Chapter 18 — Further Reading

Tier 1 (verified standards, regulators, and bodies) and Tier 2 (widely known industry sources described honestly) only. Where I am not certain of an exact title, edition, or section number, I describe the source rather than inventing a citation. Standards change. Always go to the publisher's current edition rather than a secondhand summary — including this one.


Regulations and safety standards

1. OSHA — 29 CFR Part 1926, Safety and Health Regulations for Construction. The whole part is free on the Occupational Safety and Health Administration's website. For this chapter, the subparts that matter most are Subpart C (general safety and health provisions, including housekeeping and illumination), Subpart D (occupational health and environmental controls, including sanitation and potable water), Subpart K (electrical, including the GFCI-versus-assured-equipment-grounding-program requirement for temporary wiring), Subpart H (materials handling, storage, use, and disposal), and Subpart CC (cranes and derricks in construction). For: every superintendent and project engineer. Read the actual text of the two or three subparts that govern your daily work; the secondhand summaries are consistently wrong at the edges.

2. OSHA's "Focus Four" construction hazards materials. OSHA's outreach and training materials organize construction fatalities around four hazard categories — falls, struck-by, caught-in/between, and electrocution. Struck-by is the one this chapter lives in: material handling, loads, load-handling equipment, and vehicles. For: anyone writing a site-specific safety plan or a material-handling procedure. Useful because it forces you to connect a logistics decision to a fatality mechanism.

3. NIOSH — the National Institute for Occupational Safety and Health. NIOSH publishes research and practical guidance on manual materials handling, lifting, ergonomics, and heat stress. Its lifting-equation work is the standard reference for evaluating manual handling tasks. For: readers who want the mechanism behind "double handling is an injury generator," not just the assertion.


Layout, structure, and the physical work

4. Publications of the American Concrete Institute (ACI). ACI publishes recommended practices for cold-weather and hot-weather concreting, for formwork (ACI 347), and the structural concrete building code requirements (ACI 318). For: the weather-decision material in §18.7. The cold- and hot-weather practices are where the temperature and protection thresholds in your weather triggers should come from — not from a rule of thumb somebody told you.

5. AISC — the American Institute of Steel Construction — and its code of standard practice for steel buildings and bridges. Establishes, among many other things, erection tolerances and the division of responsibility for layout and survey between the contractor and the steel erector. For: understanding why the "who lays out what" table in §18.2 is a contract question before it is a technical one.

6. Guidance from professional land surveying associations in your state. Survey control, boundary work, and construction staking are licensed activities in most U.S. jurisdictions, and the scope of what a licensed surveyor must do — versus what a contractor's field engineer may do — varies by state. For: anyone about to write a survey scope into a subcontract. Check your own state board before assuming.


Production, flow, and lean practice

7. The Lean Construction Institute (LCI) and its materials on the Last Planner System. LCI is the primary body for pull planning, make-ready processes, constraint logs, and percent-plan-complete measurement. Everything in this chapter about removing obstacles before the crew arrives has a formal, teachable structure there. For: readers who want the theory behind Margo's 6:15 a.m. walk. This is the natural next step after Chapter 27.

8. The Construction Industry Institute (CII) — research on construction productivity and work sampling. CII is an owner-and-contractor research consortium at a major U.S. university that has published decades of work on productivity measurement, materials management, and constructability. For: the honest version of the tool-time question. Read it specifically to see how widely the numbers scatter and how carefully the good studies define "direct work" — which is exactly why §18.1 refuses to give you a single percentage.

9. Associated General Contractors of America (AGC) and Associated Builders and Contractors (ABC) — field operations and supervisory training programs. Both associations publish supervisory training curricula covering site layout, planning, productivity, and crew management. For: a foreman or lead moving into a superintendent role. These are the materials the industry actually uses to train the people you will be working alongside.


Healthcare, occupied buildings, and specialized conditions

10. Health-care facility construction guidance on Infection Control Risk Assessment (ICRA). Guidance is published by health-care engineering bodies and by many state health departments; the Facility Guidelines Institute (FGI) guidelines for the design and construction of health care facilities require an infection control risk assessment, and health-care engineering organizations publish the practical matrix and barrier requirements. For: anyone who will build in or adjacent to an operating hospital or clinic — which, if you build commercially, is more likely than you think. Get the current version; the framework has been revised.

11. NFPA 101, the Life Safety Code, and NFPA 241, the standard for safeguarding construction, alteration, and demolition operations. NFPA 241 is the one nobody reads and everybody needs: it governs fire prevention during construction, including temporary heating, hot work, site security against arson, standpipes as a building rises, and the fire protection program. NFPA 101 is where Interim Life Safety Measures live conceptually. For: every superintendent running temporary heat, hot work, or work in an occupied building.

12. The International Code Council — the International Building Code (IBC) and the International Fire Code (IFC). The IFC contains the requirements for fire apparatus access and fire protection during construction and demolition, which is where the fire-lane rule in this chapter comes from. Adoption and amendment vary by jurisdiction — your local amendments are what actually govern. For: anyone laying out a gate, a laydown yard, or a fire lane.


Sustainability and waste

13. USGBC / LEED — construction and demolition waste management credit documentation. The U.S. Green Building Council's rating system documentation defines what counts as diversion, how commingled loads are treated, and what documentation a project must retain. For: anyone setting up separated containers in month three of a project that will be certified in month twenty. Read it before you order the first dumpster, because you cannot reconstruct weight tickets you never collected. Covered further in Chapter 36.


One habit worth more than any of the above

14. Your own crane log, hoist log, delivery log, and daily reports. Nobody publishes them and nobody will make you read them. Case Study 18-2 turned on a crane log that had been kept faithfully for months and that nobody had ever added up. The most valuable data source about your job is the one your own team is already producing. Pick one log this month, total it, and see what falls out.
