Case Study 1 — Nine Days: The Northgate Closeout Run
Every person, company, and project in this book is a Tier-3 illustrative composite. The dates, dollars, and documents below are constructed to teach.
Setup
Project: Northgate Outpatient Pavilion — 132,000 SF, four stories, $47,500,000 guaranteed maximum price, CM at Risk, Kestrel Construction Group for Meridian Health System.
The date: Tuesday, September 9, Year 2. Contract substantial completion is September 18 — nine calendar days out.
The fixed exposures. Liquidated damages $5,500 per calendar day. Extended general conditions $5,150 per calendar day. Retention of $3,562,500 carried at an illustrative 8.5 percent cost of capital, which is $829 per calendar day. Total $11,480/CD. And behind all of it, the number no daily rate touches: Meridian's interim clinic lease expires October 1, and the landlord has already said there is no holdover.
The state of the job at 7:15 a.m.

The people. Ray Alvarez, project manager. Margo Deacon, general superintendent. Dani Okonkwo, field engineer. Amara Boateng, the commissioning agent Meridian engaged directly. Pri Sethi, Meridian's owner's representative. Bea Salgado, safety director. Frank Petrosyan's office at the building department, and the fire marshal's scheduler.
Amara's assessment, on the level-two elevator lobby, holding a clipboard she has not looked down at once: "Two devices, an hour. Re-verifying the level and re-running the sequence with the panel, a day and a half. And I can't complete functional performance testing on the air side without a balanced system."
What Happens
September 9: the sort, and the four calls
Ray does not open the 1,847-item report. He sends Dani and two field engineers into it with one instruction: sort every item into punch item, incomplete work, owner-requested change, or damage, and pull out the incomplete-work items that have a regulatory consequence. It takes them fourteen hours and produces the number that matters: 1,412 punch items, 168 incomplete, 94 owner changes, 173 damage — and inside the 168, eleven items that stand between Meridian and a temporary certificate of occupancy.
Before noon Ray makes four calls, in this order, and every one of them is to somebody whose calendar he does not control.
One — the fire marshal's scheduler. He confirms in writing the September 11–14 window for the fire alarm final acceptance test and the September 15 life-safety final walk, conditioned on Beacon Systems Integration passing its own pre-test on September 10. He does not cancel and rebook. The booked date is the asset.
Two — Vertex Elevator. Cars 1 and 2 were applied for in August. Car 3, the service car, was not — a clerical miss in Vertex's office. The state inspector is already coming September 8–10 for the other two. Vertex adds car 3 to the same visit. One phone call converts a four-week queue into a same-visit add, and it is the single highest-value ten minutes of the week.
Three — the principal at Precision Air Balance. Ray does not ask when the field work will finish. He contracts an issuance date: a second two-person crew on level 4 that afternoon, and the report in Amara's hands the night of September 10. Then he asks the question nobody had asked in eight months — could Amara and Trellis Engineering review the data in flight, section by section as it came off the floor, instead of waiting for a bound document? They could. That compresses a seven-day review to one.
Four — Amara. Ray asks her to re-sequence what remains of functional performance testing so the life-safety interfaces run first: duct detector shutdown, smoke damper closure, elevator recall, stairwell pressurization. Those are the sequences the fire alarm final needs proven. Everything else in FPT can finish behind them.
Then he goes to the 2:00 p.m. OAC meeting with a single page. Eleven lines, each with a name, a date, and a required predecessor.
Pri Sethi reads it for about fifteen seconds. "This is the first document anybody has given me in three weeks that I can actually do something with." Then she releases the ambulatory surgery bay for the medical gas verifier a day early and assigns three facilities staff and two second-shift engineers to the training sessions, which finally makes them real.
September 10–14: the chain

