Thursday, February 12, Year 2. Northgate, level two north, corridor 2-B.
Dani Okonkwo had been an assistant project manager for six weeks. Twenty-five years old, three years out of school, and holding a tablet โ which turns out to matter.
Junior Delgado had been an electrician for nineteen years and a foreman for eight of them. He was standing on a rolling scaffold with four of Halcyon Electric's people, running a bank of four one-inch conduits up the corridor wall and across the ceiling space at about ten feet six, feeding the exam-room bank on the east side.
It was in the wrong place. Not marginally. Grace Lindqvist's coordinated model gave that corridor's ceiling space to a 34-by-12 supply duct main with the bottom of the duct at ten feet two โ four inches below where Junior's conduit bank was going. The coordination drawings routed electrical over the top of the duct on the north side and dropped it into the rooms off a different wall. The clash had been identified, resolved, and signed off in a coordination meeting eleven months earlier.
Dani was completely, verifiably, documentably right. Here is how it went.
Dani: "Junior, this doesn't match the coordinated model. There's a duct main coming through here at ten-two. You need to be above it on the north side."
Junior: (not looking at the tablet) "That's not what my drawings say."
Dani: "The BIM execution plan makes the coordinated model the governing document for above-ceiling routing. I can pull up the clash report โ it's clash two-forty-one, it was closed in a coordination meeting in March."
Junior: "Three of these four runs are already in. My shop drawing was approved. You want me to pull all this out on your say-so?"
Dani: "It's not my say-so. It's the model."
Junior: "Take it up with Devlin."
And he turned back to the wall, and his crew kept installing, and Dani stood in the corridor holding a tablet displaying a piece of evidence that had just made everything worse.
Which is when Dani did the one right thing available, and went and got Margo Deacon.
Margo came up from level one. She did not bring a tablet. She had a folding rule in her back pocket and a Sharpie behind her ear, which is what she always has.
Margo: "Junior. What's your elevation on that bank?"
Junior: "Ten-six to the bottom."
Margo: "What's coming through this corridor on the duct side?"
Junior looked up. Did not answer for about two seconds. "...Sofia's got the big supply main through here."
Margo: "How low is it?"
Junior: "I don't know. Ten-something."
Margo: "That's what I've got too. You got a minute to go look at it?"
They walked fifty feet to zone 2-C, where Cardinal Mechanical had already hung the same duct main. Junior looked at the hanger. He looked back down the corridor at his own conduit. And he said โ out loud, before Margo said one word โ "That's not going to work."
Margo: "No. What do you want to do?"
Junior: "I can go over the top on the north side and drop into the rooms off the corridor wall. I've got about eleven-four up there. Three runs to pull and re-run, maybe two hours. I'd rather do it now than after the duct's in."
Margo: "That's what I'd do. Anything you need from me?"
Junior: "Tell Sofia's guys not to hang anything in this bay till tomorrow noon."
Margo: "Done."
Ninety seconds. Two hours of a four-man crew. No RFI, no email, no notice, no coordination meeting, no damage to anything.
Now โ I want you to notice what the difference was not. It was not confidence; Dani was confident and specific and had the document. It was not knowledge; Dani knew the elevation and Junior did not. It was not authority; Margo has more of it, but she never used a word of it.
Margo did two things Dani did not do. She asked a question before she made a statement, which meant that the conclusion was produced by Junior's own knowledge, and a person does not argue with a conclusion he reached himself. And she left Junior a path to be the man who caught it instead of the man who was caught. His four electricians heard their foreman look at a duct hanger, say "that's not going to work," and then say what to do about it. That is a completely different afternoon for Junior Delgado than one in which a twenty-five-year-old with a tablet corrected him in front of his crew.

Say nobody had gone and gotten Margo. Junior finishes the corridor. Halcyon pulls wire. The ceiling grid goes up behind them. Cardinal shows up in three weeks to hang a fabricated duct main and cannot. Now it is an RFI, a coordination meeting, a two-week argument about which trade moves โ and the answer is still that electrical moves, because you cannot re-fabricate a duct main for less than you can re-run conduit. Only now it is not three runs in one bay.

41.1 Six Structural Constraints on Leading a Construction Project
Most of what is written about leadership is written for a manager who hires their team, pays their team, promotes their team, and sees the same faces for three years. Almost none of that describes your job. Before any technique is useful, you have to see clearly what is actually different, because the constraints are not incidental โ they are the problem, and every practice worth learning is a response to one of them.

Constraint 1 is the one that reorganizes everything else. It is the Chapter 19 threshold concept โ you do not manage the work; you manage the people who contracted to do the work โ restated as a leadership problem rather than a contracting one. If you cannot direct, you must influence. And influence is not a personality trait. It is a set of behaviors with a mechanism behind each one, and the rest of this chapter is that list.
โ๏ธ What the contract says. There is a legal edge under constraint 1 that young managers walk over without noticing. Your subcontract makes each subcontractor an independent contractor responsible for its own means, methods, sequences, and its own employees' safety and supervision. When you start directing a subcontractor's employees โ telling an individual electrician where to stand, how to do the task, when to take a break โ you are eroding that structure. Two things can follow. First, you may pick up responsibility for means and methods you did not price and are not insured for. Second, in some circumstances a general contractor that exercises enough day-to-day control over another company's workers can face joint-employer arguments in a wage or employment dispute. This varies by jurisdiction and by the specific facts, and the standards have shifted more than once โ ask your counsel how it currently reads where you build.
That is not a reason to stay off the deck. It is a reason to speak to the foreman about the work, not to the worker about the person. The distinction is also just good practice: going around a foreman to his own crew is the fastest way to lose the foreman, and the foreman is the only person on that crew who can actually change anything.
๐ Check your understanding. Constraint 1 says most of the people you lead do not work for you. Name the two things you do control that substitute for the authority you lack โ and then explain why "the subcontract" is the weaker of the two in practice.
Answer
The conditions under which their work is profitable (released areas, sequence, access, hoisting, answered RFIs, decisions, on-time payment) and the coordination process (a believable schedule, a real look-ahead, public commitments with names and dates). The subcontract's enforcement clauses are real and you must know them cold, but they are the weakest instrument in practice for three reasons: they are slow, they are expensive, and โ most importantly โ they do not put one additional electrician on your floor tomorrow. The moment you send a formal cure notice you convert a working relationship into a documented adversarial position and everybody on both sides starts writing letters instead of hanging drywall. Be slow to start that ladder and fast to climb it once you have genuinely earned it.
41.2 Authority, Credibility, and Influence
There are three ways to get a person to do something, and they are not equally useful.
Positional authority is "I am the general contractor's project manager and the schedule says Tuesday." It is the weakest instrument you have and the one most reached for, because it requires nothing of you. It works exactly once per relationship, on people who are already inclined to comply, on matters they do not care much about.
Credibility is the belief that you are worth listening to. It has three components, which people acquire in a specific order and lose in the reverse order.
Influence is what credibility buys you: a foreman who tells you about a problem before it is a problem, on a Tuesday, for free.

WHAT ACTUALLY MOVES PEOPLE
Competence credibility. Do you know the work? Not all of it โ nobody knows all of it, and pretending is fatal. Junior Delgado can tell inside forty seconds whether you understand what a homerun is, why he cares about the difference between a 90-degree sweep and a factory bend, and whether the thing you are asking for is physically achievable. If you do, he will spend his attention on you. If you do not, he will spend the minimum required by his contract.
The version of competence credibility that actually works is not encyclopedic knowledge. It is this: know enough to ask a real question, and be completely honest when you do not know. "I don't know how you'd rough that in โ walk me through it" builds more credibility in fifteen seconds than four years of nodding does in four years. The people who lose credibility fastest are the ones who bluff, because everybody in the trades has an unerring detector for it, and once it fires you never get the reading back.
๐๏ธ From the field. My third year, I told a masonry foreman that a wall could be laid Monday because "the slab will be at strength." He asked what the break was. I did not know; I had assumed. He laid the wall. The slab was at 2,100 psi against a 3,000 psi specified strength, and while nothing failed, my quality manager found out and I had to write a nonconformance report on a job where I had just spent all the credibility I had. What cost me was not the mistake. It was that I had answered a technical question with a schedule opinion, and that foreman never asked me another technical question as long as I was on that job. He asked my superintendent. Which, honestly, he should have been doing anyway.
Reliability credibility is the most underrated asset on a construction site and the easiest one to build, because it requires no talent whatsoever.
Do what you said, when you said. That is the entire skill. You said you would have an answer on the door hardware Thursday; on Thursday there is an answer, or on Wednesday there is a phone call saying it will be Monday and why. You said you would release the west corridor Monday; it is released Monday, or Friday afternoon there is a call.
Here is why this matters more in construction than almost anywhere else. Every commitment you make is an input to somebody's crew-loading decision. When you tell Norm Kubiak at Thermaline that the west corridor will be released Monday, Norm does not write that in a calendar. Norm calls four insulators on Friday and tells them where to be Monday at 6:30. If the corridor is not ready, four people drove to your job for nothing, Norm has to find them work or eat the hours, and the next time you tell him a date he will discount it โ not out of spite, but because he now has data. A manager whose dates are 60% reliable is worse than useless to a subcontractor, because a 60% date cannot be planned against and a foreman must plan against something.
This is the human half of the machinery in Chapter 27. Percent plan complete does not measure production. It measures whether the plan can be relied on by the next trade. Northgate's PPC started at 54% โ 101 commitments kept out of 187 made โ and 55% of the misses traced back to Kestrel, not to a subcontractor. PPC is a measurement of the commitment culture, and the commitment culture is a leadership output. When you want to know whether a project manager is any good, do not look at the schedule. Look at the trend line of the number of promises their job keeps.
Relational credibility is slowest and deepest: does this person believe you would treat them fairly when it costs you something? You cannot build it with lunch. You build it the first time you had an opportunity to shift a cost onto somebody unfairly and did not take it, and they found out. Which they always do โ the trades in a given metro area are a smaller and better-connected town than any general contractor thinks.
๐ Check your understanding. You are a new assistant project manager. You have no track record, you know less about the work than everyone you are talking to, and you have no authority over any of them. Which of the three credibility types can you start building this week, and why is it that one?
Answer
Reliability. Competence takes years and cannot be faked. Relational credibility takes an opportunity you have not been handed yet. But reliability requires nothing but discipline, and it is measured in units small enough that you can accumulate a lot of them fast: return the call, send the sketch when you said, close the RFI you promised to chase, have the answer on Thursday. Five kept commitments in a week is a data point; twenty in a month is a reputation. And note the asymmetry โ reliability is built one small kept promise at a time and destroyed by one broken promise you did not call about. The call is the whole thing. Missing a date costs you very little if you give notice; missing it silently costs you the relationship.
41.2.2 The young-manager problem
You are twenty-five. You are directing a foreman who is fifty, who has been doing this since before you were born, and who has watched eleven project engineers come and go on jobs like this one. He is not hostile. He is waiting โ running a fast, mostly unconscious appraisal of whether you are going to be useful, harmless, or a problem, and he will have an answer inside about ten days.
This is not a confidence problem and the advice to "own the room" is actively bad. It is a credibility-sequencing problem: you are being asked to spend credibility you have not yet earned. Four behaviors resolve it, and they work in combination.
1. Ask before you tell. This is the hook, mechanized. Almost every time you are about to correct someone with more experience than you, there is a question that gets you the same outcome at a fraction of the cost. Compare:

