribution of food insecurity, and they are free. Read the methodology section once: the measurement instrument — typically a battery of questions about running out of food, skipping meals and worrying about running out — is what "food insecurity" actually means in every study that uses the term.
⚠️ The association literature. Food insecurity is consistently associated with poorer diet quality, worse mental health, and higher rates of obesity and type 2 diabetes.
⚠️ The obesity finding is the one worth reading properly, because it surprises people and is robust: food insecurity and obesity CO-OCCUR. The mechanisms proposed — cheap energy-dense food, cyclical restriction and over-consumption tracking pay cycles, chronic stress, and reduced physical activity opportunity — are plausible and not all equally well evidenced. ⚠️ The association is solid; the mechanism is not settled.
2. ⚠️ Price, cost and the two cost questions
Adam Drewnowski's work on energy cost and diet quality — ⚠️ the source of §32.2's central point.
⚠️ The finding that cost per calorie and cost per nutrient rank foods in opposite orders is the most useful single idea in this chapter, and this is where it comes from. The methods matter: how you define "cost per unit" determines the answer, which is exactly why the argument about whether healthy food is expensive never resolves.
Price elasticity work on food — ⚠️ including the SSB tax evaluations from Chapter 18. The general finding — that price changes consumption, reliably, and more for lower-income households than higher-income ones — is well established and cuts both ways.
⚠️ National price and inflation data on food specifically, which in many countries has diverged sharply from headline inflation. ⚠️ Worth checking for your own country before trusting any price in this chapter.
3. ⚠️ The food-desert literature and its negative result
⚠️ This is the most methodologically interesting reading on the page.
Studies of supermarket openings in underserved areas — ⚠️ including quasi-experimental evaluations that tracked purchasing before and after. The consistent finding is that purchasing changed less than predicted.
Work decomposing the purchasing gap into supply-side and demand-side components — ⚠️ the influential result being that most of the gap is attributable to demand-side factors (income, preferences, prices faced) rather than to distance from a store.
⚠️ Read this literature carefully rather than as a headline. "Food deserts don't matter" is the wrong summary. The right one is: access is a real constraint, it is not usually the BINDING one, and interventions that address access alone under-perform because they leave the binding constraint untouched.
⚠️ The critical responses are worth reading too — several argue the studies measure the wrong outcome over too short a period.
4. ⚠️ Cash flow, and why being poor is expensive
⚠️ The economics reading, and it is what §32.1 rests on.
Work on the poverty premium — ⚠️ the documented tendency for low-income households to pay more for the same goods and services: smaller pack sizes, prepayment utility meters, higher-cost credit, insurance loading, and the absence of bulk-purchase capacity. ⚠️ UK consumer-organization reports on this are unusually clear and quantified.
Research on benefit and pay cycles — ⚠️ including the well-documented pattern of food purchasing, calorie intake and even hospital admissions varying systematically across the pay cycle. This is the empirical backing for §32.1's argument and for Case Study 1's week-three problem.
Behavioural work on scarcity — ⚠️ on the cognitive load imposed by managing under constraint. ⚠️ Read this one critically: it is often cited to explain low-income decision-making and can slide into exactly the competence assumption §32.11 warns about. The load is real; it is not the whole explanation and it is not a substitute for the resource account.
5. Waste
WRAP household food waste reports — ⚠️ as in Chapter 31, the best practical source available, and the basis for §32.4's ranking.
⚠️ Note one thing when reading them: waste as a PERCENTAGE of food purchased tends to be lower in lower-income households, not higher. The households with the most to gain from waste reduction in absolute terms are frequently not the ones being lectured about it.
6. Fuel poverty, and the overlap nobody draws
⚠️ Included because §32.5's fuel point is the least-discussed constraint in this chapter.
Fuel poverty statistics and prepayment-meter research — ⚠️ on the price premium paid by prepayment customers and the documented behaviour of self-disconnection.
⚠️ The connection this chapter draws and most nutrition writing does not: you cannot cook what you cannot heat. A household rationing electricity is a household that will not use an oven, and every "just batch cook a tray" recommendation is addressed past it.
7. ⚠️ Policy, and what actually works
Evaluations of food assistance programmes — ⚠️ SNAP, WIC, school meal provision, and the international equivalents. The evidence for school meal provision and for WIC-type targeted programmes is comparatively strong.
Cash-transfer and income-supplementation trials, including work in low- and middle-income settings — ⚠️ the general finding being that giving people money improves food security and diet quality, with the feared misallocation effects consistently smaller than predicted.
Take-up research — ⚠️ on why eligible households do not claim: complexity, stigma, awareness, and administrative burden. Case Study 2's $9-a-week-from-a-form is this literature in one household.
8. ⚠️ Read with caution
⚠️ Named as a category rather than as titles, because the genre is large and the problem is structural.
"Feed a family for £1 a head" journalism and cookbooks. ⚠️ Some are excellent and written by people who have lived it — those are worth your time, and they are recognizable by what they assume.
⚠️ The test to apply to any of them, from §32.11:

⚠️ A cheap-recipe book that states its assumptions is a useful book. One that doesn't is a description of the author's kitchen priced as though it were yours.

Read your own national food-security statistics report, and specifically the questions the survey asks.