The three TCO conditions were: certification of the domestic backflow preventer and filing with the water purveyor; written acceptance by Trellis of the generator load bank test report; and correction and re-verification of the two imaging-room pressure relationships, with the imaging suite barricaded and out of service until cleared.
That last condition is what a conditional occupancy actually looks like. Meridian got their building on September 18. They did not get their imaging suite until the 24th.
⚠️ The Thursday morning that nearly cost four days
On September 11, with the fire alarm in test and the panel offline, Kestrel's impairment procedure required three fire watch positions. Ray's roster was written against a static zone map. That morning Halcyon's crew was working a fourth zone — level 4 east, hanging exit signs — with nobody watching it.
Bea Salgado found it in fifteen minutes and stopped the test. It cost ninety minutes and a re-issued roster. Had a fire marshal's inspector found it instead, the honest expectation is that the test stops, the date goes back into the queue, and September 18 is gone.
The corrective action was one sentence: during any life-safety impairment, the fire watch roster is re-issued every morning against that day's work plan, not against a zone map drawn last week. And the finding underneath it is the same finding as week 34 on the north elevation, wearing different clothes — a crew running under pressure, doing work nobody had re-planned for. Schedule pressure was a hazard in week 34 and it was a hazard in the last nine days, and the last nine days are when it is strongest and least acknowledged.
Analysis
The three items that actually gated the certificate of occupancy
Eleven items were on Ray's page. Three of them were the reason the other eight mattered.
1 — The unissued test and balance report. Not the balancing. The report. It sat at the top of a five-link chain: TAB report → functional performance testing → building finals and fire alarm final → life-safety walk → TCO. Field data is not a deliverable, and Kestrel had contracted Precision to a field completion date, which is exactly what it received. This one row is why Precision's subcontractor evaluation reads contract the deliverable, not the activity.
2 — The fire alarm, and the two devices behind it. Two wrong addresses and four untested smoke dampers. An hour of work, a day and a half of re-verification, and a four-day witnessed test on a calendar Kestrel did not own, feeding a life-safety walk with zero float in front of it. The gate was never the labor. The gate was the queue behind the labor.
3 — Elevator car 3's certificate. A separate state authority with its own inspector and its own backlog, feeding the TCO directly. If Vertex had filed a fresh application on September 9 instead of adding a car to a visit already scheduled, September 18 was unreachable and no amount of money would have changed it.
A fourth nearly made the list: nine exit signs on level 4 east. An hour of an electrician's time, and a guaranteed failure of the September 15 walk if missed. The cheapest item on the page carried one of the largest consequences, which is the argument for the sorted list in one line.
The other seven were real and none of them gated the certificate. Medical gas verification had ten days of float. The backflow certification and the generator load bank report became TCO conditions rather than prerequisites — a distinction worth knowing in advance. And the imaging pressure relationships gated the licensing survey and one suite, not the building.
Was September 18 achieved? Yes. What did it cost?
Substantial completion was determined on the contract date. Liquidated damages never started. The unconditional certificate of occupancy issued September 24, which left seven days between Meridian's building being fully usable and the October 1 expiration of a lease with no holdover. Seven days, on a 565-calendar-day contract.

$121,400 in nine days — thirty-seven percent of the entire $328,500 closeout overrun, spent in nine of the ninety.
Of that, Lorena put the pure compression premium — overtime, second crews, expedited fees, temporary documentation staff, the second clean — at roughly $52,600. The rest was work that had to happen anyway and would have appeared in the budget regardless.
So the trade was $52,600 to protect a date whose slip would have cost $11,480 per calendar day. Nine days of slip is $103,320 — the sprint returned about two dollars for one on the arithmetic alone. And behind the arithmetic sits the cliff: nine days late puts the certificate of occupancy past October 1, and there is no version of that where Meridian collects $103,320 in liquidated damages and is satisfied, because they would still have had nowhere to see patients.
The schedule that should have existed
Every call Ray made on September 9 could have been made on March 3, Year 1 — notice to proceed. Not the calls themselves; the knowledge behind them.

Nothing in that right-hand column required information that only arrives in month eighteen. The durations come from experience, the queues from a phone call, the collect-by milestones from reading the specification, and the commissioning chain from a document written before the GMP was set. Ray's first action on September 9 was to sort a list rather than to fix anything. Defend that choice against a superintendent who says the fourteen hours would have been better spent with a pick-up crew. Then argue the superintendent's side honestly — under what project conditions would he be right?

The single most valuable action of the week was a ten-minute phone call adding elevator car 3 to an inspection visit that was already scheduled. Why do actions like that reliably get made late, and what would have to be true about a project's management system for them to be made early?

Kestrel spent roughly $52,600 in compression premium to protect a date whose slip would have cost $11,480 per calendar day. Show the arithmetic that says this was a good trade. Then do the part that takes ten minutes and almost nobody does: make one of the calls today. Pick the outside authority whose queue you understand least — the fire marshal's office, the elevator authority, the health department, the water purveyor, the state licensing body — and ask two questions. How much notice do you need? What has to be true before you will come?
Write down the answers, the name of the person who gave them, and the date. That sheet of paper is worth more than any schedule you build this month, because it is the only part of your closeout critical path you cannot derive from your own experience.