The right column is not softer. It is more effective, and the mechanism is threefold. First, you might be wrong โ roughly one time in five you will discover that the person doing the work knows something you do not, and the question saves you from a confident, public error. Second, a conclusion a person reaches themselves is not resisted. Third, the question routes around the thing you cannot afford, which is a public status contest with a person whose standing with his crew is the actual source of his ability to help you.
2. Be useful before you are directive. Before you ask a foreman to change anything, be the reason something got easier. Get the RFI answered. Get the material released from the gate. Get the hoist time. Find out that the inspector will do a partial-area inspection. Get the pay application processed on time. The single most powerful thing a young manager can do is remove an obstacle nobody asked them to remove, and then not mention it. It gets mentioned anyway.
3. Be scrupulously reliable on small commitments. Small ones especially. The foreman is not evaluating you on the hard stuff yet โ he is evaluating you on whether you brought the sketch you said you would bring. Small kept promises are cheap and frequent, which makes them the fastest available way to build a track record.
4. Never make somebody look bad in front of their crew. This one is absolute and it is the one that most often gets broken by accident. A foreman's ability to run his crew rests on their belief that he knows what he is doing. Correct him publicly and you have not just embarrassed him โ you have degraded the instrument you need. Every hard conversation happens off to the side, in the stairwell, in the truck, in the corner of the deck where nobody can hear. Every piece of praise happens where people can hear it. That asymmetry is not politeness. It is maintenance of the thing that makes the crew work.

41.3 The Daily Craft
Everything in ยง41.2 is a disposition. This section is the set of repeatable actions that express it. There are five, and you will do all five most days for the rest of your career.
41.3.1 Presence โ where you stand and what you notice
A project manager who has not walked the building cannot lead it. Margo Deacon has been saying that to me for eleven years, usually with an adjective in the middle, and she is right.
Here is the mechanism, because "get out of the trailer" is advice and I owe you a reason. Your reports tell you what happened. The deck tells you what is about to happen. The cost report (Chapter 28) closes at month-end. The schedule update (Chapter 29) is monthly. The daily report (Chapter 26) is a day old by the time you read it. But four pallets of ceiling grid stacked in the corridor that framing needs on Thursday is information available only to a person standing in the corridor on Tuesday, and it is worth more than all three reports.
It is not the number of hours. It is when and where.

PM "A" sees a finished morning. PM "B" sees the morning being made: who showed up, who did not, what is in the way, which foreman is standing around because his layout is not done, which gang box is not open yet, whether the toilets got serviced. The first ninety minutes of a construction day contain more decision-relevant information than the other nine hours combined, because that is when every crew discovers what is actually in front of them.
What to notice, in rough order of value:

| Which foremen are talking to each other? | Voluntary trade-to-trade coordination is the healthiest thing you can observe on a job. Its absence is a warning. |
| Whose eyes do you catch, and whose do you not? | People who avoid your eye are usually people with news. Go get it. |
And say something to people. Not a speech. Name, and one specific thing: "Norm โ the west corridor's clear now, I know you got stuck Monday." Learning names is the cheapest leadership behavior in existence and almost nobody in the office does it. Margo can name every one of the 210 people at peak. I cannot, and she is a better field leader than I am, and those two facts are related.
41.3.2 Asking rather than telling, as a diagnostic method
We covered "ask before you tell" as a way to avoid a status fight. It is also a diagnostic instrument, and this is the more important use.
When a trade is behind, there are perhaps nine possible causes: the work in front of them is not complete; material has not arrived; they are waiting on information; they lack people; they cannot get into the space; an inspection has not happened; a submittal is not approved; something changed; or the weather. Those are, not coincidentally, the constraint categories in a look-ahead (Chapter 27). Eight of those nine are things the general contractor either owns or can move. Exactly one โ labor availability โ is the one every manager assumes it is.
The question that finds it is not "why are you behind." That question produces a defense, because it is an accusation with a question mark on it. The question is:
"What's in your way?" โ and then, after the first answer, "what else?"
The second "what else" is the important one. Foremen answer the first question with the thing they think you will accept. The real answer is usually second or third, because it involves another trade, or it involves you.
Then the third question, which changes the conversation from complaint to plan:
"What would it take?"
Three questions. What's in your way. What else. What would it take. I have run twenty-two years of production meetings and I have never needed a fourth.
๐งฉ Productive struggle. Before you read on, work this one. It is Tuesday of week 52 on Northgate. Sightline Interiors is nine days behind on level three gypsum board. Their foreman, Roddy Vance, is a good foreman who has hit every date until now. You know that Sightline's owner has two other jobs running, and you strongly suspect he has moved people. Your instinct is to call the owner.
Take three minutes and write down: what three things must you know before that phone call, and what is the first sentence you say to Roddy? Then compare.
Compare
What you must know first โ and all three are about your own performance, per Chapter 19:
- Did you release the work? Is level three actually framed, roughed, inspected, and clear of stored material โ all of it, or just some of it? Go look. Do not ask; go look.
- Did you answer their questions? Open RFIs, unreturned submittals, undecided owner items sitting on Sightline's scope.
- Did you pay them? Applications processed on time, at the right amount, retention correct.
If any answer is "no," the phone call to the owner will be answered with a one-page letter and an attachment that makes you look careless, and you will have spent credibility for nothing.
The first sentence to Roddy is not about the schedule. It is:
"Roddy, you've hit every date on this job and now you're nine days out. That tells me something changed. What's in your way?"
Two things are doing work in that sentence. You have stated his track record, which is true and which signals that you are not treating this as a character issue. And you have asked the diagnostic question rather than the accusatory one. What you will very often learn is that six of the nine days are yours โ an inspection you did not chase, a released area that got taken back, a corridor full of somebody else's material. Then, and only then, do you know whether the phone call to the owner is warranted. Roddy will also tell you the truth about the manpower, because you gave him a way to do it that is not a confession.
41.3.3 Making and keeping commitments
The four properties of a real commitment, from Chapter 27, apply to you exactly as they apply to a foreman: a named person, a specific finishable deliverable, a date, and it is stated out loud in front of the people relying on it.
The leadership content is the part the Last Planner literature does not spell out: you have to model it before you can measure it. A project manager who runs a weekly work plan meeting, scores subcontractor commitments, and never scores their own has built a compliance instrument, not a commitment culture, and every foreman in the room can see it. On a healthy job, the general contractor's own commitments are on the board with everybody else's โ release dates, RFI answers, inspection requests, submittal returns, decisions โ and they get the same binary scoring and the same reason code when they miss.
Do that for six weeks and something specific happens: the foremen start committing to more. Not because you asked them to, but because a system that visibly holds itself accountable is safe to make a real promise inside.
Three rules for your own commitments:
- Do not make a commitment you do not control. "The architect will answer by Friday" is not a commitment you can make. "I will have Dale's answer or an escalation email to his principal by Friday" is.
- When you are going to miss, call before the deadline, not after. A missed date with notice costs a foreman one replanning cycle. A missed date discovered on arrival costs him a crew-day and his own credibility with his own people, because he told them to be there.
- Keep a list, and keep it in one place. Every commitment you make in a day โ in a hallway, on the phone, at the tailgate โ goes in one place before you go to bed. A manager whose reliability fails does not usually fail from dishonesty. They fail from a hallway promise nobody wrote down.
41.3.4 Hard feedback to somebody who does not work for you
You cannot discipline a subcontractor's foreman. You can, however, change his behavior, and the method is more constrained and more effective than the one you would use with your own employee.
Five elements, in order. Skip one and the conversation fails in a specific, predictable way.

And then the distinction that separates competent managers from good ones: are you correcting a person, or correcting a system?
Junior Delgado's conduit was in the wrong place. Was that Junior? Or was it that Halcyon's field crew was issued a November coordination set and never got the March revision, because Kestrel's document control pushed revisions to project managers and not to foremen? If the second one is true โ and on that job it was partly true โ then correcting Junior fixes one bay of conduit and guarantees the same event next month in a different corridor. The systemic fix was two hours of Grace Lindqvist's time producing a laminated above-ceiling routing card, per zone, hung in the gang box.
Use the same substitution test from Chapter 24: would a different, equally competent person in that spot have done the same thing? If the honest answer is yes, stop looking at the person. You are looking at a system that produced the behavior, and the person is the last place you will find the cause.
41.3.5 Running a meeting people are willing to attend
Chapter 26 gave you the architecture. The leadership question is narrower: why do people show up prepared to your meeting and not to somebody else's?
Not because you told them to. Because of six things, every one of which is a behavior of the person running the room:
- It starts on time and ends on time, without exception. The first time you start at 9:04 for a straggler you have taught eleven people that 9:00 means 9:05, and you cannot unteach it.
- The agenda went out before, and it is followed. People prepare for a meeting they can predict.
- Decisions get made in the room. A meeting that produces "we'll look into that" three times is a meeting people delegate to their least busy employee within a month.
- Every action item has a name and a date, read back out loud before anybody leaves, and reviewed at the top of the next one. This single practice does more than the other five combined.
- It is short. Ninety minutes is a failure. The Northgate weekly work plan meeting ran 45 to 60 minutes with eleven foremen in it.
- Nobody gets humiliated in it, ever. The moment a coordination meeting becomes a venue for public blame, everyone in the room begins managing their exposure instead of solving the problem, and you lose the reason the meeting exists. Bad news must be cheaper to say in your meeting than to hide.
Point six is the leadership one, and it is worth a hard test. Think about the last three times somebody brought a genuine problem into your meeting. What happened to them? If the honest answer is "they got grilled," then your next meeting will be a status report from eleven people who have already decided what to leave out.

