Standards, bodies, and resources worth your time on MEP systems and coordination. Everything below is a real organization or a real publication described by its function. Editions change, and jurisdictions adopt different editions with local amendments — always confirm what your authority having jurisdiction has actually adopted rather than relying on any book, including this one.
Codes and standards — the documents your job is actually built to
NFPA 70, the National Electrical Code (National Fire Protection Association). The governing electrical installation standard in the United States, adopted (with amendments) by most jurisdictions. For this chapter, the article on health care facilities is where the essential electrical system, its three branches, and isolated power requirements live. For: anyone managing electrical scope. Read it as: a reference you look things up in, not a book you read cover to cover — and always in the edition your AHJ adopted.
NFPA 99, the Health Care Facilities Code. Governs medical gas and vacuum systems, electrical systems in patient care spaces, and risk categories in healthcare buildings. This is the document behind medical-gas installer credentialing, third-party verification, and cross-connection testing. For: anyone building healthcare, ever.
NFPA 13, 14, 20, and 72 — sprinkler systems, standpipes, fire pumps, and fire alarm. Four separate standards for four separate systems, each with its own permit, its own inspection, and its own acceptance test. Read at least the scope and the acceptance-testing chapters of each. For: project managers who want to know why the fire marshal is asking what he is asking.
NFPA 101, the Life Safety Code. Egress, occupancy separation, and the life-safety requirements that drive fire alarm, smoke control, and door hardware interfaces. Frequently adopted alongside the building code and enforced by a different official. For: understanding why occupancy is gated by systems, not by finishes.
NFPA 70E, Standard for Electrical Safety in the Workplace. The framework behind arc-flash boundaries, incident-energy analysis, arc-rated PPE, and energized-work permits. For: every superintendent and safety manager on a job with a 480-volt service. Pair it with OSHA's electrical standards in 29 CFR 1926 Subpart K.
ASHRAE Standard 170, Ventilation of Health Care Facilities, and ASHRAE Standard 90.1, Energy Standard for Buildings Except Low-Rise Residential Buildings. Standard 170 sets minimum air-change rates, filtration, and pressure relationships by room type in healthcare — usually adopted by reference through the FGI Guidelines and state health-facility licensing rules. Standard 90.1 is the energy baseline behind lighting controls, equipment efficiency, and commissioning requirements. For: understanding why healthcare mechanical systems cost what they cost. Caution: do not carry numbers from either standard in your head across editions.
FGI, Guidelines for Design and Construction of Health Care Facilities (Facility Guidelines Institute). Adopted by many state health departments as the regulatory basis for healthcare facility design, including room sizes, clearances, and ventilation by reference to ASHRAE 170. For: anyone bidding or building healthcare who wants to know where the requirements come from before an inspector explains them.
SMACNA duct construction standards (Sheet Metal and Air Conditioning Contractors' National Association). The reference your mechanical specification will cite for duct gauge, reinforcement, sealing, and pressure class — and therefore for leakage testing. SMACNA also publishes widely used guidance on seismic restraint of mechanical systems. For: estimators pricing sheet metal and PMs reviewing duct submittals.
Testing, balancing, and commissioning
NEBB (National Environmental Balancing Bureau) and AABC (Associated Air Balance Council). The two principal certifying bodies for test-and-balance agencies in North America. Their procedural standards define what a TAB report contains and how measurements are taken. For: knowing what to require in your specification and how to read the report you get back. Practical tip: read one complete TAB report from a past project before you ever have to accept one.
ASHRAE's commissioning guideline and standard publications. ASHRAE publishes the widely referenced framework for the commissioning process — owner's project requirements, basis of design, commissioning plan, installation verification, functional performance testing, and systems manual. For: understanding that commissioning is a process that starts in design, not an activity that starts eight weeks before turnover. See also Chapter 40.
ASSE International medical-gas personnel standards (the 6000 series). The credentialing framework for medical gas installers, brazers, inspectors, verifiers, and instructors that most healthcare specifications reference. For: project managers who need to verify credentials before a brazer strikes a torch, not after.
Coordination, modeling, and prefabrication
buildingSMART International and the Industry Foundation Classes (IFC) data standard. The open standard for exchanging building models between different software platforms. Relevant whenever six trades are modeling in five different applications and somebody has to federate them. For: anyone writing a BIM execution plan or a modeling standard into a subcontract. Deeper coverage in Chapter 35.
The AGC of America (Associated General Contractors) guidance on BIM and on subcontractor relations. AGC publishes practitioner-oriented guidance on building information modeling in construction and on structuring subcontract relationships, including coordination obligations. ConsensusDocs and AIA model contract documents addressing digital data and BIM.
Both families publish model exhibits governing model ownership, reliance, level of development, and
responsibility for coordination. For: the four subcontract provisions named in the
⚖️ What the contract says callout in §10.7. Read them as: a menu of the decisions you have to
make, not a form to sign unread.
The Lean Construction Institute and the Last Planner System literature. Relevant here because MEP coordination is a constraint-removal problem before it is a geometry problem, and because the space-constrained nature of overhead rough-in is exactly what pull planning and work-density planning exist to manage. For: anyone who has ever tried to fix a late ceiling by adding people. Full treatment in Chapter 27.
Safety
OSHA 29 CFR 1926 — Safety and Health Regulations for Construction. For this chapter specifically: Subpart K (electrical), Subpart P (excavations, which governs the under-slab utility work in §10.4), and Subpart AA (confined spaces in construction). OSHA also publishes the Focus Four framing — falls, struck-by, caught-in/between, and electrocution — and free training materials built around it. For: everybody. The regulations are freely available from OSHA and are more readable than their reputation suggests.
NIOSH (National Institute for Occupational Safety and Health) Fatality Assessment and Control Evaluation reports. Investigated case reports of real workplace fatalities, including electrocutions and confined-space deaths in construction. For: toolbox talks that land. Reading two of these does more for a crew's lockout/tagout discipline than a month of reminders. Caution: they are grim, and they should be used with care and respect, not as shock material.
Industry context and pricing
RSMeans cost data (Gordian). Published unit-cost data including mechanical, electrical, and plumbing assemblies, with location and time adjustment factors. For: sanity-checking a conceptual MEP number or a per-pound duct price when you have no bids yet. Caution: published data is a starting point and a check, never a substitute for a quote from a subcontractor who has walked your job. See Appendix C.
ENR (Engineering News-Record). Ongoing industry reporting on construction costs, materials escalation, labor availability, and equipment lead times. For: the only honest answer to "how long is switchgear right now," which is a market question and not a technical one — and which is exactly why this chapter refuses to give you a number to memorize.
