Sources are described by what they are and what they do, not by invented edition numbers, section numbers, or URLs. Where a document is revised periodically — and most of these are — go to the publishing body for the current version rather than relying on a citation in a textbook.


Cost estimating standards and classification

AACE International — cost estimate classification recommended practices. AACE (the Association for the Advancement of Cost Engineering) publishes the recommended-practice documents that define the Class 5 through Class 1 estimate system used throughout this chapter, including versions calibrated to different industries. Go to AACE directly for the current recommended practice and its ranges; the plain-language table in §11.2 is a teaching simplification, and the authoritative definitions of maturity level, methodology, and expected accuracy live in the source. For: anyone who will ever be asked "how accurate is this number?" and needs a defensible answer.

CSI and CSC — UniFormat and MasterFormat, plus CSI's broader practice guidance. UniFormat is the elemental classification behind the Northgate estimate table: substructure, shell, interiors, services, equipment and furnishings, special construction, building sitework. MasterFormat is the work-result structure your detailed estimates and specifications will use from Chapter 13 onward. The Construction Specifications Institute publishes both, along with practice guidance on how documents are organized, how substitution requests actually work, and why the specification governs product and quality. Understanding why there are two classification systems — element versus work result — is more useful than memorizing either. For: estimators moving from detailed bidding into preconstruction, and for readers who found the substitution-request question in §11.7 harder than it looked.


Cost data and market intelligence

RSMeans construction cost data. The best-known commercially published construction cost database in North America, updated annually, structured by both MasterFormat and (in some products) assemblies, and including city cost indices for location adjustment. Read it critically: published unit costs reflect national averages and modeled crews, not your subcontractor market. Use it to bracket a number and to adjust for location, not to replace your own history. For: estimators without an internal cost database — which is most people early in a career.

Engineering News-Record (ENR) — construction cost and building cost indices, and regional cost reporting. ENR has published construction cost indices for many decades and reports on material and labor cost movement across U.S. markets. It is the standard reference when someone asks where you got your escalation assumption. Read the methodology note as well as the number — knowing what basket of materials and labor an index tracks tells you when it will and will not represent your project. For: anybody who has to defend an escalation forecast to an owner.

U.S. Bureau of Labor Statistics producer price indices, and the U.S. Census Bureau construction spending series. Two free, public, U.S. federal data sources that together cover both halves of a market analysis. BLS producer price indices are granular by commodity — when steel, copper, or electrical distribution equipment does something dramatic, this is where you see it early and without a subscription. The Census construction spending series reports construction put in place by sector, monthly, which is how you read the market conditions that move bid pricing 10–20% independently of any design decision. For: escalation forecasting, the market analysis described in §11.1, and the honest conversation about how wrong recent forecasts have been.


Value engineering, life-cycle cost, and lean

SAVE International — value methodology. The professional body for value engineering and value analysis, and the source of the structured job plan (information, function analysis, creative, evaluation, development, presentation) that this chapter compresses into a two-workshop format. If your VE meetings feel like brainstorming sessions that produce scope cuts, the formal function-analysis methodology is the fix. For: anyone running a VE workshop for the first time.

Lean Construction Institute — Target Value Design and the Last Planner System. LCI's published guidance and case material is the primary body of work on designing to a cost rather than estimating and cutting. Read it alongside Chapter 27 and pay attention to the contractual and commercial preconditions, which are the part most projects cannot meet. For: readers who finished §11.8 thinking "why doesn't everybody do this?"

Whole Building Design Guide (National Institute of Building Sciences) — life-cycle cost analysis guidance. Public, free, and specifically useful for the difference between simple payback (fine in a VE meeting) and a proper life-cycle cost analysis with a discount rate and a defined study period (necessary for large decisions). NIBS also publishes broader building-science and design guidance worth browsing. For: the chiller decision in §11.8 and every decision like it.


Contracts, GMPs, and risk

Standard contract forms — the AIA A133 family and A201, plus ConsensusDocs and EJCDC. The AIA A133 agreement is the standard U.S. form for the arrangement this chapter describes: preconstruction services first, then a GMP amendment. Read how the GMP amendment is structured, what attachments it requires, how contingency and savings-sharing are handled, and how the qualifications and assumptions get incorporated. Read the actual document rather than a summary — including your own. ConsensusDocs and EJCDC publish two other widely used families of construction agreements with meaningfully different risk allocations on several points, and comparing the same clause across all three is the fastest way to understand that risk allocation is a choice rather than an industry given. For: anyone who will sign or negotiate a GMP, and for readers who want Chapter 4's threshold concept from three directions.

Construction Management Association of America (CMAA) — standards of practice for construction management. CMAA publishes practice guidance describing the CM's scope across project phases, including preconstruction services, and administers the CCM credential. Useful for seeing the full published menu of design-phase services against the abbreviated table in §11.1. For: CMs defining or selling a preconstruction scope of services.


Constructability and design-phase safety

NIOSH — Prevention through Design (PtD). The National Institute for Occupational Safety and Health's initiative on designing hazards out of construction and maintenance work before anyone is exposed to them. Free, public, and directly applicable to the safety lens in §11.6 — permanent anchors, guarded roof access, erection sequences that avoid unprotected leading edges. For: every constructability review you ever run.

Construction Industry Institute (CII) — constructability research. CII's long-running research program includes foundational work on constructability as a formal, staged program rather than an ad hoc review, along with best-practice guidance on front-end planning. Access varies by membership; university libraries often carry the published research summaries. For: readers who want the evidence behind the claim that front-end planning is where project outcomes are decided.