Your weekly coordination meeting is running 100 minutes, four of the eleven foremen send different people each week, and the same three items have been on the agenda for a month. Name the single change most likely to fix all three symptoms, and say why one change touches all three.
Answer
Force every open item to a decision with a named owner and a date, in the room, and read the list back before anyone leaves. It fixes the recurring items directly โ an item with an owner and a date either closes or produces a visible, nameable reason. It shortens the meeting, because most of the extra 40 minutes is re-litigating items nobody was ever assigned. And it fixes the attendance problem, because foremen send substitutes to meetings where nothing is decided; the person who gets named and dated in front of ten peers has a reason to be there personally. The root symptom is that your meeting is a status meeting pretending to be a coordination meeting, and the action-item discipline is what converts it.
41.4 Conflict, Which Is Structural
New managers take conflict personally, which is a category error that costs them years. On a construction project, the conflict is almost never about personality. It is produced by the structure of the arrangement, and it would occur between different people in the same roles roughly as often.
41.4.1 Where it actually comes from

Read that table again and notice: four of the six were created in preconstruction, by decisions about scope, sequence, and allocation โ most of them yours. That is theme 3 applied to conflict. The project is built twice, and the fights in the second build were designed into the first one.
The practical consequence is a diagnostic habit. When two trades are fighting, your first question is not "who is right." It is: what structural condition is producing this, and can I remove it? Two crews in one corridor is not a personality problem. It is a sequencing decision, and the decision was made in a trailer.
41.4.2 The escalation discipline
Here is a sentence worth memorizing: a manager who escalates everything and a manager who escalates nothing are both failing, and the second one is more common and more dangerous.
Escalate everything and you have announced that you cannot resolve anything, you have consumed your executives' attention, and you have taught your subcontractors that the way to get a decision is to go around you โ after which they will, permanently.
Escalate nothing and you are absorbing risk that belongs to the company. The classic version is the project manager who spends five weeks trying to fix a failing subcontractor personally, out of pride or optimism, and hands their VP a problem at week six that had a cheap solution at week one. I have done this. It cost a job about $180,000, and the honest post-mortem was that I did not want to say out loud that I could not fix it.
Four tests. If two or more are true, escalate today.

That last line is the difference between escalating and complaining. Never walk into your VP's office with a problem and no recommendation. "Nadia, Halcyon has averaged twelve and a half against a kickoff curve of eighteen for five weeks, I have released their work and Lorena has paid every application inside terms, I have talked to Devlin twice and to Yolanda once, and I recommend we send a written schedule notice this week and offer accelerated payment terms in exchange for eight bodies." That is a two-minute conversation with a decision at the end.
And there is a courtesy that costs nothing and is worth a great deal: tell the person you are escalating past that you are doing it, before you do it. Margo does this reflexively โ "Devlin's doing everything he can and this isn't about him; I told him I was calling you." An escalation that arrives as a surprise is an ambush and it converts a working relationship into a defensive one. An escalation that arrives announced is a process, and the person you went around can stay in the room.
41.4.3 A method for a two-trade conflict
You will do this a hundred times. It takes about twenty minutes and it has five steps.
Step 1 โ Separate positions from interests. A position is what someone says they want. An interest is why. Positions collide; interests almost never do, and the resolution lives in the gap.
Step 2 โ Find the physical constraint. Almost every field conflict has one physical fact underneath it โ an elevation, a sequence, a lift, a door, an inspection. Go find it. Stand at it with both foremen. Arguments held in a trailer are about who is right; arguments held under the actual duct are about what will fit.
Step 3 โ Make the trade explicit. Somebody is going to give something up. Say so out loud, name what they get for it, and do not pretend the resolution is free.
Step 4 โ Write it down. Two sentences, that day, to both parties and their project managers.
Step 5 โ Confirm it happened. Go look on the day it was supposed to happen. A resolution nobody verified is a resolution that failed silently.
Worked example โ Northgate, level two, week 50. Cardinal Mechanical (Sofia Marchetti's crew) and Halcyon Electric (Junior Delgado's) both need corridor 2-B for three days. Both are right that they were scheduled there.

The interests do not actually collide. Cardinal needs a sequence position. Halcyon needs a window. The physical constraint, found by standing in the corridor with both of them, is that the duct hanging and the overhead conduit cannot happen in the same eight feet on the same day โ but they can happen in the same corridor if they are separated by about thirty feet and one of them runs early.
The trade, made explicit: Halcyon starts at 6:00 a.m. instead of 7:00 and works the west 60 feet; Cardinal starts at 7:00 in the east 60 and they leapfrog, with Cardinal taking the full corridor Wednesday. What Halcyon gives up: an early start and a split crew. What Halcyon gets: their week, so their four people are not lost for eleven days. What Cardinal gives up: two days at half a corridor. What Cardinal gets: their sequence position preserved, so the sprinkler drop is not delayed. What Kestrel gives up: Margo has to get the hoist and the temp lighting on at 5:45, and someone from Kestrel has to be there at 5:45 too โ which, on this job, was Dani.
Written down at 2:10 that afternoon in four sentences. Verified at 5:50 Monday morning, standing in the corridor with a thermos.

Go stand at the damaged wall with both of them. Step 2 โ find the physical constraint โ before step 1, because in a damage dispute the physical evidence usually resolves the positions without anybody having to lose an argument (the scrape height tells you it was a cart, the location tells you whose route it was, the timing tells you who was in the room). "Who did it" is the wrong first question for two reasons: it is a question about blame, which guarantees both parties defend rather than describe; and even when you answer it, you have not solved the recurring problem. The systemic version โ why is a finished corridor being used as a material route at all, and where should the route be? โ prevents the next eight instances. Assign the repair, then fix the route. The repair is $340. The route is worth $340 eight more times.
41.4.4 Confrontation without escalation
The hardest conversation in this job is with a subcontractor who is not manning the work. It is hard because you need two contradictory things: you need the behavior to change, and you need the relationship intact, because that company is going to be on your next three jobs and you may need them in four months when someone else fails.
Most managers get this wrong in one of two directions. They avoid it for six weeks, then explode and send a cure notice โ which converts a working relationship into a legal position and does not put one electrician on the floor tomorrow. Or they soften it into nothing: "Hey, we could really use a few more guys up there when you get a chance." That is not a conversation. That is weather.
Here is the shape that works. This is close to what Margo actually said to Yolanda Prieto at Halcyon, and it is worth studying line by line.
Margo: "Yolanda, it's Margo at Northgate. Devlin's doing everything he can and this isn't about him โ I told him I was calling you."
Opens by protecting the person she went around, and by announcing the escalation rather than concealing it.
"Here's the situation. Your kickoff curve had eighteen people in weeks forty-five through fifty-two. We've averaged twelve and a half."
Facts with numbers, no adjectives. Not "you're short-handed" โ a count against an agreed plan.
"I've got your work released, your RFIs are closed, and Lorena's paid every application inside terms."
Her own house is in order and she says so first. This is the move that makes the rest of the call possible. If any of those three were untrue, the call would end here and she would deserve it.
"Here's what happens next if nothing changes, and I'd rather tell you than surprise you. In about two weeks I have to send Devlin a written schedule notice. That goes in your file with us, and Kestrel's prequal database has a long memory. I don't want to send it and I don't think you want to get it."
The consequence, named honestly, with a timeline, and framed as something she would rather avoid. Not a threat โ a forecast. There is a real difference and everybody hears it.
"So: what would it take to get eight bodies on level three by Thursday? And what can I do for you?"
The diagnostic question, and then the reciprocal offer โ because Yolanda has a constraint too, and Margo is about to find out what it is.
"I can give you two more clean released zones so your crews never wait on us, and I'll ask Lorena to turn your January application in fourteen days instead of thirty if the manpower shows up."
Something real on the table. Not a favor โ a trade, priced in the currency the other company actually uses.
Notice what is absent: no raised voice, no adjectives about Halcyon's performance, no reference to the subcontract, and no ultimatum. And notice what is present: a named number, an honest forecast of consequence, a question, and an offer. That is the whole instrument.
41.4.5 When to be genuinely hard
Now the other side, because everything above can be misread by people who dislike conflict, and I would rather be blunt.
A manager who is never hard is not kind. They are transferring the cost to whoever is downstream.
When you let a subcontractor stay six weeks behind because the conversation is uncomfortable, you have not spared anybody. You have handed the compression to the four trades that follow them, who will now work in a stacked, accelerated, out-of-sequence condition โ and that condition is the third finding in the scaffold investigation. Milo Serrano stepped on a plank that had been modified overnight by a trade running behind under an unwritten "make it up" pressure. Nobody wanted to write that down. The kindness that produced it was somebody's, several weeks earlier, in a trailer.
So: be slow to start the ladder and fast to climb it. When you have earned the notice, send it that week, follow the subcontract exactly, and do not skip a rung. And be hard in a particular way โ hard about the standard, never about the person; hard in private, consistent in public; hard early, when it is still a conversation, rather than late, when it can only be a letter.
โ ๏ธ Safety alert โ the leadership behaviors that most change injury rates. Of everything in a safety program, three items are leadership behaviors rather than program elements, and they are the ones most associated with what actually happens on a site.
1. Stop-work authority that is genuinely honored. Every orientation says every worker can stop work. The culture is set entirely by what happens the first time somebody uses it. On Northgate that was Tashawn Pryor, eleven weeks in the trade, stopping a 130-cubic-yard deck pour over a bent clamp pin. It cost about $9,700 and half a day, and he was right. Margo bought the crew lunch; Tashawn told the story himself at the Monday all-hands; I told forty people what it cost and said we would spend it again tomorrow. Near-miss reports went from about 3 a week to about 11. If you are not willing to pay that cheerfully and publicly the first time, do not put stop-work authority in your orientation, because a promise you break once is worse than one you never made.
2. Reporting without punishment. A near-miss report is never a disciplinary event. Not "usually not." Discipline a man who reports that he nearly fell, and you have purchased one instance of compliance and lost every future report from him and everyone who hears the story โ and every one of those lost reports was a free map to a hazard.
3. Visible presence. Every hazard a manager walks past is a lesson delivered, and it is more powerful than any talk, because it is what you did. The corollary is the version that works better than general presence: go to the toolbox talk and say nothing. Stand at the back. Let the foreman run it. The message received โ this matters enough for the PM to spend fifteen minutes, and the foreman owns it โ is both true and free.
41.5 Building a Team Out of Separate Companies
You have between eighteen and forty companies on your site whose only formal connection is a piece of paper each one signed with you. They did not choose each other. Several of them are competitors. Some of them have sued each other. And you need them to behave, for eighteen months, like a single organization.
That is a real thing that can actually be built, and here is what builds it.
41.5.1 A kickoff that sets expectations once, in writing
Most subcontractor kickoffs are an hour of somebody reading the safety manual out loud. Waste of forty people's morning.
A kickoff that works does one thing: it makes explicit and public every expectation that would otherwise get discovered one argument at a time over the next year. Two hours, foremen and project managers from every trade in the room, and a two-page document that everybody leaves with.

