Answer

False. Billing genuine, documentable early cost is legitimate cost recovery. Inflating the line to improve your cash position is a misrepresentation of value in place that shifts your financing cost to the owner without disclosure — and a competent owner's rep recalculates the line and stops believing anything else you submit.

19. A permit and a long-lead submittal are back-scheduled using the same logic. Write out both chains side by side, naming every subtraction, and explain in one sentence why this matters.

Submittal: required-on-site date − installation lead − shipping − fabrication duration − design-team review − your own review and transmittal time = submittal due from sub.

Permit: date required in hand − review duration − resubmittal allowance − application preparation time = file-by date.

Why it matters: a permit is a submittal with a government on the other end. Same discipline, same failure mode, and the same eleven-days-on-a-desk problem that turned into a 23-calendar-day slip in steel erection start (August 4 → August 27, Year 1).

(2) The emergency action plan, with muster points marked on the ground, an assembly headcount procedure, the site address posted at every gate, and the hospital route. (3) First aid, AED, and an emergency contact posted. (4) The orientation program, delivered before a person works.

None can wait, because the risk they control is present on day one. The excavation, the haul road, and the struck-by exposure exist the first morning. There is no version of "we will orient them next week" that survives the first incident, an OSHA inspection, or your own conscience.

21. Explain why a pre-application meeting with the AHJ is a risk-management activity rather than a courtesy.

Answer

Before the meeting, permit exposure is a set of unknown unknowns — approvals you do not know exist, cannot schedule, and cannot price. After it, those unknowns are named line items with sequence, prerequisites, and rough durations. Risk you can name and date can be back-scheduled, owned, and mitigated; risk you cannot name finds you in week three. You also get a human being who knows your project and answers the phone, which is worth days on its own.

22. Your logistics plan shows a one-way counterclockwise truck loop with separate in and out gates. Give the productivity reason and the safety reason.

Productivity: trucks never queue in a travel lane or wait for an opposing vehicle, so cycle time is predictable — which matters enormously when you are exporting 32,000 CY of soil.

Safety: no vehicle ever backs into a public street. Backing movements are a well-recognized source of struck-by incidents on and around construction sites, and struck-by is one of OSHA's Focus Four construction hazards. The loop is a hazard control that happens to also be efficient — which is the general shape of good logistics planning.


Applied Scenario

23. You take over a $9M project two weeks after NTP. You find: the building permit framed on the wall, a folder labeled "PERMITS" containing three receipts, a schedule with a single ten-day bar labeled MOBILIZE, no logistics plan, no site-specific safety plan, and a superintendent who is already stripping topsoil on a 3-acre site.

List, in priority order, the first five things you do in the next four hours, and say what each one prevents.

  1. Stop and verify stormwater coverage and BMP status. Ground is being disturbed right now on more than an acre. If coverage is not effective and controls are not installed to plan, you have live regulatory and environmental exposure that can produce a stop-work order today. This is first because it is the only item where the harm is accruing while you read.
  2. Confirm the site-specific safety plan, emergency action plan, and orientation records exist. People are working. If they were not oriented, you have both an exposure and a duty. Bring the crew in and do it today if it does not exist.
  3. Build the permit matrix — every approval, authority, lead time, prerequisite, and what it gates — and find the gaps. This is the afternoon of work that catches the next four problems before they are problems.
  4. Write the utility responsibility matrix and send it to the owner, engineer, and subs asking for corrections in three business days. Permanent power has the longest lead time on almost any job and the least controllable schedule.
  5. Draw the Phase 1 logistics plan and walk it with the superintendent — gates, truck route, laydown, parking, fire lane, muster points. It does not have to be beautiful. It has to exist, be walked, and be posted at the gate.

Everything else — cost codes, SOV, document control, the meeting calendar — is important and is week two. These five are the ones where the clock is running.
