โ ๏ธ Neither is a villain. Both are the output of a system that spent a century optimizing for calories per hectare, shelf stability, transportability and margin โ and which was never at any point asked to optimize for health.
โ ๏ธ The question is not who is to blame. It is what the system is optimizing for, and what it would take to change the objective.
ยง36.1 โ Give the System Its Due
โ ๏ธ The same system roughly tripled cereal yields, made famine in most of the world a political rather than an agricultural event, and made calories cheaper relative to income than ever.
โ ๏ธ Which is why the problems are what they are: a system optimized for calories per hectare delivers calories per hectare, and composition was never the objective.
โ ๏ธ ยง36.2 โ WHY THE CHEAPEST CALORIES ARE WHAT THEY ARE
โ ๏ธ 1. Agricultural support concentrated on storable commodity crops โ for sound historical reasons; โ ๏ธ you cannot stockpile spinach โ and those are precisely the inputs to Group 4. โ ๏ธ 2. Processing is where the margin is. โ ๏ธ A sack of wheat has a thin margin; a branded cereal made from it has a thick one. โ ๏ธ 3. Shelf life is a logistics problem, and processing solves it. โ ๏ธ 4. ยง36.5 โ UPF From the Supply Side
โ ๏ธ Group 4 solves every problem a food business has: โ ๏ธ thin commodity margins ยท spoilage ยท supply volatility ยท undifferentiable products ยท repeat purchase (engineered palatability, Ch 33) ยท expensive distribution ยท and the need for growth.
โ ๏ธ These products are not abundant because consumers demanded them. They are what a food system organized this way is BEST AT PRODUCING โ and demand was then cultivated, competently and legally.
โ ๏ธ Reformulation genuinely works for targeted nutrients (trans fat, salt, sugar) AND does not address Chapter 22's finding. โ ๏ธ Both halves.
โ ๏ธ ยง36.5b โ Who Decides the Shelf
โ ๏ธ Seed ยท commodity trading ยท manufacture ยท and above all RETAIL. โ ๏ธ A product not listed by the major chains is, for most people, a product that does not exist.
โ ๏ธ Eye-level position is frequently a PURCHASED ASSET. โ ๏ธ The biscuits are at eye level partly because somebody paid for it; the lentils are on the bottom shelf partly because nobody did.

โ ๏ธ About a third of food produced is never eaten. Upstream in lower-income countries (cold chain, capital); โ ๏ธ downstream, in households, in higher-income ones.
โ ๏ธ Every impact of producing a food is incurred whether or not anyone eats it โ so waste is pure loss, and it is one of the few places household action is a MEANINGFUL SHARE of the problem rather than a symbolic fraction.