The last item on my kickoff agenda, always, is one sentence about bad news, and I say it the same way every time: "On this job, the fastest way to be in trouble with me is to sit on a problem for two weeks. Bring it to me the day you see it and I will help you fix it. Nobody on this job has ever gotten in trouble for early bad news, and if that ever stops being true I want somebody to tell me."
That is not a nice sentiment. It is a project-controls instrument, and ยง41.12 explains why.
โ๏ธ What the contract says. CO #14 is the reason "nobody proceeds on a verbal" belongs in the kickoff and not in a memo after it happens. Meridian's owner's rep gave a verbal go-ahead on a Thursday; Kestrel's assistant superintendent, under schedule pressure, let the concrete crew build the depressed slab on Monday. No written directive, no agreed price, no time-impact analysis, and no time-and-material tickets for four days. The owner's understanding of the cost was "about $60,000." Kestrel's actual incurred cost was $186,400. What could be substantiated from contemporaneous records was $121,000. The negotiated settlement eight weeks later was $142,750, leaving $43,650 unrecovered, and of nine calendar days claimed, four were granted.
Now read that as a leadership failure rather than a documentation failure, because that is what it was. Two competent, reasonable people made a good-faith agreement and neither wrote it down โ and a third person, junior, under pressure, made the entirely rational decision to keep the concrete crew productive rather than stop and ask. Nobody in that chain did anything malicious and it still cost $43,650. The fix is not a form. The fix is a project where a twenty-four-year-old under schedule pressure believes, correctly, that stopping to ask will be rewarded rather than punished. That belief is manufactured at kickoff and maintained every time somebody tests it.
41.5.2 The behaviors that hold it together
Be consistent. The same rule for everybody, including your own self-perform crews โ especially your own crews. Nothing destroys a jobsite culture faster than a general contractor whose concrete crew leaves debris that the drywall subcontractor gets written up for. Jamal Foster's crews on Northgate cleaned up behind themselves visibly and slightly excessively, and it was worth more than any memo.
Pay people correctly and on time. This is a leadership behavior and almost nobody frames it that way. It is the second most powerful source of leverage you have (Chapter 19), and it is squandered constantly for no benefit. A subcontractor's foreman does not know your pay-application cycle, but he absolutely knows whether his company is arguing with yours about money, and that argument arrives on your deck as manpower. Details in Chapter 32; the leadership version is three sentences: process the application on the day you said; do not invent deductions to improve your own cash position; release retention when it is earned. If you have a real dispute, pay the undisputed portion and dispute the rest in writing. Slow-walking a whole application to gain leverage on one line item is a technique that works once and costs you the A-crew for three years.
Give credit publicly, absorb blame publicly. In the owner-architect-contractor meeting, when the imaging rooms got finished nine days early, the sentence is "Cardinal and Halcyon pulled that off โ Sofia rebuilt the sequence and Junior split his crew to make it work." When the door hardware submittal is late, the sentence is "That's on our team. It's my log. Dale will have the resubmittal Friday."
The second one is harder and it is the one that builds the team. Then โ and this is the part that makes it a system rather than a gesture โ you assign the cause internally. Absorb blame outward; assign cause inward. A manager who absorbs blame outward and never diagnoses inward is not protecting the team, they are protecting the defect.
Run a clean, safe, organized site. Chapter 18 gave you the mechanics. The leadership content is that a well-run site is a message, received daily by every person who walks through your gate, that says: somebody is in charge here and they thought about you. Working toilets, cleaned twice a week. Water in July, a warm place in January. Parking that is not a quarter mile away. Lighting in the stairwell. A gate that opens at 6:00 when the badge line says 6:00. Every one of those is cheap, and every one of them is a leadership statement that arrives without a memo.
Small reciprocities. This is the mechanism that makes a foreman send you their A-crew, and it is nearly invisible from the office. Let Sofia's material go up the hoist ahead of yours on a day it costs you nothing. Let Norm's crew use your lift for an hour. Chase somebody else's inspection while you are chasing yours. Take a subcontractor's side, once, when they are right and it costs you something. None of these are favors, exactly โ they are deposits, and the trades keep an unwritten ledger that is more accurate than any of your logs.
๐๏ธ From the field. In month nine of Northgate a fire-protection foreman named Curt Reddick told Dani his sprinkler branch mains were going to be nine days late because his fabricator had a shop fire. Dani could have logged it and sent an email. Instead Dani spent about ninety minutes on the phone and found that a Kestrel job across town had a fabricator with open shop capacity, and made the introduction. It cost Kestrel nothing. Reddick got his mains in five days instead of nine.
Fourteen months later, during the acceleration, Reddick's company was the only subcontractor on Northgate that gave us a Saturday crew without a premium request and without a conversation. I did not ask him why, but I know why.
๐ Check your understanding. Your project is short on cash this month, and your accountant suggests holding a $180,000 subcontractor application for three weeks to improve the project's cash position. Give the two-part reason to refuse, one part financial and one part leadership.

Financial: you are buying three weeks of float on $180,000 โ at an illustrative 8.5% cost of capital that is about $1,050 โ and paying for it with the second-strongest source of leverage you have. If that subcontractor pulls even one crew-week off your job in response, you have lost multiples of $1,050 in schedule and productivity, and if you are on Northgate every calendar day of slip is $10,650. Leadership: a payment held for cash reasons is indistinguishable, from the other side, from a payment held to gain leverage. You cannot explain the difference and they will not believe you. What you have actually purchased is the knowledge, distributed through every foreman in that company and eventually through the local trade community, that Kestrel pays late when it suits Kestrel โ and the price of that reputation is paid in manpower on jobs you have not bid yet.
41.6 Leading Across Language
Multilingual crews are not an edge case. In most metropolitan construction markets in the United States they are the ordinary condition, and Spanish is the working language of a large share of the craft workforce. You will run jobs where three or four languages are spoken among the people who report to your gate. Handle this well and your site works better for everybody on it. Handle it badly and you have created a hazard.
41.6.1 The invisible coordination load
Almost every multilingual crew runs on a bilingual foreman or lead who translates continuously โ instructions, safety, layout, schedule, the argument with the other trade, the conversation with the inspector, the injury report, the day's changes. That person is doing two jobs. They are usually paid for one.
Notice this, name it out loud, and where you can, act on it. It is not your company's payroll, but you can tell that foreman's employer what you see; you can route information through them rather than around them; you can stop treating them as a free translation service for every trade on the site; and you can build your own communication so that the load goes down instead of up.
That last one is the point of everything below.
41.6.2 Safety instruction that is not understood is not instruction
This is the sentence to hold onto. A toolbox talk delivered in English to a crew that understands a third of it is not a safety briefing. It is a record of a safety briefing โ a signature sheet with a date on it โ and the gap between those two things is where people get hurt.
The gap is also a legal exposure, and jurisdictions and enforcement practice differ, so ask your safety director and your counsel how it reads where you build. But the reason to close it is not the citation. It is that a person who did not understand the confined-space plan is going to enter the space anyway, because the work has to get done and he is not going to be the one who says he did not follow it.
41.6.3 Practices that actually work
These are concrete, cheap, and none of them is a gesture.

Teach-back is the highest-value item on that list and it is the one people skip because it feels awkward the first two times. "Any questions?" is not a comprehension check; it is a request for someone to publicly declare confusion, and no adult does that in front of a crew. "Do me a favor โ tell me how you're going to set that up, so I know I explained it right" puts the burden of a bad explanation on you, where it belongs, and it surfaces the misunderstanding while it is still free.
41.6.4 The dignity issue, plainly
An intelligent, highly skilled adult who does not speak your language is routinely treated on a construction site as though he is less capable. It happens through volume โ people speak louder instead of clearer. It happens through routing โ instructions and questions get addressed to the bilingual lead while the person who does the work is talked past, in front of him. It happens through exclusion from the meeting, the plan, and the decision. And it happens most damagingly through assumption: someone concludes that a person who cannot explain a plan in English cannot make one.
That man may have been doing this work for twenty-five years. He may know more about the assembly in front of you than anyone on your staff.
A manager who corrects this on their own site changes the working experience of everyone on it, and it costs nothing but attention. Address the person doing the work. Wait for the translation instead of talking over it. Ask his opinion through the interpreter and then actually wait for the answer. Learn his name and say it correctly โ ask him how, if you are not sure, which is a thirty-second conversation that people remember for years.
And when you hear the joke, the mimicry, or the "if they want to work here" speech, end it. Not with a lecture. With four words and a look: "Not on this job." You will only have to do it two or three times, and the whole site will know inside a week โ which is exactly the point, because the people it was aimed at will know too, and that is what changes whether they stay.
๐ Check your understanding. Your crew's toolbox talk on silica was delivered in English to eighteen people, six of whom you know speak limited English. Every one of them signed the sheet. What do you actually have, what do you not have, and what are the two cheapest things you can change before next week's talk?

