Chapter 17 — Further Reading

Preconstruction planning is the most jurisdiction-dependent chapter in this book. Almost nothing here has a national answer, so the most valuable sources are the ones that are local to you — which is why the first entry is the most important one on the list. Where a source is described rather than cited precisely, that is deliberate: verify titles, editions, and current requirements at the source before relying on them.


1. Your own AHJ — the local building department, fire marshal, and public-works or engineering department. The single highest-value reading on this list, and it is free. Find the permit application pages for the jurisdiction you actually work in and read them end to end: what permits exist, what each application requires, how fees are calculated, what the plan-review process looks like, and whether a pre-application meeting is offered. Then read the separate pages for grading, right-of-way use, and food service, which are usually run by different departments and are the ones people miss. For: everyone, immediately, on every new project in a jurisdiction you have not built in before.

2. The construction stormwater permit that applies where you build — issued by your state environmental agency, or by the federal environmental regulator in states without delegated authority. In the United States, construction stormwater is administered through the NPDES program, which most states run under delegated authority, so the operative document is usually your state's construction general permit rather than the federal one. Read it for the disturbance threshold, the filing mechanism and any waiting period, the required contents of a SWPPP, inspection frequency including post-rain-event triggers, record-retention duration, and the notice-of-termination process at the end of the job. For: every project manager and superintendent who will disturb soil. This is the permit in Case Study 2.

3. OSHA's construction standards, 29 CFR Part 1926 — particularly the subparts on general safety and health provisions, occupational health and environmental controls, personal protective equipment, signs and barricades, material handling and storage, excavations, cranes and derricks, and steel erection. Read them as a site design input, not as a rulebook you consult after an incident. Most of what appears on a good logistics plan — the pedestrian route, the fire lane, the barricades, the material storage setbacks, the crane siting — traces back to a requirement here. OSHA also publishes plain-language guidance and eTools that are far more readable than the regulatory text. For: everyone who draws or approves a logistics plan. Deeper treatment in Appendix F.

4. The manual on uniform traffic control devices adopted in your jurisdiction, and your local agency's temporary traffic control standards. In the United States this is the federal MUTCD as adopted (often with amendments) by each state; other countries have direct equivalents. The temporary-traffic-control material governs what a compliant work-zone traffic control plan actually has to show — signing, tapers, buffer space, flagger stations, pedestrian accommodation. You will need it for every lane closure, sidewalk closure, and school-zone protocol you write. For: anyone whose work touches a public street or sidewalk, which is most urban projects.

5. The ADA Standards for Accessible Design, and your jurisdiction's requirements for temporary pedestrian routes. Relevant here for one specific reason: when you close a sidewalk, the alternate route you provide has to remain accessible. "Cross the street twice" is not an accommodation. Read the accessible-route provisions with temporary conditions in mind. For: project managers on any project adjacent to a public way.

6. The International Building Code and the fire code adopted in your jurisdiction — the chapters on safeguards during construction and on fire-department access. These are the sources behind construction-phase fire lanes, hydrant access, standpipe requirements as a building rises, temporary means of egress, and the protection of adjacent public and occupied property. They are also where the AHJ's expectations for your temporary conditions come from. Note that adoption cycles and local amendments vary, so read the version your jurisdiction has actually adopted. For: superintendents and project managers on any multi-story or occupied-adjacent project.

7. AIA A201, General Conditions of the Contract for Construction — the articles on permits and fees, on the owner's and contractor's responsibilities, and on changes in the work. Read the permit clause and the changes clause carefully and side by side. The first tells you who is responsible for which approvals; the second tells you what a valid directive looks like and what happens when the owner orders work without agreeing a price. The equivalent documents from ConsensusDocs and EJCDC allocate the same risks with meaningfully different language, and comparing two of them side by side is one of the fastest ways to understand what any single clause is actually doing. 8. The Associated General Contractors of America (AGC) — its education programs and published guidance on project management, jobsite planning, and subcontractor relations. AGC chapters also run jurisdiction-specific sessions that are frequently the fastest route to knowing what your local building department actually expects, as opposed to what its website says. For: early-career project engineers and project managers; the local-chapter relationships are worth as much as the material.

9. The Construction Management Association of America (CMAA) — its standards of practice for construction management, particularly the preconstruction phase material. Useful for the owner's-side view of what preconstruction planning is supposed to deliver and how the CM's obligations are typically defined. Reading it alongside this chapter shows you the same deliverable list from the other side of the table. For: CM-at-Risk and agency-CM practitioners, and anyone working for an owner.

10. Crane manufacturers' published load charts and lift-planning literature, together with the crane and hoisting requirements in your jurisdiction. You do not need to become a lift director to plan a site, but you do need to be able to read a load chart well enough to know that capacity falls off with radius — which is the mechanism behind Case Study 1's Option 1. Some jurisdictions also require a separate crane permit with an engineered siting plan, and in the United States proposed construction of certain heights or near airports requires notice to the federal aviation authority through its obstruction-evaluation process. Check both early; the aviation filing in particular has a lead time that surprises people. For: anyone siting a crane. Full treatment in Chapter 21.

11. The Lean Construction Institute — introductory material on the Last Planner System, make-ready planning, and constraint management. Read it here rather than waiting for Chapter 27, because a permit matrix is a constraint log with a longer horizon. The discipline of asking "what has to be true before this work can start, and who removes that constraint" is the same discipline whether the constraint is a permit, a submittal, a utility, or a neighbor's signature. For: anyone who found the back-scheduling material in this chapter useful and wants the general form of it.

12. Engineering News-Record (ENR) — its regional editions and its coverage of project logistics and urban construction. The regional editions are the best available window into how projects are actually being planned and staged in a given metropolitan market, including the neighbor, permitting, and street-use problems that never make national coverage. For: practitioners who want to see how other teams solved a logistics problem like theirs.


A note on what is deliberately absent. There is no authoritative national reference for "what permits do I need," because no such thing exists. Any book, checklist, or software product that claims to give you one is giving you a starting list of questions. Treat it that way, and take the list to your AHJ.