What you have is a record: a document establishing that a talk occurred and who was standing there. What you do not have is any evidence that six people received the instruction โ and safety instruction that is not understood is not instruction. Two cheapest changes: (1) deliver it bilingually โ either given twice, or given by someone who delivers both, not a translated handout distributed after an English talk; and (2) teach-back โ before work starts, ask two or three people to explain the hazard and the control back to you in their own words. That is ninety seconds and it is the only comprehension check that works, because "any questions?" asks an adult to publicly declare confusion in front of a crew, which nobody does in any language.
41.7 Building a Site Where More People Can Work
Chapter 20 put the numbers on the table: the craft workforce is aging, the pipeline is thinner than demand, and retention gets a fraction of the attention that recruiting does. Women remain a small minority of the people working with tools โ a low single-digit percentage of the craft workforce, a figure that has barely moved in decades โ while the industry describes a labor shortage as its binding constraint.
Those two facts sitting next to each other are not a values argument. They are a supply argument, and the reason it belongs in a leadership chapter rather than an HR chapter is that essentially every barrier is something a project manager or superintendent can fix on their own job, this month, without asking permission.
Here is the action list, with the owner and the timing, because a list of barriers without an owner is a complaint.

Look at the cost column that is not in that table: nearly every item is free or a few hundred dollars, and about half of them are things you should be doing anyway for reasons that have nothing to do with anybody's gender โ a second toilet is a productivity item on a big site, harnesses that fit are a fall-protection item, and posting next week's hours on Thursday is basic look-ahead.
The same reasoning applies to every under-recruited population: veterans, career changers, people re-entering the workforce after incarceration, and workers whose first language is not English and who are consistently underserved by training material that exists only in English. Real apprenticeship โ structured, paid, classroom instruction, a credential at the end โ works in both union and open-shop forms and is the industry's genuine strength. What it needs is scale and sponsorship, and sponsorship is a thing that individual superintendents do.
Unsentimentally: this is one of the very few available answers to a binding labor constraint. It is also basic professional decency, and I have stopped pretending those two arguments need to be separated. If it helps to hear it as arithmetic: a company that recruits effectively from something under half the population, during a labor shortage, has diagnosed its own problem.
41.8 The Health of the People You Lead
This section is uncomfortable and I am going to write it plainly, because the alternative โ leaving it out because it is awkward โ is how the industry got here.
A necessary framing before anything else. What follows is workplace management, not clinical advice. You are not a counselor, you will not diagnose anybody, and you should not try. Your job is narrower and entirely doable: notice, respond as a manager, and connect people to real help. If you believe a person is in immediate danger, do not manage it โ get them professional help immediately. In the United States, the 988 Suicide and Crisis Lifeline can be reached by call or text; emergency services are 911. Crisis resources differ by country, and a project should post its own local numbers at the gate, in the trailer, in the break area, and in the languages spoken on the site.
41.8.1 What is reported, honestly hedged
Construction is consistently reported among the industries with the highest suicide rates in the United States. It is also reported to have elevated rates of substance use disorder, including alcohol and opioids, relative to the overall workforce.
I am deliberately not giving you a rate. Published figures move between analyses depending on how the industry is defined, which occupations are included, which years are covered, and how deaths are coded โ and a number quoted from a textbook is exactly the kind of thing that gets repeated for a decade after it stops being accurate. Go to the source and read the current one. The places to look are the CDC, which has published industry-level suicide analyses; NIOSH, which runs a construction research program; CPWR โ The Center for Construction Research and Training, which publishes construction-specific health and safety data; and the Construction Industry Alliance for Suicide Prevention, an industry body formed specifically around this problem. Your national or regional equivalent will have its own.
The proposed mechanisms are not mysterious, and knowing them tells you where a manager has leverage:
- The work injures people. Injured people are prescribed pain medication. A culture that rewards working hurt keeps them working, and a worker paid by the hour who cannot work does not get paid โ so the incentive runs entirely one direction.
- The work is seasonal, cyclical, and mobile. Layoffs, travel, and relocation separate people from the relationships that hold them.
- The culture, historically, has treated asking for help as weakness, on a job where being seen as weak has employment consequences.
- Access is hard: long hours, no time during business hours, and often a benefits structure the worker has never had explained.
41.8.2 What a manager can actually do
Normalize the topic before you need it. Put it in orientation. Put it in the toolbox talk rotation โ the construction alliances publish talk materials specifically for this, and the fact that it is a scheduled talk like ladders or silica is itself the message. And say the thing out loud, from the front, in ordinary words: "This is a hard job and people go through hard things. There is help and it is confidential and using it will not cost you anything here."
Know what your assistance program actually covers, and say so. Most project managers cannot answer this, which is a small, fixable, and genuinely consequential failure. Go find out this week: what does the employee assistance program cover, how many sessions, is it confidential, does it cover family members, is there a member assistance program through the local if this is a union job, what is the number, and is it on a card. Then print the card and put it in the gang box, the trailer, and the toilet doors. A number a person can look at alone, without asking anybody, is worth more than any announcement.
Watch for observable changes rather than symptoms. You are not diagnosing. You are noticing that something is different, which is the only thing you are qualified to notice and is enough:

Respond as a manager, not a clinician. The script is short and it works better than anything more elaborate:
"Hey. I've noticed you've been getting in late the last couple weeks, and that's not like you. Are you all right?"
Then stop talking. Do not fill the silence. Whatever comes back, the follow-up is: "What do you need?" and "Do you know we have [the program], and do you want the number?"
What you do not say: "Are you depressed." "Are you using." "Is everything okay at home?" delivered in a way that closes the question. And do not diagnose, do not counsel, do not promise confidentiality you cannot deliver, and do not tell anybody else on the job.
Know where to refer, before you need it. Your assistance program. The union's member assistance program on union work. Your company's HR. The crisis line for your country, posted. And for a person in immediate danger: emergency services now, and stay with them.
One structural thing, which matters more than all the above. Look back at the mechanism list. Several of those inputs are yours: the hours, the notice people get before a layoff, whether a hurt worker is quietly pressured to keep working, whether the schedule is predictable enough for someone to keep an appointment. A humane schedule is a health intervention, and that is the subject of the next section.
๐ Check your understanding. A foreman tells you that one of his best carpenters โ twelve years on the crew โ has been late three times in two weeks, snapped at an apprentice yesterday, and is not eating with the crew. What are the two things you do, and what is the one thing you must not do?

Do (1): find out what your assistance program covers and have the number in your pocket before the conversation, so the offer is concrete rather than vague. Do (2): have the short conversation โ privately, off the deck โ naming the observable change, not a diagnosis: "You've been in late a few times and that's not like you. Are you all right?" Then stop talking, and follow with "what do you need" and the number. Do not: diagnose, speculate about the cause, discuss it with anybody else on the job, or treat the lateness as a performance issue in that same conversation โ a person who hears "and also you're written up" will never bring you anything again, and you will have converted your only early-warning channel into a compliance process. If you genuinely believe there is immediate danger, that is no longer a management conversation: get professional help involved right then.
41.9 Fatigue, Hours, and the Humane Schedule
The decision to run six tens is not a cost decision with a people side effect. It is a decision about people that has a cost. Managers make it in a trailer, in about four minutes, usually with a spreadsheet open, and it lands on several hundred human beings for the next nine weeks.
So let us do the arithmetic properly, because the spreadsheet version is wrong in a specific and expensive way.
41.9.1 What six tens actually buys
Take a crew of 10 at Kestrel's burdened rate of $66/MH. Base wage $34/hour, so time-and-a-half adds roughly $19/premium hour once payroll burden on the premium is included.

Already the trade is worse than it looks: you are paying 64% more for 50% more hours. But that is not the real problem. The real problem is the third row of arithmetic, which the spreadsheet does not contain.
Sustained overtime erodes productivity. Contractor associations and productivity researchers have published loss-of-efficiency curves for extended overtime for decades; the magnitudes differ by source, by trade, and by how long the condition runs, and I am not going to hand you a false precision. The honest summary is that after roughly three to four weeks of sustained six-day, sixty-hour work, most published curves put efficiency somewhere in the 75โ85% range of the baseline. Take the friendly end of that โ 80%:
- Effective output at six tens: 600 MH ร 0.80 = 480 equivalent man-hours
- Effective output at baseline: 400 equivalent man-hours
- Gain: +80 equivalent MH, or +20% output โ for +64% cost
Now price a unit of actual work:

You are paying $90.42 for something that costs you $66.00 โ a 37% premium on every unit of work produced.
And that may still be the right decision. On Northgate it was: 23 calendar days of slip absorbed is 23 ร $10,650 = $244,950, acceleration cost $168,000 and recovered 17 days, and the arithmetic saved only about $13,050 โ nearly a wash. What actually drove the decision was that Meridian's interim clinic lease expired October 1, Year 2, and six days late was survivable while twenty-three was not. We accelerated. I would do it again.
41.9.2 What the spreadsheet does not price
What we did not price, and what the leading-indicator dashboard showed in weeks 34โ36, was this:

Read week 34. Overtime peaks, nine crews are over fifty hours, five trades are stacked in one zone, pre-task planning has fallen eighteen points โ and near-miss reporting has fallen to one. Not because the job got safer. Because a job under pressure stops talking. Reports spike in 35 and 36 only after we noticed and started asking.
Week 34 is also the week Milo Serrano stepped onto a plank that a different trade had lifted overnight and not re-secured. The investigation found three failures, and the third one โ a crew running behind after the steel acceleration, with an unwritten "make it up" pressure โ is the one nobody wanted to write down. That pressure was created in a trailer by people doing arithmetic, and fatigue was one of its instruments. Chapter 24 is the full treatment; the leadership version fits on a card: schedule pressure is a hazard exactly like an unguarded edge, and you are the one who installs it.
41.9.3 Six rules for a humane acceleration
- Name an end date and hold it. "Six tens through week 38, then back to fives" is a survivable ask. Open-ended overtime is the version that breaks people, because there is nothing to endure toward.
- Rotate. Do not run the same crews at sixty hours for nine straight weeks. Spread it, even if the spreadsheet prefers otherwise.
- Do not stack acceleration on acceleration. A second crew in the same footprint and six tens and a resequence is three simultaneous changes to the production system. Re-plan the logistics and re-run the hazard analysis before, not after.
- Publish the leading indicators during the acceleration, weekly, to everybody. Overtime percentage, crews over fifty hours, maximum trades stacked, pre-task plans completed, near-misses reported. If reporting falls, that is the signal โ and it is the one you will be tempted to read as good news.
- Give notice. A Saturday announced two weeks out is a schedule. A Saturday announced Friday at 2 p.m. is a message that these people's lives are the project's float.
- Ask the foremen first. Before the directive goes out, get eleven foremen in a room and ask one question: "If we go to six tens for six weeks starting Monday, what breaks?" You will get four answers you had not thought of, and at least one of them will be about a specific hazard.
๐ Check your understanding. Your executive says six tens will "buy us 50% more production for 64% more money, and that's a trade I'll take." Without arguing about whether to accelerate, name the two things missing from that sentence and state what the corrected comparison actually is.
Answer
Missing item 1 โ productivity erosion. Sixty hours does not produce sixty hours of work after the third or fourth week. At an efficiency of 80%, 600 man-hours produce 480 equivalent man-hours, so the cost per unit of actual work goes from $66.00 to $90.42 โ a 37% premium, and the range across published curves is roughly 29% to 46%. Missing item 2 โ the non-monetary cost, which is not on the spreadsheet at all: fatigue, trade stacking, out-of-sequence work, pre-task planning falling eighteen points, and near-miss reporting collapsing to one in week 34. The corrected comparison is not "more production for more money." It is the fully loaded cost of acceleration โ premium time plus the efficiency loss plus a re-run hazard analysis and the controls it produces โ measured against the cost of not accelerating, which on Northgate was 23 CD ร $10,650 = $244,950 and a clinic lease expiring October 1. Run that comparison and the answer may well still be yes. It will just be an honest yes.
41.10 Developing People
41.10.1 Delegation is a development instrument, not a workload instrument
Most managers delegate to get work off their desk. That is fine and it is not the important use. Delegation is the only way people learn to manage, and there is a specific technique that determines whether it develops anybody: delegate the whole problem, not the task.

When you hand over a problem, hand over four things and name a fifth:
- The outcome โ what "done" looks like, concretely.
- The constraint โ the date, the money, or the limit they must work inside.
- The authority โ what they may commit without asking. Say the number out loud. "You can commit up to $5,000 and any resequencing that doesn't move a milestone."
- The deadline for reporting, which is not the same as the deadline for the work.
- What you will check โ say it, so that checking is not surveillance.
And then the hard part, which most managers fail: the whole problem includes the right to do it differently than you would. If you hand over a problem and then correct the method, you have delegated nothing and taught the person that the real assignment was to guess your approach. Correct the outcome. Leave the method alone unless it is unsafe, unethical, or contractually dangerous โ and if it is any of those three, say which one, because that is the lesson.
41.10.2 The apprenticeship model, which the office side should steal
The industry's genuine strength in developing people is not on the management side. It is the craft apprenticeship: structured, paid, several years long, combining classroom instruction with supervised on-the-job hours against defined competencies, ending in a recognized credential. It exists in both union joint apprenticeship programs and open-shop programs run through associations like AGC and ABC. It has been refined for a century and it works.
The office side of construction has nothing comparable, and it should be slightly embarrassed about that. Most project engineers are developed by being handed a submittal log and left alone.
What you can steal from the field model, on your own job, without any corporate program:

That first row is the one nobody does, and it costs an afternoon. Most people who leave a company in their first three years say some version of the same thing: I could not see where this went. The page that shows them costs less than one exit interview.
41.10.3 The transition that breaks promising engineers
Here is the most predictable career failure in this profession, and if you are reading this book you are probably about eighteen months from it.
You are good at your job. What you are good at is producing things: a takeoff, a schedule update, a clean submittal log, a change order priced in an afternoon. Your competence is visible, portable, and measurable, and at the end of a day you can point at what you did.
Then you get promoted, and the job changes shape underneath you. Now your output is other people's output. And it feels โ precisely, unmistakably โ like a demotion in competence.
The symptoms are specific:
- Your days end with nothing finished. You went to six meetings and answered forty emails and there is no artifact.
- Work you used to do in forty minutes now takes a project engineer four hours and comes back worse.
- You are being evaluated on things you no longer directly control.
- You feel less skilled than you did a year ago, which is the sensation that drives the mistake.
And the mistake is always the same: you take the work back. You do the takeoff yourself because it is faster. You rewrite the RFI instead of correcting it. You go around the assistant superintendent to the foreman because it saves a step. Every one of those decisions is locally correct and cumulatively fatal, because at the end of six months you are doing three people's work badly, none of them has learned anything, and you have become the constraint on your own project.
The arithmetic, because it is more persuasive than the exhortation:
- Doing it yourself saves 40 minutes today.
- Teaching it properly โ sitting down, explaining the why, watching them do it, correcting the outcome โ costs about 3 hours, once.
- Break-even: 180 รท 40 = 4.5 repetitions. After the fifth time that task recurs, you are ahead. Everything after that is free.
There are perhaps forty recurring tasks in a project engineer's year. The investment is roughly 120 hours, once, and it returns for the rest of both of your careers.
The measure has to change with the job. Stop asking "what did I finish today." Start asking "what got finished today that I did not touch?" โ and treat a day full of other people's completed work as your best day, because it is.
๐ก Aha moment. The feeling that you are less competent than you were is not a sign that the promotion was a mistake. It is the sign that you have started the actual job. Everybody feels it, almost nobody says it out loud, and the people who quit management usually quit during this window, at about month nine, while telling themselves they missed the field.
๐ฐ Money check โ what turnover actually costs, worked honestly.
People leave managers more often than they leave companies, so the price of bad field leadership shows up on a line that never says "leadership." Here is the line.

Two honest notes on this arithmetic. First, the $4,600 craft replacement figure from Chapter 20 covers recruiting, screening, orientation, badging, PPE, and the foreman's direct training time โ I have kept the production ramp separate rather than folding it in, because folding them together is where these numbers usually get inflated. Second, every ramp percentage above is an assumption, not a measurement, and yours will differ. The reason to run the arithmetic anyway is that the alternative โ treating turnover as an unpriced fact of life โ is how a company spends a quarter million dollars a year on a problem that a superintendent could have fixed by posting next week's hours on Thursday.
Case Study 2 takes exactly this apart: two superintendents, comparable jobs, same company, 34% versus 11% annual craft turnover, and what the difference is worth.
๐ Check your understanding. A newly promoted project manager tells you she feels less competent than she did a year ago and is thinking about going back to the field. What is happening, what is the specific mistake she is about to make, and what one measurement change would help most?

What is happening is the transition from doing the work to enabling others to do it. Her output used to be artifacts she could point at; now her output is other people's output, and that feels precisely like a demotion in competence. It is not a sign the promotion was a mistake โ it is the sign that she has started the actual job, and it is when most people who quit management quit, at about month nine, while telling themselves they miss the field. The mistake she is about to make is taking the work back because it is faster today: doing the takeoff herself, rewriting the RFI instead of correcting it, going around her assistant superintendent to the foreman. Each decision is locally correct and cumulatively fatal โ in six months she is doing three people's work badly and is the constraint on her own project. The measurement change: stop asking "what did I finish today" and start asking "what got finished today that I did not touch?" And give her the arithmetic: teaching costs about three hours once, doing it yourself saves forty minutes each time, so break-even is 4.5 repetitions and everything after that is free.
41.11 Leading Yourself
This industry has, for most of its history, treated a sixty-hour week as evidence of commitment. It is only recently, unevenly, and mostly under pressure from a labor shortage, that anyone has begun to question that โ and it is worth being honest that the questioning is not finished and that plenty of firms still run the old way.
I am not going to give you a lecture about balance. I am going to give you four things that are true.
One: the hours are real and they are front-loaded onto exactly the years when the rest of your life is being built. Field engineers and assistant project managers work the longest hours in the profession, and those are typically your late twenties and early thirties. Nobody tells you this in a recruiting presentation.
Two: boundaries that hold are structural, not aspirational. "I won't check email after six" fails within a month, because it depends on willpower at the exact moment you have none. What holds is a boundary that has a substitute named. "I'm on the deck at 6:15 and out at 5:30 four days a week; Wei covers the 5:30โ7 window on Tuesdays and I cover their Thursdays." "I don't take the laptop home on Fridays; anything urgent goes to Margo's cell and she knows it." A boundary with a named backup is a schedule. A boundary without one is a wish.
Three: the failure mode is specific and it is not called burnout at the time. It is called being busy. The tell is not exhaustion โ exhaustion is normal in month fourteen. The tell is cynicism: when you notice you have started assuming the worst about people you used to give the benefit of the doubt, you have crossed from tired into something else. Three questions, honestly answered, once a month: Am I sleeping? Am I still doing the physical thing I used to do? Do I still like anybody I work with? Two noes is a signal.
Four: the industry-specific version is the transition between jobs. A project ends after eighteen months of everything and you go straight to the next preconstruction on Monday, because the next job is already behind. Nobody decompresses. Nobody takes the two weeks. And the thing about closeout is that it is the worst stretch of any job โ the fee is earned, the good people are gone, the work is detail-dense โ so the profession routinely runs people from the worst part of one job into the hardest part of the next with no gap at all. Take the gap. Ask for it before the job ends, in writing, while you still have leverage.
๐๏ธ From the field. During the convention-center expansion I worked something close to seventy hours a week for fourteen months. I made the job. I was thirty-four. My daughter learned to ride a bike, started school, and lost two teeth in that window, and I can tell you the CPM logic of that project from memory and I cannot tell you a single thing about any of those three events.
I am not offering that as a cautionary tale with a tidy ending, because I did not learn the lesson then. I learned it about six years later, badly, in a way that cost me more than a project. What I would tell twenty-nine-year-old me is narrower and more useful than "balance": the hours are not the commitment. The commitment is that the work is right, the people are safe, and the money is honest. I was working seventy hours a week partly because the job needed it and partly because I had not learned to delegate a whole problem, and I would like the second half of those hours back.
41.12 Integrity Is a Leadership System
The ethics thread has run through forty chapters โ bid shopping in Chapter 16, front-loading a schedule of values, covering nonconforming work in Chapter 23, padding a change order, safety versus schedule pressure. This is where it gets stated as a leadership mechanism rather than a rule.
Three sentences.
What you accept the first time becomes the standard. The first out-of-tolerance condition you let go, the first missing inspection tag you walk past, the first time somebody's paperwork is late and nothing happens โ that is the specification now, and it was written by your silence rather than by a decision. Every person who saw it filed it. This is why the first week of a job matters disproportionately, and why a superintendent who is precise in week one can be relaxed in week thirty while one who was relaxed in week one cannot recover in week thirty.
What you write down becomes the truth. The contemporaneous record is the project's memory (Chapter 25, Chapter 26) โ and the corollary is a leadership obligation, not just a defensive one. If you write a daily report that omits what actually happened because it is inconvenient, you have not protected the project; you have removed its ability to learn. CO #14 could substantiate $121,000 of $186,400 incurred. The missing $65,400 was not fraud and it was not incompetence. It was four days during which nobody wrote anything down.
What you reward is what you get. Not what you say. What you reward. If the person who hits the date by cutting a corner gets praised in the meeting and the person who stopped work gets a sigh, you have published a policy, and it is not the one in the manual.
The test
Here is the single best diagnostic I know for whether a project is well led, and it takes one question:
What happens on your job when somebody brings you bad news early?
Not bad news at the last minute โ that is easy to be angry about. Bad news early, when it is still cheap, brought by somebody who did not have to bring it and who could have waited two weeks and let it become somebody else's problem.
If the honest answer is that it goes badly for them โ a sigh, a lecture, a why-didn't-you-catch-this, a comment in front of other people, a note in their file โ then you have designed a project that will surprise you. Not might. Will. Because you have attached a cost to the early report and no cost at all to silence, and every person on that job is doing that arithmetic whether they can articulate it or not.
Everything expensive in this book started as a piece of information somebody had early:
- The anchor-bolt submittal sat in Kestrel's office eleven days before it went to Caldwell Structural. Somebody knew where it was on day three. That eleven days plus a full fourteen-day review cost the mill slot, the next opening was five weeks out, and steel erection โ on the critical path โ slipped 23 calendar days, from August 4 to August 27, Year 1.
- CO #14's verbal directive was known on a Thursday and built on a Monday. Somebody could have asked on Friday.
- The scaffold plank was modified overnight by a trade that did not erect it. Somebody knew at 6:00 a.m.
None of those required heroism. Each required one person to believe that speaking up would go well for them.
Your face in the first ninety seconds is the entire policy. Everything else โ the open-door speech at kickoff, the values on the wall of the trailer โ is subordinate to what your face does when somebody tells you something you did not want to hear. If you can control that one thing, most of the rest of this chapter takes care of itself.
๐ Check your understanding. A project engineer tells you on a Tuesday that a submittal they were tracking has been sitting unlogged on their desk for six days, and it is a long-lead item. Describe your first ninety seconds โ and then say what you do about it in the following week, and why those are two different questions.
Answer
First ninety seconds: "Thank you for telling me. Let's go look at the lead time right now." Nothing else. No sigh, no "how did that happen," no lecture โ because every one of those prices the report, and the report is the only reason this is a six-day problem instead of a five-week one. Then you fix the schedule consequence together, that day, which also happens to be the fastest available lesson in why lead times matter. The following week is a different question, and it is the systemic one: why was a long-lead submittal trackable only by one person's memory? The fix is in the log, the routing, and the review cadence, not in the person. Those are two different conversations because collapsing them into one โ correcting the system while the person is still standing there having just confessed โ teaches everybody watching that confession is followed by correction, which is precisely the lesson you cannot afford to teach. Absorb outward, diagnose inward, and separate them in time.
41.13 ๐ Try It: Three Conversations
Leadership is not learned by reading about it. It is learned by planning a specific conversation, having it, and finding out what happened.
Here are three you will have. Plan all three. For each one, write down four things:
- The opening two sentences, verbatim. Not a summary โ the actual words, because the opening is where these succeed or fail.
- What you need to know before you start. Facts, numbers, and your own house.
- The outcome you want โ stated as a behavior and a date, not as a feeling.
- What you do if it goes badly.
Give yourself twenty minutes. Write it out; do not do it in your head. Then compare against the worked approaches โ which are not the only right answers, and where yours differs, ask what your version is optimizing for.
Conversation 1. A subcontractor's foreman with nineteen years in the trade โ twice your experience โ is installing something in the wrong location. He has three of four runs in. He was issued an older coordination set. He does not report to you and you have no authority over him.
Conversation 2. A project engineer on your own team has missed two commitments in two weeks: a submittal log update and an RFI she said she would send Monday that went out Thursday. She has been quiet, she is normally excellent, and something is clearly wrong.
Conversation 3. A subcontractor's owner must be told that his crew is being removed from your job. The decision is made; you are not negotiating it. He has been in business twenty-two years, you have used him on four projects, and you will need his company again.
Worked approaches โ read after you have written yours
Conversation 1 โ the foreman with more experience than you
The opening two sentences.
"Junior, what elevation are you running that bank at? And do you know what's coming through this corridor besides you?"
That is the whole opening, and it is two questions rather than two statements โ deliberately. You are not opening with the model, the clash number, or the BIM execution plan. Every one of those is a status claim, and a status claim in front of his crew guarantees you a fight you cannot win with a document.
What you need to know first. The actual elevation of the conflicting element โ go put eyes on it in the next zone, so you can walk him to a physical fact rather than a screen. Which coordination set his crew was issued and whether they ever got the revision (if they did not, this is a Kestrel failure with his name on it, and you had better know that before you open your mouth). How much is already installed. And whether there is an alternative route that works, because arriving with a problem and no option is arriving with a complaint.
The outcome you want. Stated as behavior and date: the conduit bank is re-routed above the duct on the north side, started today, complete before Cardinal hangs in this bay tomorrow noon โ and, second, Junior is the person who decided it.
If it goes badly. If he says "take it up with my PM" and turns around, you do not escalate the volume and you do not keep arguing in front of his crew. You get your superintendent, who has the relationship and the standing โ that is not a defeat, it is the correct use of a resource, and it is exactly what Dani did. In parallel you protect the project on the clock: an email that afternoon to Devlin Achebe with the elevations, a photograph, and one neutral sentence โ "Confirming the conflict identified today in corridor 2-B; the coordinated routing places electrical above the duct on the north side. Please confirm the re-route so Cardinal can hang Wednesday." No adjectives about Junior. The note exists to fix a duct, not to build a file.
The systemic move, which is the actual lesson. If his crew was working off a November set, fix the distribution, not the man. Two hours of the VDC manager's time producing a laminated above-ceiling routing card per zone, hung in each trade's gang box, prevents the next eight of these.
Conversation 2 โ your own project engineer who is struggling
The opening two sentences.
"Priya, I want to check in on something and it's not a performance conversation. The log update and the Monday RFI both slipped, and that's not how you usually run โ what's going on?"
Three things are working there. You named it as not a performance conversation, which is the only thing that will lower her guard enough to get a true answer, and you must mean it or do not say it. You cited her own track record, which frames the misses as a deviation rather than a character. And you asked an open question and then you stop talking, all the way through the silence, which will feel about four times longer than it is.
What you need to know first. Exactly what was missed and when โ specifics, not impressions. What else is on her plate, honestly (there is a reasonable chance you gave her the third thing yourself and never took anything away). Whether anything changed in her life that you already know about. And what your assistance program covers, in case this is that conversation.
The outcome you want. First, the true cause. Second, a concrete adjustment โ something comes off her plate, or a deadline moves, or she gets help on one item. Third, an agreed way to flag it earlier next time: "If something's going to slip, tell me the day before, not the day after โ that's the whole ask."
If it goes badly. If she deflects โ "I'm fine, it won't happen again" โ do not push and do not accept it as resolved. "Okay. I'm going to take you at your word. I'm also going to check in again next Tuesday, not because I don't believe you, but because two in two weeks is a pattern and I'd rather catch it than watch it." Then actually check in on Tuesday, which is the part that matters, because doing it makes the next conversation possible.
If what comes back is a personal crisis, switch instruments entirely: you are no longer managing performance, you are connecting a person to help. Assistance program, the number, an adjusted workload for a defined period, and no discussion with anyone else on the job. And be honest with yourself about the third possibility โ that the cause is you: too much work, unclear priorities, or a decision you have been sitting on that is blocking her. That is the most common cause of a good performer suddenly missing things, and it is the one managers examine last.
Conversation 3 โ telling an owner his crew is coming off the job
This is the hardest of the three and it has a constraint the others do not: the relationship must survive, because you will need this company again, and because the industry is smaller than it looks. Ten superintendents in your city will hear about how you did this within a month.
Preconditions before you open your mouth. Everything is documented, the notice provisions in the subcontract have been followed exactly, your own house is clean (work released, RFIs closed, payments current โ and be sure, because he will check), your executive and your counsel have signed off, and the decision is genuinely final. Do not have this conversation as a threat you might not execute. And do it by phone or in person, never by email โ the email follows within the hour and confirms; it does not deliver.
The opening two sentences.
"Ray Alvarez at Kestrel. Marcus, this is a hard call and I'd rather you hear it from me directly than read it: we're supplementing your remaining scope on Northgate starting Monday, and I want to walk you through exactly what that means and what it doesn't."
Why it is shaped that way. You said the decision in the first fifteen seconds. Burying it under three minutes of preamble is a kindness to you, not to him, and he will hear the preamble, know what is coming, and resent every word of it. You signaled it is final ("we're," not "we're considering"). And you immediately promised the two things he actually needs: the mechanics, and the boundary โ what it doesn't mean.
Then, in order:
- The facts, briefly, with numbers and no adjectives. "You committed eighteen through week fifty-two. We've averaged twelve and a half for six weeks. We sent the schedule notice on the fourth and the cure period ran on the eighteenth." Do not re-litigate. He has heard it.
- Exactly what happens. Which scope, starting when, who is performing it, how the costs will be accounted, what happens to his stored materials and his tools, when his people need to be off site, and how his final application will be handled. Be concrete. The single cruelest thing you can do here is be vague about money and timing, because he has to go tell his own people something today.
- What it does not mean. This is the sentence that preserves the relationship, and it must be true or do not say it: "This is about this job and this crew loading. It is not a statement about your company or about twenty-two years of work. You are staying on our bid list and I will say that to anyone who asks me."
- The dignity provisions. Offer him the chance to tell his own people himself, before your superintendent does. Offer a demobilization window that is not humiliating. Ask if there is anything about the sequence that would make it easier on his end. These cost almost nothing and they are what he will remember.
- Let him talk. He is going to be angry, and some of what he says will be true. Do not defend. "That's fair." "You're right about the third floor, that one was ours." A person who is heard, even in a conversation that ends this way, does not become an enemy. A person who is managed becomes one.
If it goes badly โ if he threatens a claim, hangs up, or starts on a version of history you disagree with โ do not argue and do not match his temperature. "I understand. Everything I've said is in the letter that's going out this afternoon, and if you want to talk again in a couple of days I'll take the call." Then send the letter, exactly as described, with no new content and no editorializing. And take the call in a couple of days, because you said you would, and because that call is where the relationship either survives or does not.
The measure of success is not the phone call. It is whether that company bids your next project. If they do, you did it right.
41.14 What Forty Chapters Have Been Arguing
I want to close this chapter by pointing at something that has been true the whole way through and that I have never said directly.
Every technical chapter in this book ended at a human problem.
Go back and look. The steel delay is a scheduling chapter and a critical-path chapter, and its actual cause was that an anchor-bolt submittal sat in an office for eleven days. Nothing was wrong with the submittal. Nothing was wrong with the reviewer. Somebody had a stack of paper on a desk and made an unconscious decision about which piece of it mattered โ a priority decision, made without the information that would have made it obvious, by a person nobody had told. Twenty-three calendar days of critical path, a five-week mill slot, and a $168,000 acceleration came out of a stack of paper.
CO #14 is a change-order chapter and a documentation chapter, and its actual cause was two reasonable, competent people making a good-faith agreement on a Thursday and neither of them writing it down โ plus a third person, junior, under schedule pressure, who made the completely rational decision to keep a concrete crew productive rather than stop and ask a question that might have gotten him in trouble. $43,650 unrecovered, five of nine days of time impact denied, and not one bad actor anywhere in the chain.
The scaffold plank is a safety chapter and a temporary-structures chapter, and its third finding โ the one that mattered and the one nobody wanted to write down โ was a crew running behind under a pressure nobody had asked them about.
That is the pattern, and it is theme 6 stated as plainly as I know how: you build with people, not with materials. Every bar on your schedule assumes a human being will show up, understand the plan, and cooperate with three other trades in the same room. Most technical failures on a construction project are communication failures wearing a hard hat.
So here is the argument the whole book has been making.
Construction management is the discipline that lives between the drawings and the people. The drawings are a wish. The schedule is a promise. The estimate is a story about risk. None of the three does anything until several hundred people who work for eighteen different companies decide to cooperate for eighteen months โ and the work of causing that is the job. Not a soft supplement to the job. The job.
And the last thing, which is the reason this chapter is in a textbook rather than in a memoir: this is learned, not innate. Margo Deacon's ninety seconds in corridor 2-B was not a gift. It was thirty-one years of a carpenter apprentice becoming a general superintendent, and every single component of it can be named, taught, and practiced: ask before you tell; be useful before you are directive; be reliable on small things; never make somebody look bad in front of their crew; find the physical constraint; make the trade explicit; write it down; go look on the day.
Dani Okonkwo could not do that in February of Year 2. Dani could do a recognizable version of it by October. That is twenty months from the first morning at the gate, and it is available to anybody who is willing to be bad at it in front of people for a while.
Spaced Review
Cover the answers. Produce each one from memory before you read on โ the retrieval is the point, and it will not feel comfortable, which is also the point.
1. From Chapter 40 โ why closeout is handled worst. Name the five structural forces, and then say which one is a staffing decision rather than a construction one.
Recall first. โ The best people have been reassigned; the fee is largely earned so every hour from here is cost against revenue that stopped growing; subcontractors have sent their B-crews; the remaining work is detail-dense and cannot be accelerated by adding bodies; and the owner's attention has shifted from building to occupying. The first and third are staffing decisions โ somebody, in an office, decided where the best superintendent and the best pipefitters go next, and that decision determined how the last 5% of a $47,500,000 project would go. It shows up in the closeout schedule as a delay and it will be called a closeout problem. It is not. It is a leadership and resourcing decision, made months earlier, by people who were solving a different problem. Which is exactly the pattern in ยง41.14.
2. From Chapter 19 โ the threshold concept. State it, and then say what it implies about where your influence comes from.
Recall first. โ You do not manage the work; you manage the people who contracted to do the work. Your leverage is the subcontract, the schedule, and the coordination โ not authority. The implication is the whole first half of this chapter: since you cannot command, the four sources of leverage run in a specific order of usefulness, and the first two are make their work easy and profitable and pay them correctly and on time. Both are leadership behaviors. The enforcement clauses are fourth for a reason: they are slow, expensive, adversarial, and they do not put one electrician on your floor tomorrow.
3. Deep callback to Chapter 24 โ safety is a property of the production system. Why is schedule pressure a hazard in the same sense that an unguarded edge is a hazard? And what does that mean for the decision to run six tens?
Recall first. โ Because hazards are outputs of upstream decisions about schedule, sequence, staffing, procurement, and pressure โ decisions made weeks earlier by people not thinking about safety at all. The correct question after an incident is not "who did this" but "what did we build that made this the path of least resistance?" Weeks 34โ36 on Northgate are the proof: overtime to 21%, nine crews over fifty hours, five trades stacked in one zone, pre-task plans down eighteen points, near-miss reporting collapsed to one, and a scaffold plank left unsecured overnight by a trade running behind. The implication for six tens is that it is a hazard-generating decision and belongs in the hazard analysis alongside the guardrail: name an end date, rotate crews, do not stack acceleration on acceleration, publish the leading indicators, and ask the foremen what will break before you sign the directive.
Project Checkpoint: The Willow Street Leadership Plan
In Chapter 40 you built a closeout plan in month one instead of month fourteen. Now build the plan for the people who will execute it.
Recall the project: the Willow Street Community Center, $6.8M, 24,000 SF, two stories, wood-framed second floor over structural steel and CMU, gymnasium, two multipurpose rooms, commercial kitchen, offices, locker rooms. Design-bid-build, lump sum, 425 calendar days, LDs $1,200/CD, extended general conditions $1,600/CD โ so $2,800 per calendar day of total exposure. Prevailing wage, City of Rivermont Parks & Recreation. Full package in Appendix K.
Six pieces. The first five are about the project; the sixth is about you, and it is the one to do honestly.
1. Team structure with decision authority. An org chart is the easy half. The hard half is the second column: for each role, what may this person decide without asking? Give a dollar limit, a schedule limit, and a list of decisions that must come to you. Include your own limit and the point at which you escalate to your executive. Most project org charts have boxes and no authority column, which is why so much time is spent asking permission for things.
2. Communication norms, written as the two-page kickoff document. Use the ยง41.5.1 table as your checklist and adapt every row to a $6.8M municipal building with roughly a dozen subcontractors: meeting schedule and who must attend in person, what "released work" means, housekeeping, manpower reporting format and day, safety and stop-work authority named out loud, the payment cycle and lien-waiver package, how changes get authorized and the nobody proceeds on a verbal rule, and the escalation path. End it with your own sentence about bad news, in your words.
3. A written conflict-escalation protocol. One page. Who talks to whom first, at which level; how long each level gets before it moves up; the four escalate-today tests; the "tell them before you go around them" rule; and the three things you bring every time โ the facts, what you already tried, what you recommend. Then name the two or three conflicts you can already predict on this job: the kitchen equipment vendor against the mechanical subcontractor, the gym floor against everybody's dust, and the water-main relocation against the site contractor's mobilization.
4. The specific practices you will use to build a team out of separate companies. Not values โ practices, each with a name, a frequency, and an owner. What you do at kickoff. How you handle pay applications and what you commit to. What gets said in the OAC meeting when something goes well and when it does not. What you do about facilities, water, toilets, parking, and lighting, and by when. And three small reciprocities you can commit to in advance.
5. The language and comprehension plan. Which languages you expect on this job and how you will find out for certain in week one. What gets translated, by whom, and by when โ orientation, site rules, the emergency action plan, hazard communication, and the posted assistance and crisis numbers. How toolbox talks get delivered bilingually. Where teach-back is mandatory. Who interprets for an incident interview, and the rule that it is not a coworker and not a supervisor with a stake. 6. Your own development plan โ three skills, named honestly. Write down the three leadership skills you are weakest in. Not the polite version. Mine, at twenty-nine, were: I avoided confrontation until it became a letter; I could not delegate a whole problem; and I answered technical questions I did not actually know the answer to. For each of your three, write (a) a specific situation in the next ninety days where it will be tested, (b) the one behavior you will substitute, and (c) who you will ask to tell you whether it is working โ because you cannot see this in yourself and self-assessment on leadership is famously worthless. The credibility stack, weakest to strongest: positional authority โ competence credibility โ reliability credibility (the most underrated asset on a site) โ relational credibility.
The four behaviors that resolve the young-manager problem: ask before you tell ยท be useful before you are directive ยท be scrupulously reliable on small commitments ยท never make somebody look bad in front of their crew.
The three questions that diagnose anything: What's in your way? โฆ What else? โฆ What would it take?
Hard feedback to somebody who does not work for you โ private ยท specific and factual ยท about the work, never the person ยท consequence named honestly ยท path forward agreed out loud. Then ask the substitution test: would a different competent person have done the same thing? If yes, you are correcting a system, not a person.
Escalate today if two or more are true (safety or code is a single test โ escalate immediately): it crosses companies above your level ยท the consequence exceeds your authority ยท you have already tried the direct path once, properly. Bring three things every time: the facts, what you tried, what you recommend. Tell the person you are going around, before you go around them.
Two-trade conflict, five steps: separate positions from interests โ find the physical constraint and stand at it โ make the trade explicit โ write it down that day โ go look on the day it was supposed to happen.
